About this file
This document contains questions and answers regarding a request for proposal for a Ground Based Radar System for the Malaysian government. The solicitation seeks non-developmental radar system items to include a radar, radar tower, radome, radar shelter, uninterruptible power supply, and generator. Key requirements include the uninterruptible power supply and generator supporting a graceful shutdown of the radar and auxiliary equipment during commercial power interruptions. The contractor will be responsible for constructing a new radar pad to support the radar system equipment. Proposals are due no later than June 30, 2021 at 1400 EDT. The contractor shall provide a basis of estimate for costs for each contract line item number.

Solicitation FA8730-21-R-0004 Malaysia GBRS
27 May 2021
No. Reference Question USAF Response
1 MAL-GBRS-21-001
and Section L 1.1 The SAM site and letter MAL-GBRS-21-001 state the proposal due date is Wed 30 June 2021 by 1400 EDT, however Section L 1.1 states the proposals are due Monday 28 June 2021 by 1500 EDT, please clarify.
Proposal are due 30 Jun 21 1400EDT. Section L has been updated to reflect this date.
2 MAL-GBRS-21-001
and Section L 1.9
Letter MAL-GBRS-21-001 states SAFE files need to be requested no earlier than 7 calendar days and no later than 2 calendar days from due date of proposal submission. Section L, 1.9 states the SAFE drop request shall be no earlier than 14 days and no later than 2 days from the proposal due date. Please clarify.
SAFE files need to be requested no earlier than 7 days and no later than 2 days because the requests are only good for 7 days. Section L has been updated to reflect this.
3 SOW 3, A.5 The GBRS Scope of Work includes one (1) UPS (3b) and one (1) generator (3h). However, Appendix A.5 only specifically addresses the UPS. Is the intent that the generator to be provided be sized to support the radar and its auxiliary equipment for a limited period of time in the event commercial prime power is interrupted?
Yes, in the event commercial prime power is lost, the generator should support the GBRS and auxiliary equipment.
4 SOW 3, A.5 GBRS-28 requires the UPS to support a graceful shut down of the GBRS and its auxiliary equipment. SOW paragraph 3 defined the Ground Based Radar System to be supported (excluding the Remote Control Nodes). What does the "auxiliary equipment" consist of?
Auxiliary equipment consists of equipment located within the radar shelter (radios, terminals, etc.) and the radio tower.
5 SOW 5.5 - 5.6 What is the site's location - Latitude, longitude and elevation? Are site drawings or plans available?
5°22'36.0"N 115°14'28.4"E; There are no site drawings/plans available.
6 SOW 5.5 - 5.6 IF there is an existing site, is there supporting infrastructure that needs to be removed and who is responsible for demolition and removal of existing infrastructure and equipment?
Yes, it is an operational radar site. All demo/removal of legacy system will be the responsibility of RMAF.
7 SOW A.4 Radar Pad
Please clarify the scope of a radar pad. Appendix A.4 lists requirements for a radar pad but SOW Section 3, Scope of Work, makes no reference to a radar pad or site works.
The contractor will be responsible for construction of radar pad/foundation that will support the radar, radar tower, radome and the radar shelter. Based on information gathered during case creation, current radar pad would not support the new radar being procured through this acquistion.
8 SOW B.1 Is GBRS-30 intended to represent a target acquisition range or Instrumentation range requirement ? If it is intended as acquisition range requirement, then the associated target size (in terms of Radar Cross Section (RSC)), Probability of detection (Pd) and applicable coverage area should be indicated. For example:
Pd of 80% for a Swerling I target with an RCS of 2.5 m2 out to a range of 200 mni up to a height of ≤100 kft and an elevation angle ≤20°
The requirement is an acquisition range requirement.
Detection Pd was not described, as doing so might be deterministic of the definition of plots/tracks.

9 CDRL A011, SOW
6.4, DiD DI-SESS- 08776B
SOW 6.4 states the Contractor shall provide site layout drawings and system layout drawings, however, the DID in 3c, stipulates a full drawing package, including processes "not published or generally available to industry" and requirements for programming software into devices or assemblies. Please clarify.
If hazardous materials or contaminants are present in the system, the contractor must provide the controls/processes for USG to handle/mitigate, if they are not readily available to industry. If established process(es) to reprogram or modify software (includes firmware) are not part of LRU replaceables, the contractor must provide requirements.
10 SOW section 7.8 warranty
SOW section 7.8 mentions a warranty against "faulty design". FAR 52.246-17 isn't called out in section I.
Could you please describe more fully the requirements of the warranty on hardware design? For software issues, we understand the error correction statements, although we request the word "immediately" be changed to a specific timeframe.
Upon further review, FAR 52.246-17 does apply, it reads as a paraphrase specifically of FAR 52.246- 17.(b).(i). The idea is that the contractor warrants to the government that each item of the hardware shall be free from defects due to faulty design, workmanship and materials for preceeding 12 month period after
SAT.
11 SOW Append. A Appendices A and B call out specific verification methods for the GBRS requirements. As the proposed GBRS consists of non-developmental items which have been previously supplied and formally verified for other programs, can the Contractor propose different Verification Methods reflecting existing test plans and procedures?
Yes, contractor shall provide program and contract number for which requirements were verified. The contractor can provide other verification artifacts/method that employs best engineering practices.
12 Section L, para. 4.6
- BoE Per SOW section L, papa. 4.6, please verify proposers are responsible to provide BoE's only for each CLIN, that is 6 BoE's in total.
Correct, the contractor shall provide a BOE for each CLIN that fully explains the basis of estimate for the entirety of work to be completed under that CLIN.
