I. Contracting Activity.
Contracting Organization: Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate (HB), Theater Battle Control Division (HBD), Hanscom AFB, MA 0 1731 .
II. Nature and/or description of the action being processed.
The Battle Control System Sustainment (BCSS) program office intends to modify the existing Battle Control System -Fixed (BCS-F) contract (FA8722- l O-C-0001), under the authority of this Justification and Approval (J&A), by adding an additional six month period of Contractor Logistics Support (CLS). This will allow for continued CLS of the system to accommodate delays to the competition being completed for the follow-on contract.
This is a services contract and the anticipated pricing arrangement includes Cost and Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs). The total contract extension period of performance (PoP) is up to 6 months comprised of a base award of one month and five additional one month option CLINs (0 I Feb 2017 - 31 Jul 2017).
The total estimated cost for this effort is $2.91M. These costs were based the average "burn" rate of current CLS activities on the existing BCS-F contract. This effort will be funded with FY 2017 3400 Funds.
Ill. Description of supplies/services required to meet agency needs.
Under the contemplated contract, Raytheon Command and Control Solutions (RCCS)* will provide services in sustainment of the Battle Control System..:Fixed.
staff hours will be acquired for a six month Period of Performance (PoP) for hardware sustainment of the Battle Control System - Fixed (BCS-F) supporting North American Aerospace Defense Command (NORAD) and United States Pacific Command (USPACOM) Commanders with improved air sovereignty battle management capabilities for the four (4) U.S. Air Defense Sectors (ADS) [Eastern ADS (EADS), Western ADS (WADS), Alaska Regional Air Operations Center (AKRAOC), and Hawaii Regional Air Operations Center (HIRAOC)), one Canadian Air Defense Sector (CADS);
the System Support Facility (SSF) at Tyndall AFB, and the Organic Integrated Test Facility (OITF) at Hill AFB.
Hardware sustainment will also be provided to the Remote Tactical Air Picture(RTAP)/Remote Workstation (RWS) systems. These services include basic CLS hardware support, 24/7 help desk support, depot repairs, supply chain management, sparing, and license and warranty support. The base PoP of this effort will be from 0 l February 2017 to 28 Feb 2017 with five (5) one-month options for a total PoP of 01 February 2017 to 31 Jul 2017, and 3400 appropriations will fund this effort.
*Thales Raytheon Systems, LLC was reorganized by the parent company to Raytheon Command and Control Systems, LLC.
IV. Statutory authority permitting Other than Full and Open Competition.
I 0 U.S.C. 2304 (c)(I) as implemented by FAR 6.302-1 (a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b )( 4).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Battle Control Systems Sustainment (BCSS) Program Office believes that award to any other source would result in substantial duplication of costs to the Government that is nQt expected to be recovered through competition.
BCS-F is a major system that supports the NORAD mission for continuous air space situational awareness, surveillance and control for NORAD, USPACOM and Homeland Defense Missions. The contemplated acquisition is for RCSS to perform up to six months of hardware Contractor Logistics Support (CLS) to provide hardware maintenance, training, help desk, sparing, supply chain management and integration of the BCS-F System. RCCS (previously Thales Raytheon Systems) developed and produced the BCS system and has been conducting sustainment of the system since 2010.
On 15 Aug 2016, the BCSS Program Office released a competitive solicitation for the Hardware CLS of the BCS-F system. Source Selection activities were delayed due to four solicitation amendments and resulted in the anticipated award date being pushed from I st Quarter FY 2017 to 2nd Quarter FY 2017. The existing hardware CLS effort ends on 3 I Jan 2017. Due to these source selection delays, there will be a gap in service between the end of the existing hardware CLS effort (31 Jan 2017) under contract F A8722-1 O-C-000 I and the award of the new competitive contract (2nd Qtr 2017).
