About this file
This document is a Questions and Answers file providing clarifications on the TACO Cart federal contract opportunity. The government will supply a 20-ampere electrical outlet near the Ground Control Station/Fixed Facility; onboard power generation is not required. No uninterruptible power supply duration was specified, though the government anticipates 1500kVA+ capacity should suffice for graceful equipment shutdown during infrequent, short-duration power disruptions at Gray Butte, where on-site diesel generators provide backup. The AC/HVAC unit may be powered off during cart transport, with shutdown duration expected to be minimal compared to equipment temperature equalization time.
The contractor must provide execution support across mobility, data decryption and decoding, shade features, video monitoring, communication capabilities, and MQ-9 electromagnetic testing integration. Regarding antennas, the contractor shall install a multi-band, low-profile, omnidirectional button antenna capable of receiving L-Band, S-Band, and C-Band frequencies (disregarding previous steerable horn antenna requirements); the Haigh-Farr BN1-13110 is an example of a compliant product. The government will provide the KG-175F data decryption device via Government Furnished Equipment. The contractor must deliver a telemetry system block diagram aligned with IRIG-106 standards for the RF-to-recorder chain of custody. The contractor is required to purchase the IADS Software license; the government will not provide it.

TACO Cart Clarifications
1. Please describe the power requirements - is it expected that power generation be onboard?
• If not, how will power be supplied and how much power (so we can size a distribution panel appropriately)?
Is it an umbilical?
i. We will be plugging in the cart to a 20A outlet close to the GCS/Fixed Facility.
2. If power generation must be onboard, how long does the unit need to run between refueling or recharging batteries?
• N/A
3. If the cart loses power (to be moved across the flightline, etc.), is it okay for the HVAC to be off during transport or does a power system need to keep rack equipment and HVAC powered for the duration, and again, what is the expected/minimum time the system must be self-sustaining without power?
• If a power loss is observed, I would expect the AC/HVAC unit to switch off. The time it will take to shut down (in my opinion) should be much less than the time it takes for the cart/equipment to equalize to ambient outside temp.
4. We are assuming a UPS system will be required for the rack equipment regardless -please elaborate on the size and duration the UPS must support equipment.
• Regarding the UPS, it needs to provide for a graceful save/shutdown of the equipment, to be powered back up when shore power becomes available again. I would imagine 1500kVA+ should be able to support, but I would revisit the matter once the power budget of the cart has been established. Power disruptions at Gray Butte are infrequent and mostly short in duration as they have on-site diesel generators that provide backup power to the entire airfield. Likely the UPS will only need to provide power for a minute or so as the facility backup generators come online.
5. “The Contractor shall provide execution support across all threads of work, which include mobility, data decryption and decoding, shade features, video monitoring, streamlined communication capabilities, and demonstrating integration for MQ-9 electromagnetic testing.”
• 1.2.2 Data Decryption and Decoding
“The TACO Cart shall be able to receive and decode information taken from the test article (weapon, pod, etc.) and display the decoded data in a human-readable, engineering-unit format”
Question - Can you define in detail what is expected regarding data decryption? Will you be providing a KG-135?
i. I don’t have the data decryption details but YES we are providing the KG-175F via GFE.
6. “Contractor shall provide a steerable horn antenna and a multiband button antenna capable of receiving L, S, and C band frequencies; these antennas shall be patchable.”
• Question - How is the horn expected to be mounted?
Disregard “steerable horn antenna”. “The Contractor shall install and configure a multi-band, low-profile, omnidirectional button antenna capable of receiving, at a minimum, L-Band, S-Band, and C-Band frequencies."
• Question - Is there a preferred vendor
“An example of a compliant product is the Haigh-Farr BN1- 13110, or a technically equivalent product.”
• Question - What is the expectation for “steerable”
Disregard (N/A)
7. Question - Can you provide an expected telemetry system block diagram so we are on the same page?
• Not without driving design requirements. We’re expecting the OEM to deliver this. Chain of custody from RF to recorder should align with IRIG- 106 standards.
8. Section 1.0 Will the IADS Software license be provided by government or do we need to purchase it?
• We are asking the KTR to purchase IADS Software
