MEMORANDUM FOR CONTRACTORS 18 November 2011

SUBJECT: FA8707-11-R-0010, Amended Mobile Consolidated Command Center (MCCC) Bidders’

Library and Amended Response Date for Proposal Submission

1. The Government had added additional documentation to the MCCC Bidders’ Library and is therefore amending the response date for the submission of proposals. The revised response date for proposal submission is no later than 3:00 PM, Mountain Standard Time (MST) on 4 January 2012; late submissions will not be considered. This revision does not alter any other MCCC Request for Proposal (RFP) documentation or any terms and/or conditions of the RFP.

2. Instructions for obtaining the amended MCCC Bidders’ Library are attached and must be followed by all offerors wishing to obtain a copy of the amended library. Contractors who had previously requested and received a copy of the original library will be contacted by the MCCC Security Manager to arrange for shipment of the amended library. The amended bidders’ library documents can be found on the CD under the subfolder entitled: “Amended Bidders’ Library Documentation”

3. The following documents have been added to the MCCC Bidders’ Library:

a. Systems Engineering Plan

b. MCCC Test and Evaluation Guide

c. Integrated Master Schedules for Sep 09, Sep 10 and Sep 11

d. Seven additional Programmed Depot Maintenance manuals corresponding with the list of shelters/trailers listed in paragraph 5.5.8 in the Overarching Statement of Objectives.

4. In response to the amended bidders’ library, the Government will permit questions ONLY on the documents that have been added to the Bidders’ Library. Questions regarding any other areas of the

MCCC RFP will not be entertained. Offerors shall submit any questions no later than 3:00 PM, Mountain

Standard Time (MST) on 30 November 2011 to the MCCC email mailbox at esc.hsik.mccc@afspc.af.mil.

Questions shall be submitted on the MCCC Comment Resolution Matrix (CRM) form previously posted under solicitation number FA88707-11-R-0010 to the Federal Business Opportunities (FBO) website

(https://www.fbo.gov/) or at the Hanscom AFB Electronic Request for Proposal Bulletin Board (HERBB)

(https://herbb.hanscom.af.mil/). All questions shall be submitted in Microsoft (MS) Office 2007 formats.

The Government will post answers to the questions received within 2 business days of receipt of questions. Please send any questions regarding this notice to esc.hsik.mccc@afspc.af.mil.

THE AMENDED

MOBILE CONSOLIDATED COMMAND CENTER (MCCC)

BIDDERS’ LIBRARY DOCUMENTS

1. All Bidders’ Library documents will be provided to requesters on a CD that is generated on a

Secret network computer. Requesters must have a Facility Clearance Level of Secret, with Secret safeguarding capability as well as approved Secret computer processing capability. The CD contains Government information which may not be retained by the Bidder once the proposal has been submitted. Bidders are required to return the classified CD to the MCCC Program Office for destruction upon request from the MCCC Program Office along with certification that any files downloaded or copied from the CD have also been destroyed. Return the CD to ESC/HSIIM, Bldg

2025, 1050 E. Stewart Avenue, Peterson AFB, CO 80914-2902. Either Federal Express or

Registered Mail shipments may be sent to this address. An AF Form 310 or similar classified hand receipt must be included inside the package.

2. All requesters requesting copies of the CD shall submit an e-mail message to the esc.hsik.mccc@afspc.af.mil mailbox. In the message include the CAGE Code for the facility, the classified mailing address for the facility to which classified mail shall be sent as well as the physical address of the facility if that address is different than the classified mailing address.

Provide the name and telephone number of the individual that will be receiving the classified package (Document Control/FSO) as well as the primary POC. Provide the facility clearance information along with the classification level of approved classified storage and classified processing capabilities. Each request and the information being provided will be validated with the

Defense Security Service in their Industrial Security Facilities Database (ISFD).

3. Requesters that do not have approved storage capability or classified computer processing capability shall submit a request via the above e-mail address requesting alternate accommodations be made to view the bidders’ library.

4. Each requestor shall submit a visit notification via JPAS to SMO Code EP1MFSPT6 for their primary POC that will be accessing the classified information on the CD.

5. Only one CD will be provided to each requestor. The requesting organization is NOT permitted to make any additional copies of the CD.