At present, the incumbent BCS-F development and CLS contractor, RCCS, is the only responsible contractor with the domain knowledge and technical insight into the integrated system design, configuration settings and software interfaces necessary to satisfy the Government's requirement for continued support of the operational BCS-F capabilities to ensure the 99.98% Ao for this limited bridge CLS effort. Contractors other than RCCS do not possess the intricate knowledge of the system to continue CLS for this short time frame. To avoid a break in service. a new contractor would have to rely heavily on the incumbent for identification of hardware faults fixes and replacement to complete the contract deliverables. In addition, any Contractor other than RCCS would need an independent Systems Integration Lab (currently the Integrated Test Facility at RCCS) to effectively manage fixes and replacement parts which the Government will not transition until the competitive contract is awarded. Without heavy reliance on the RCCS there is significant risk that a new Contractor would be capable of effectively executing the mission and there will be a negative impact to the weapon system's required 99.98% operational availability and ultimately a break in service to this essential piece of homeland defense.
The duplication of cost required for reach back support to RCCS is estimated in the amount of$ l .552M. The factors that the program office technical team used to determine this are based upon engineering judgment utilizing extensive knowledge and historical cost actuals garnered during the current RCCS contracts. To avoid a break in service, a new contractor would have to rely heavily on the incumbent for help desk support, supply chain management, depot repairs, SIL support and for assistance to complete the contract deliverables. We estimate that a Contractor other than RCCS would need I 00% of RCCS support in the first month of performance to transition the system and would then require a declining amount of support (estimated as 80% in month 2, 60% in month 3, 40% in month 4, 20% in month 5 and 20% in month 6) as they gained knowledge of the system. RCCS' current monthly CLS burn rate actuals total $485K a month, resulting in a total duplication of costs of $1.552M that will likely not be recovered through competition.
This contemplated action is comprised of a base award of one month of CLS with 5 one-month options of CLS to allow RCCS to continue sustainment activities until the Air Force awards the on-going fair opportunity source selection for the future CLS requirements. The options are included to limit the PoP to provide services only as necessary until the new contract is awarded and transitioned.

Accordingly, RCCS is the only firm capable of providing the services described in Section III above without the U.S.
Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Notice of Contract Action for this action was posted to Federal Business Opportunities on 2 1December20 16. The synopsis notified industry that the program office intended to extend contract services currently performed by RCCS up to 120 days under CPFF contract F A8722- l O-C-000 l until the competitive contract is awarded. No responses from industry were received in response to the NOCA for this action. While the program office has elected to extend the potential period of performance up to 180 days, the Government believes that the scope of work was still adequately synopsized.
Future requirements for hardware CLS are currently being competed. The program office is conducting a Fair Opportunity competition via NETCENTS II. The CLS RFP was released on 15 August 2016 with anticipated award in 2nd Quarter 201 7.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The proposal for the CLS extension will be consistent with FAR Part 15.4. The Government will conduct a thorough technical evaluation and price/cost analysis to establish the Government's position and stated objective as to fair and reasonable costs. Sole source solicitations exceeding $750,000 will require certified cost and price data. Field Pricing Support will be used as needed. Past cost history/actuals from the incumbent contractor will be used in determining a fair and reasonable price. Using this information, the contracting officer will have an adequate basis for determining a fair and reasonable price.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A Notice of Contract Award (NOCA) was posted for this extension on 21Dec2016. No additional market research has been conducted beyond that already described in Section VI above as the BCSS program office is currently competing the future CLS hardware requirements.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
NIA
X. List of sources, if any, that expressed interest in the acquisition.
None.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The previous J&A approved on 01 April 2016 covered CLS performance from 01 May 2016 to 31 January 2017.
Section XI of the previous J&A stated the program office intent to release a fair opportunity solicitation among NETCENT II vendors in 3rd Quarter FY 2016.
Updated: 15 Mar 16 FOR OFFICIAL USE ONLY Page 4 of 5
A fai r opportunity RFP was released on 15 Aug 2016 (4th Quarter 2016) to the NETCENTS II NetOps and Infrastructure IDIQ vendors and the source selection is on-going with anticipated award in 2nd Quarter 2017.
All actions to overcome barriers to competition annotated in the previous J&A have been taken and HBDK has not deviated from its path to provide maximum competition. The slip in the source selection award schedule is the only reason that this J&A is required and therefore should be at the same level of approval as the previous J&A as it is not above the approval threshold.
