Description

AFLCMC and the AFLCMC/HNAA Program Manager, Battlefield Airborne Communications Node (BACN) will be hosting an Industry Day at the Base Theater, Hanscom AFB, MA. The Industry Day will be held on 20 September 2016 from 10:00am to 12:00pm Eastern Time.

Check-in will begin at 9:00am. The purpose of this Industry Day is to provide information on the E-11A BACN Platform Maintenance contract.

This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day.

AFLCMC/HNAA is holding the Industry Day to discuss the requirements for the E-11A BACN Platform Maintenance contract that are outlined in the draft Performance Work Statement (PWS). Industry Day is open only to those contractors possessing a valid CAGE Code and security clearance. Upon receipt of your CAGE code and security clearance validation, the draft PWS will be sent to you. To obtain the information in the Bidders’ Library the User Registration Form must be completed. The Industry Day will focus on the requirements for maintaining the fleet of BACN E-11A aircraft currently supporting OCONUS warfighter operations.

The BACN system is a JUON deployed capability operating 24/7 in multiple areas of operation within the United States Central Command (USCENTCOM) and United States European Command (USEUCOM) Theaters. The BACN system consists of BACN payloads integrated onto four (4) Bombardier BD-700 aircraft, serial numbers 9001, 9355, 9358 and 9506. The MDS designation "E-11A" for the BACN equipped BD-700s was approved in June 2011.

Industry Day will be broken down into two (2) parts: (1) General session and (2) One-on-One sessions. The general session will be scheduled for the morning at the Base Theater with One-on- One sessions, approximately 45 minutes long, being conducted that afternoon and the following day at the Base Conference Center. Companies traveling from distant locations will be given priority for the initial one-on-ones. For planning purposes, companies interested in conducting one-on-ones must notify Myrka Mikhail no later than 13 September 2016. A more definitive agenda will be posted at a later date. Additionally, we encourage submission of any questions/comments/concerns to Myrka Mikhail no later than 15 September 2016 to allow for discussion/response at the Industry Day.

It is noted that these, and all, questions and answers will be posted to the draft solicitation website. Accordingly, information will NOT be treated as proprietary unless specifically identified as such; please be aware that identifying good ideas as “proprietary” may preclude them from being incorporated into the solicitation.

Registration will close at 4:00pm Eastern Time on Tuesday, 13 September 2016. All wishing to participate in the Industry Day event must pre-register by providing the business name, address, names of attendees, a point of contact phone number and email address via email to Myrka Mikhail at myrka.mikhail@us.af.mil. The subject line of the email should read "E-11A BACN Platform Maintenance Industry Day Pre-Registration" and should be submitted no later than 12:00pm Thursday, 8 September 2016. Specifics, including directions, agenda, question forms, and ground rules will be provided via a confirmation email upon approved registration. The event will be open only to those vendors who have pre-registered and, due to space limitations, no more than six (6) representatives from each potential Offeror will permitted to attend the general briefing and one-on-ones.
