MARKET RESEARCH
SOURCES SOUGHT SYNOPSIS (SSS)
for Digital Airport Surveillance Radar (DASR) Sustainment
05 December 2024
The Air Force Materiel Command, Air Force Life Cycle Management Center, Electronic Systems Directorate, Aerospace Management Systems Division, Air Traffic Systems Branch (AFLCMC/HBA) is seeking information in support of market research for DASR Sustainment.
AFLCMC/HBA intends to modify the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract by extending the end of the ordering period by five (5) years from 28 September 2025 to 28 September 2030 followed by two (2) years of delivery ending 28 September 2032. The original award was a single award ID/IQ contract to the Original Equipment Manufacturer (OEM), The Raytheon Company. The Air Force requires continued support to ensure the necessary data, capabilities, expertise, and experience to provide sustainment and support to all 157 fielded DASR (also known as the ASR-11) systems, 142 CONUS and 15 OCONUS.
This SSS seeks industry feedback to identify viable sources that can provide comprehensive contractor support in providing global sustainment and technology refurbishment for the DASR Program. These services include but are not limited to: Diminishing Manufacturing Sources and Material Shortages (DMSMS) Support, DMSMS Resolution Implementation, System Enhancements or Modifications, Spares and Material Replenishment, Technical Support Services (TSS), and Program Management (e.g., Systems Engineering, Quality Assurance, CM/DM, Safety, etc.). Of paramount importance, the Government needs to sustain an Operational Availability (Ao) of 99.4% of all 157 DASR system installations world-wide.
Background: The Digital Airport Surveillance Radar (DASR) System is a terminal radar system that provides primary surveillance coverage, secondary surveillance coverage, and calibrated weather precipitation intensity reports for presentation on air traffic controller displays. The DASR system was jointly procured by the Department of Defense (DoD) and Federal Aviation Administration (FAA) on two (2) production contracts that yielded 157 DASR systems. The DASR system is aging, and sustainment is necessary to ensure that the system meets its operational requirements. The place of performance shall be at the contractor facility and DASR sites. The Raytheon Company is the Original Equipment Manufacturer (OEM) and owns the Intellectual Property (IP). After Raytheon and United Technologies Corporation merged into RTX in 2020, RTX became the owner of this IP. The Government has limited rights for technical data and restricted software rights. Any source that will possess OEM IP licenses may identify their interest and respond to this SSS, if not, please respond with an explanation to how you will sustain these sites without IP rights.
Period of Performance: The Government intends to modify the existing ID/IQ contract by extending the end of the ordering period by five (5) years from 28 September 2025 to 28 September 2030 followed by two (2) years of delivery ending 28 September 2032.
Instructions for Submittal: The Government requests unclassified responses to this SSS be delivered via email no later than 5:00 PM Eastern Standard Time on 15 January 2025. Interested parties must submit a capabilities package, including cover letter, that is concise, yet clearly demonstrates ability to meet the stated support requirements with adequate staffing of qualified personnel. The capabilities package shall clearly present evidence that the interested party is fully capable of providing the required services and supplies and as such may contain any information that the interested party believes is relevant. The capabilities package is to be presented in accordance with the major sections outlined in the Capabilities Package Requirements section below. APPENDIX A:
CAPABILITIES PACKAGE REQUIREMENTS
DASR/(DASR) Overview
1. The Digital Airport Surveillance Radar is a terminal air traffic control radar system. The
DASR system detects aircraft position and weather conditions in the vicinity of civilian and military airfields and is a key component of the National Airspace System (NAS). The FAA nomenclature for DASR is the ASR-11, and the DoD nomenclature for DASR is AN/GPN-
30. The DASR provides digital data to digital automation systems for presentation on air traffic controller displays. The DASR consists of a primary surveillance radar and a secondary surveillance radar, as well as an antenna tower; an electronic equipment shelter/building with heating, ventilation and air conditioning; a power distribution system;
an uninterruptible power supply; a back-up emergency engine/generator set; fire detection;
