I. Contracting Activity.
The contracting organization responsible for the proposed contracting action is the Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Operations Command and Control Division, Intelligence Systems Branch, AFLCMC/HBBK, located at 11 Barksdale Street, Building 1614 Hanscom AFB, MA 01731-7000. The contracting officer is
II. Nature and/or description of the action being processed.
This action will result in a new delivery order placed on GSA's Authorized Information Technology Schedule 70, under schedule contract GS-35F-0014V with Airbus DS Geo, Inc. The delivery order will be Firm Fixed Price (FFP). The Period of Performance (PoP) is 01 Jun 18 to 31 Jul 18.
III. Description of supplies/services required to meet agency needs.
The Eagle Vision (EV) operational system has a requirement for commercial satellite imagery from the TerraSAR-X/Tandem-X (TSX/TDX) satellites. The EV system has an integrated down-link capability for these satellites and this action provides the ability to task the satellites, collect the imagery, and distribute to DoD, Civilian Agencies, and/or Coalition partners. This effort is to purchase TerraSAR-X imagery to support new delivery order will include the following Contract Line Item Numbers (CLINS):
CLIN 0001 - Nextview TerraSAR-X: 3 month PoP, GSA pricing

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6 requires an ordering activity to justify its action when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2.
FAR 8.405(6)(a)(1)(i)(B), Only one source is capable of responding due to the unique or specialized nature of the work. Airbus DS Geo, Inc. is the only company that can satisfy the Government's need for TerraSAR-X imagery, as they are the only organization approved by the French Government to grant non-exclusive license rights. The TerraSAR-X satellites are French owned satellites. Any delay will impact the ability of Eagle Vision to provide imagery support to the Navy and halts the ability of Eagle Vision to be deployed to support warfighter requirements.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The Contracting Officer will make a determination of fair and reasonable price, using price analysis techniques found at FAR 15.404-1(b)(2), to include analyzing historical pricing information from the USAF , current information from the Airbus DS Geo Inc. GSA schedule contract price list, and the current Airbus Defense and Space - Intelligence, North American commercial price list.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market research on GSA Aadvantage, GSA's eBuy Market Research tool, and FedBizOpps.gov found no other sources that provide direct access to the required satellites. The Program Office monitored industry trends by attending trade shows, to include attendance at the GEOINT symposium on 23 - 26 Apr 18, and calling for white papers on intelligence technology.
However, as stated in paragraph IV, above, Airbus is the only company authorized by the French Government to provide the required imagery from the TSX/TDX satellites.

VII. Other facts supporting the justification.
None.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
In accordance with FAR 8.405-6(b)(3)(i)(B), a redacted Limited Sources Justification will be posted to FedBizOpps.gov. Any responses to the Limited Sources Justification will be reviewed and considered for use in future procurements similar to this one. In addition, the Eagle Vision Program Office will continue to conduct market research to determine if any other software and/or services become available that can fulfill the Government's requirements.

As evidenced by my signature above, I certify that any supporting data contained herein, which is my responsibility, is both accurate and complete.
XI. Written determination by the approving official identifying the circumstance that applies, for justifications under 8.405-6(a)(1).
As evidenced by my signature on the signature page, I hereby determine this Limited Sources Justification (LSJ) describes "Only one source is capable of providing the supplies or services at the level of quality required because the supplies or services are unique or highly specialized," IAW FAR 8.405-6(a)(1)(i)(B). FAR 8.405-6(c)(2) provides that the justification follows FAR 8.405-6(c)(2)(i)-(xi) for documentation and FAR 8.405-6(d)(2) for approval authority.
