The information requested will be used solely within the Air Force to facilitate decision making and will not be disclosed outside the organization. The determination of a procurement strategy, based upon the comments submitted in response by interested parties to this Sources Sought, is solely within the discretion of the Government. The Mobile Consolidated Command Center (MCCC) Program Office wishes to identify potential prime contractors for the MC2SC acquisition.

1.2 The purpose of the MC2SC acquisition is to award a contract, or contracts, to sustain, modify and provide operational support primarily to the MCCC platform and additionally to the Space and Missile Systems Center SHU-52A Non-Expandable Shelter for the Advanced Extremely High Frequency (AEHF) Mobile Constellation Control Station (MCCS). The Government plans to add provisions to this support contract to allow for similar sustainment and modification work to be performed on other similar Government mobile High-Altitude Electromagnetic Pulse (HEMP) hardened command and control (C2) platforms under separately awarded Task Orders/Delivery Orders (TO/DO). In addition, the selected contractor will manage and maintain a Government Owned, Contractor Operated (GOCO) Logistics Support Facility (LSF), used to support the sustainment and modification of the MCCC/SHU-52A Shelter. The planned award is for an Indefinite Delivery/Indefinite Quantity (ID/IQ) service contract, with multiple contract types and multiple contract line items, to include, but not be limited to: Firm Fixed Price (FFP), Fixed Price Incentive Firm (FPIF), Cost plus Incentive Fee (CPIF), Cost plus Fixed Fee (CPFF), and Cost Reimbursement (CR) line items. The Government contemplates a one-year base period with four (4), one-year option periods for sustainment support. Each modification effort will be on a separate TO/DO under the ID/IQ contract.

1.3 Small Business – This announcement is open to all interested small businesses. It is the Government’s perspective that the MCCC program is conducive to small business participation and strongly encourages small business to consider whether their capabilities would enable performance on this contract. Responders to this sources sought shall indicate if they are a small business, small disadvantaged business, 8(a) concern, woman-owned small business, Historically Underutilized Business Zone (HUB Zone) small business, veteran-owned small business or a service disabled veteran-owned small business under the North American Industrial Classification System (NAICS) code 541330 with a standard size of $35.5M annual revenues. Interested parties who believe they have the requisite capabilities to perform as a prime contractor for this effort should submit statements addressing the specific requirements in this notice and identify the vendors’ capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects and information on applicable industry certifications at the individual and organizational level. Please refer to section 6 for specific submission requirements.

2. The MCCC is comprised of High-Altitude Electromagnetic Pulse (HEMP) hardened semi-trailers enclosing a Multiple Level Access/Multiple Level Secure (MLA/MLS) Command and Control (C2) network operations and communications center. The MCCC platform must be sustained to provide survivable and endurable C2 of strategic and space forces for situation monitoring, tactical warning, force management, force direction and decision support. In addition, this contract will provide for internal integration among platform network and communication systems, as well as for external integration of these systems with other C2 systems (e.g., MILSATCOM, GCCS, Network Engineering/ Management, secure/unsecure telephony, etc.).

The SHU-52A Non-Expandable Shelter for AEHF MCCS is comprised of (HEMP) hardened semi-trailers enclosing AEHF in-band Satellite C2 Subsystem (ASMCS), C2 terminal equipment and mission planning and crypto key translation elements. The AEHF MCCS SHU-52A Shelter platform must be sustained to provide/meet contingency and endurance mission requirements at geographically separate prepositioned locations. These shelters were part of an interim terminal capability to meet system requirements due to Family of Advanced Beyond Line-of-Sight Terminals (FAB-T) delays. Direction has since been made to make this platform a permanent shelter solution to meet endurance mission requirements.

The objectives are:

2.1 Mission Integrity - The contractor shall assure the Reliability, Availability and Maintainability (RAM) of the MCCC and AEHF MCCS SHU-52A Shelter platforms, to include Operational Availability (Ao), integrity of C2 functions and any system upgrades or changes.

2.2 Principle Platform Technical Focal Point - The contractor shall, within the MCCC/AEHF MCCS communities, serve as the principal focal point for the interaction and integration of MCCC/AEHF MCCS systems with "network-wide" C2 systems (e.g., MILSATCOM, GCCS, telephony and the like). The Sustainment scope of effort will also cover fabrication, repair, Test and Evaluation (T&E) and operations support associated with a mobile C2 system (communications, computers, networks, hardness, transportability, power, and the like) and periodic HEMP testing for recertification. In addition Sustaining/Systems Engineering (to include Risk Management, Configuration Management (CM), Quality Assurance (QA), and Operational Safety, Suitability & Effectiveness (OSS&E)), Design Interface, Supply Support, Maintenance Planning and Management, Support Equipment/Automatic Test Systems, Facilities, Packaging, Handling, Storage, and Transportation, Technical Data Management/Technical Orders, Manpower and Personnel, Training, Computer Resources, Protection of Critical Information and Anti-Tamper Provisions must be provided. The contractor shall also provide management and maintenance of the following areas: Cost, Metrics, Spares (to include depot and emergency), Security, Data (technical manuals, drawings, other tech data, Contract Data Requirements Lists (CDRL), etc.), Authorization and Accreditation (A&A), Technical baseline control; i.e., CM, Interface Control Documents (ICD)s, System-Subsystem Specification, System-Subsystem Design Description, and other Program Documentation.

4. The modification effort includes management of: requirements, Integrated Master Schedule (IMS), Cost, Authorization and Accreditation, Training, SIL upgrades, Systems Engineering disciplines (Risk, CM, QA, OSS&E, Logistics, T&E) and Systems Integration activities associated with projects to upgrade MCCC systems and infrastructure. Also included are specialized engineering, manufacturing and test, and efforts associated with a mobile C2 system (communications, computers, networks, hardness, transportability, power, and the like).

5. The contractor shall provide the required support at the following locations: the GOCO LSF located in Albuquerque, NM; and F.E. Warren AFB, WY. Support may also be required at other Continental US (CONUS) locations based on the location of the MCCC and AEHF MCCS assets at the time depot support is required. Management of the GOCO involves facility maintenance, to include: Office, Classified Work Areas, Warehouse, Industrial areas (high bays) and a large back lot for parking, repairs and testing. The scope of this effort will also cover utilities, janitorial, government workspace, classified and unclassified network management, Systems Integration Laboratory (SIL) management, security management and tooling. The GOCO is a 50,000 sq. ft., 1960s era building with approximately 30,000 sq ft of secure areas, some of which are capable of TS/SCI processing. The facility sits on 4.5 acres, which comprises the main building, several out buildings for storage and other purposes, as well as a large parking lot for asset parking, maintenance and test. Additionally, permanent on-site support, which serves as the contractor’s liaison with the MCCC operational unit, provide the principal means for conducting most minor depot level maintenance at the MCCC operational unit.
