About this file
This document is the Attachment 4 - Evaluation Criteria and Selection Process for the Kessel Run Bootcamp Training Solicitation. It outlines the evaluation factors the government will use to assess proposals, including technical approach, understanding of the technical scope, soundness of approach, and availability of necessary facilities. Proposals will be categorized as Recommended, Selectable, or Not Selectable based on these factors, with Recommended proposals being of the highest priority for funding. The government reserves the right to award some, all, or none of the proposals. Prior to award, the contracting officer will determine price reasonableness. Debriefings will be provided upon request, addressing only the stated evaluation factors. Award notices will be provided via email, but a notification is not an actual contract award, which is contingent on availability of funds and successful negotiations.

Attachment 4 - Evaluation Criteria and Selection Process
Proposal Review Information
The Government will review each proposal and select the offerors that have the greatest potential to meet the needs of the Kessel Run Bootcamp Training requirements based on the AoIs stated in Attachment 1 of this call. For a proposal to be considered, it must address all three AoIs. The
Government will evaluate proposals in accordance with the following evaluation factors:
Technical
Importance to agency program
Funds availability
All factors are of equal importance.
Method of evaluation: scientific, technological or other subject matter experts will review proposals.
Technical Proposal Evaluation
A. Unique and innovative approach proposed to accomplish the technical objectives. New and creative solutions and/or advances in knowledge, understanding, and technology.
B. The offerors understanding of the technical scope of the technical effort.
C. Soundness of the offerors approach.
D. Availability, from any source, of necessary research, test, laboratory, or shop facilities.
Cost/Price Evaluation
A. Realism of the proposed price
B. If the offeror proposes the use of GFP other than any GFP identified in this call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the cost factor for evaluation purposes only.
Proposals will be categorized as Recommended, Selectable, or Not Selectable
Review and Selection Process
A. Recommended: Proposals are recommended for acceptance if sufficient funding is available, and normally are displaced only by other recommended proposals.
B. Selectable: Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority rate than recommended proposals. May require additional development.
C. Not selectable: Even if sufficient funding is available, the proposal should not be funded.

D. Note: The Government reserves the right to award some, all, or none of the proposals.
When the government elects to award only a part of a proposal, the selected part may be categorized as Recommended, or Selectable, though the proposal as a whole may not merit such a categorization.
i. No other evaluation criteria will be used.
ii. Proposals will not be ranked; each proposal will be evaluated on its own merit.
iii. Prior to award of a potentially successful offer, the contracting officer will make a determination regarding price reasonableness.
Debriefings
The government will conduct written post-award debriefings upon request only in accordance with FAR 52.212-1 and will address the evaluation factors contained herein only.
V. Award Administration Information
A. Award notices: Offerors will be notified via email whether their proposal is recommended for award.
B. The notification is not a contract award and does ensure a contract award as availability of funds and successful negotiations are prerequisites to any award.
C. If a contract is awarded it will be executed by a contracting officer.
