I. Contracting Activity.

The contracting organization responsible for the proposed contracting action is the Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Operations Command and Control Division, Intelligence Systems Branch, AFLCMC/HBBK, located at 11 Barksdale Street, Building 1614 Hanscom AFB, MA 01731-7000. The contracting officer is .

II. Nature and/or description of the action being processed.

This action will result in a new delivery order placed on ERDAS, Inc.'s GSA schedule contract GS-35F-0383K. The order is for IMAGINE Adv-Pro to IMAGINE Photogrammetry, IMAGINE Professional (license only) and IMAGINE Expansion Pack. This will be Firm Fixed Price (FFP) effort, with delivery 20 days after receipt of order (DARO), and an estimated price of .

III. Description of supplies/services required to meet agency needs.

ERDAS IMAGINE is a world-class commercial off the shelf (COTS) image processing software application. It is the primary software tool of the Eagle Vision system's Data Integration Segment (DIS) and allows the DIS to convert source images into other formats and to produce derivative products. This software is essential to the DIS and plays a key role in the Eagle Vision imagery that is provided to many consumers.

The proposed new delivery order will include the following Contract Line Item Numbers (CLINS):

CLIN 0001 - IMAGINE ADV-PRO to Imagine Photogrammetry (GEO.M.GSPX5050);

CLIN 0002 - IMAGINE Professional (License only) (ERD.M.ERDX1376);

CLIN 0003 - IMAGINE Expansion Pack (GEO.M.GSPX5057);

Each CLIN will deliver 27 maintenance agreements 20 DARO. Licenses will remain active from 1 Jun 18 - 31 May 19.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its action when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2.

FAR 8.405(6)(a)(1)(i)(B), Only one source is capable of responding due to the unique or specialized nature of the work.

ERDAS IMAGINE Professional is a defacto industry standard, which provides robust capabilities needed by Eagle Vision. This software has been procured and used by the Eagle Vision program for over six years. ERDAS was also initially selected since many consumers of Eagle Vision data use the same software and it is used extensively throughout DOD and across civilian agencies. ERDAS is a raster graphics editor and remote sensing application. ERDAS ensures fidelity of geospatial content throughout the lifecycle of geospatial information. ERDAS solutions easily handle large data sources with increased performance. Regardless of data size, it authors, manages, connects and deliver geospatial information. ERDAS, Inc. is the only source that sells the required maintenance agreements for their software products. Therefore, the government must restrict the amount of schedule holders to less than that which is required per FAR 8.405-6.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

The Contracting Officer has determined this acquisition represents the best value and will provide the lowest overall cost to meet the Federal Government's needs. The Contracting Officer will make a determination of fair and reasonable price, using price analysis techniques found at FAR 15.404-1(b)(2), to include comparison with historical prices, current published price lists, and open market pricing information.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research conducted via GSAadvantage.gov, FedBizOpps.gov, and GSA's eBuy Open tool, revealed ERDAS software support and maintenance is not available through any other vendors aside from ERDAS itself. ERDAS software support and maintenance remain only available and only offered by ERDAS, who continues to place restrictions on resellers and software maintenance. The approach and authority used for this proposed action, aligns to how other DoD and Federal contracting activities purchase ERDAS IMAGINE products.

VII. Other facts supporting the justification.

ERDAS, Inc has proprietary data rights that effectively preclude competing annual maintenance for products. EDRAS is a wholly owned subsidiary of Intergraph Government Solutions, which is a wholly subsidiary of Hexagon Geospatial. Hexagon Geospatial has designated Intergraph Government Solutions as the sole authorized reseller for this requirement.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

In accordance with FAR 8.405-6(b)(3)(i)(B), this Limited-Sources Justification will be posted to FedBizOps. Any responses to the Limited-Sources Justification will be noted and considered for use in future procurements similar to this one. In addition, Eagle Vision and ordering activities will continue to conduct market research to determine if any other software and/or services become available that can fulfill the Government's requirements.

IX. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

X. Certification by the technical/requirements personnel.
