About this file
This document is a capability requirements matrix for a future target control system. It outlines 19 top-level capabilities required of the system, including compliance with various cybersecurity and data security standards, the ability to simultaneously track and control different types of aerial targets over large test ranges, autonomous mission capabilities, connectivity to various data links and networks, compatibility with test range environments, and architectural capacity for future upgrades. Vendors are asked to indicate for each requirement whether they have the ability to meet it and interest in potential teaming arrangements. The related federal contract opportunity is a pre-solicitation notice for the Future Target Control Systems with solicitation number FA8678-23-TCS-R0003 to be issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Eglin Air Force Base.

Future TCS System Top-Level Capabilities:
The Targets C2 System capabilities listed below are not all inclusive nor meant to be restrictive in nature. Rather they are meant to foster an exchange of information, ideas, technology and approaches (e.g., digital engineering, agile processes, modular open system architecture, and enterprise analytics) between Industry and the Government to support identification/evaluation of C2 system alternatives and analysis of system cost benefits. These top-level capabilities serve as the Government’s top priority Future Target Control System capability requirements.
| CAPABILITY REQUIREMENTS (CRs) | Does your company have the ability to meet this CR? | ||
| (Yes or No) | Are you interested in teaming |
to meet this CR?
(Yes or No)
| CNT | DESCRIPTION | ||
| 1 | Compliance to Department of Defense Instruction (DoDI) 8500.01, National Institute of Standards and Technology (NIST), Special Publications (SP) 800-53v5, DFARS Clauses: 252.204-7008, 252.204-7009, 252.204-7012, 252.204-7017, 252.204-7018, DoDM 5200.01 Vol 4, DoD Information Security Program: CUI to include applicable Cybersecurity compliance with NIST SP 800-53r5. | ||
| Provide Cybersecurity solutions and certified encryption solutions to meet required levels of system and datalink security as identified below: | N/A | N/A | |
| 1.a | Security Technical Implementation Guide (STIG) and Assured Compliance Assessment Solution (ACAS) compliance verification on a quarterly basis to include compliance documentation. | ||
| 1.b | For secure communication with legacy Air Force aerial target platforms (i.e., QF-16 and BQM-167A): Require Federal Information Processing Standard (FIPS) 140-3, Level 1 certification. | ||
| 1.c | For secure communication with future 5th/6th GEN aerial targets: Anticipate National Security Agency (NSA) Type 1 certification for classified data and/or FIPS 140-3, Level 1 certification for Targets C2 System data. | ||
| 2 | Capability to simultaneously track & control a “mix” of unmanned aerial target configurations, i.e., assigned full-scale aerial targets (FSATs) and sub-scale aerial targets (SSATs), when operated at assigned Major Range and Test Facility Base (MRTFB) installations (i.e., EGTTR, UTTR, WSMR). This capability shall include: | N/A | N/A |
| 2.a | Track/control a quantity of at least six (6) and up to ten (10) aerial targets, to include: | N/A | N/A |
| 1) | Legacy aerial targets (FSATs and/or SSATs). | ||
| NOTE: The Government will support respondent proposed solutions that leverage off the current Air Force Target C2 System. | |||
| 2) | Future 5th/6th GEN aerial targets. | ||
| 2.b | Simultaneously track/control aerial targets operated at up to two (2) assigned MRTFB installations from one (1) of those MRTFB installations. | ||
| 3 | Capability to track/control aerial targets over MRTFB test ranges with dimensions of hundreds of miles, including hundreds of miles of open water. | ||
| 4 | Capability to control aerial targets in close formation (e.g., as close as 100 ft spacing between the targets’ closest surfaces) within the MRTFB test range during the execution of target “missile shot” profiles. | ||
| 5 | Capability to select independent, simultaneous, and any combination of on-board target payload modes during mission execution in real time. | ||
| 6 | Capability to provide autonomous (i.e., automatic, NO man-in-the-loop, target control) mission capabilities (e.g., mission execution, programmed maneuvers, collision avoidance, terrain following, loss of datalink carrier, etc.). | ||
| 7 | Capability to connect to multiple datalinks, while ensuring scalable throughput and range. This capability shall not be fully reliant on fixed infrastructure or 3rd party relay platforms for implementation (e.g., implementing an interoperable or mobile Future TCS). | ||
| 8 | Capability to operate compatibly in electromagnetic spectrum environments (e.g., RF, SATCOM, etc.) implemented at assigned MRTFB test areas without causing, or suffering, electromagnetic interference that degrades source or victim performance. Spectrum environments implemented shall not be limited to commercial frequency bands and preference will be given to those environments owned by the Government. The current Air Force target control system operates within the 915MHz spectrum and shall be maintained for the life of remaining legacy aerial targets (~2032). | ||
| 9 | Capability to connect to and use range-specific data streams (e.g., cabled and/or RF networks, satellite networks, range target tracking radars, Air Traffic Control, etc.) to build an integrated air and surface picture of the range. | ||
