Notice of Contract Award for Fixed Base Weather Observation System
(FBWOS) FMQ-23 Production, Deployment, and Contractor Logistics
Support
Procurement Instrument Identification Number: FA8730-20-D-0003
Solicitation Number: FA8730-19-R-00014
Agency: Department of the Air Force
Office: Air Force Life Cycle Materiel Command
Location: Hanscom AFB HBAK
Classification Code: 59 – Electrical and Electronic Equipment Components
NAICS: 334519 – Other Measuring and Controlling Device
Synopsis:
This synopsis constitutes an announcement of contract award, by the Air Force Life Cycle
Materiel Command, Aerospace Management Division, Weather Contracting, AFLCMC/HBAK, Hanscom AFB, MA 01731, to Mesotech International Inc. As of 21
October 2019, Mesotech International Inc. has been awarded an Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract with a contract ceiling of $17,462,000.00. This contract will have a six (6) year performance period for the production, deployment and
Contractor Logistics Support (CLS) of the AN/FMQ-23 Fixed Based Weather Observation
Systems (FBWOS). The place of contract performance will be at Mesotech International
Inc.’s facilities in Sacramento, CA.
This synopsis is the resultant action a from a negotiation with only one source, IAW 10
U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, “only one (1) responsible source and no other supplies or services will satisfy agency requirements.” Mesotech International Inc.
is the only firm capable of meeting the Government’s requirement for sustaining the fielded
FMQ-23 systems. This is due to the fact that Mesotech is the only firm with the appropriate software rights to perform the regular maintenance required on the systems’ server software that interfaces with Joint Environmental Toolkit (JET). Competing this effort would have caused the Government to incur a substantial duplication of costs that would not be recovered through competition, and unacceptable delays in fufilling the agency’s requirements, as another contractor would be required to purchase the rights or have developed another solution.
