About this file
This document is a Request for Information (RFI) from the United States Space Force (USSF) for a Ground-Based Radar Digitization (GBRD) project. The government is seeking industry input on modernizing radar systems, specifically the Perimeter Acquisition Radar and Characterization System (PARCS) and Upgraded Early Warning Radar (UEWR) sites. Key objectives include improving Space Domain Awareness, maintaining Missile Warning/Missile Track/Missile Defense capabilities, and reducing future sustainment costs through open architecture and commercial off-the-shelf solutions.
The RFI indicates this is a new requirement with no incumbent contractor. The government is exploring participation from traditional and non-traditional defense contractors, small businesses, and educational institutions. All six radar sites are currently operational, with UEWR systems having a more modern digital/signal processing system than PARCS. The modernization scope begins after the array face, excluding specific antenna elements. A digital receiver technology at TRL-7 (planned to reach TRL-9 by October 2025) is being considered, with all radar sites requiring a Secret clearance for integration. Funding is contingent on program priorities and budget allocations, with the government planning to provide additional documentation in a future Bidder's Library.

ITEM INDUSTRY QUESTION GOVERNMENT RESPONSE
1 Is this project considered a new requirement? Yes, GBRD is a new requirement.
If this project is not considered a new requirement, who is the incumbent and contract number?
GBRD is a new requirement, therefore, there is no incumbent or contract number.
How many awards are anticipated under this effort, and what is the expected period of performance for each?
Under this RFI, the government is seeking industry's input as to their recommendations.
The RFI references the use of OTAs, MTAs, and FAR-based contracts. Can you clarify how many of each type are expected and which FAR contract types are under consideration?
Under this RFI, the government is seeking industry's input as to their recommendations.
Is the USSF seeking participation from new industry performers, or is this effort primarily intended for current incumbents?
The government is exploring a broader range of defense solutions with traditional and non-traditional defense contractors, small businesses, educational instituations, etc.
Has funding for this effort already been appropriated or requested, or is funding still to be determined?
The funding appropriations for GBRD are contingent upon several factors including program priorities, budget allocations, and specific programmatic requirements.
7 Does the Government have an anticipated budget for Industry at this time?
The GBRD budget will reflect the strategic priorities of USSF Space Domain Awareness, Missile Warning, and Missile Defense.
8 What are the broader goals of this requirement?
Improve Space Domain Awareness of GBRs and continue to perform Missile
Warning/Missile Track/Missile Defense with the quaility performed today. In addition, decrease future sustainment costs through an open architecture, commercial off the shelf solutions, and a common baseline.
9 What are the government objectives of this requirement?
Improve Space Domain Awareness of GBRs and continue to perform Missile
Warning/Missile Track/Missile Defense with the quaility performed today. In addition, decrease future sustainment costs through an open architecture, commercial off the shelf solutions, and a common baseline.
The RFI mentions teaming with universities. Are science and technology efforts that augment system-level capabilities of interest, or is the focus strictly on integration and system upgrades?
The Government objectives are to rapidly modernize the systems with available technologies.
What level of clearance required (e.g., Secret, TS/SCI, etc.) to support on-site integration and test within the radar?
All radar sites require a Secret clearance for integration.
Would the Government permit/sponsor Contractor's (at their own expense) visiting the
PARCS and/or UEWR facility to conduct a preliminary survey?
Due to ongoing mission operations, no pre-contract site surveys will be possible. The
Bidder's Library will contain what site specific information is available.
Does the Government have a preference between enhanced radar capability and a lower cost solution?
Under this RFI, the government is seeking industry's input as to their understanding of that trade space.
Can the Government share any additional information on the "existing, developed digital receiver technology as the baseline receiver for the system" at this stage to support vendors assessing the maturity of the technology and the soundness of their integration and test approach to acheive the target IOC dates?
Digital Receiver in development is TRL-7 and will be TRL-9 by October 2025. It has 63 channels at >100Msps sampling rate (direct UHF sampling). Additional information
(technical data package) is planned to be provided in the Bidder's Library along with the
Request for Solution.
15 Could the Government provide the as-built Technical Data Package of the PARCS site?
Available documentation will be provided in the Bidder's Library along with the Request for Solution.
What is the current operational status and digitization readiness of the UEWR and
PARCS radar systems? Are the systems at a similar level of modernization?
All 6 sites are currently operational. UEWR's have a more modern digital/signal processing system than PARCS. All available details will be provided in the Bidder's
Library along with the Request for Solution.
Will the modernization scope include high-power RF components such as antenna arrays, transmit/receive modules, and beam steering hardware?
The modernization scope begins after the array face, including beam steering. At this time, the specific antenna elements are excluded from the scope. The government is seeking industry's input as to final definition of that trade space.
The term digitization can have different meanings in different contexts. In this case, does it mean direct digital sampling of the signal or something else?
The Government team is seeking to understand Industry's input as to their understanding of that trade space.
If referring to direct digitization at the carrier, has it been evaluated to be comparable to the existing system in terms of signal to noise ratio, sensitivity, etc.?
Through all testing thus far, the Digital Receiver meets or exceeds all current system performance.
Is the existing, developed digital receiver technology referenced in the RFI firmly selected? If so, is there information available for it that explains what it does?
Under the RFI, the digital receiver is provided as a recommended receiver solution. The receiver is undergoing operational test now and documentation will be provided in the
Bidder's Library along with the Request for Solution.
PARCS was built as a passive radar system. Is it still passive today? Or has it been upgraded to an active architecture?
PARCS is a fully active radar system.
What types of Government Furnished Equipment (GFE), Property (GFP), or Information
(GFI) are anticipated to be provided?
All available documentation will be provided in the Bidder's Library along with the
Request for Solution.
23 Will real property changes be required?
No major facility work is anticipated but final answer would be dependent on developed solution. Small scale efforts may be required such as cable trays, new cable runs/penetrations, or localized HVAC units.
