About this file
This is a Memorandum to Potential Offerors announcing a draft solicitation release and Industry Day for a federal prototype contract opportunity. The United States Air Force AFLCMC/EBZ is seeking to prototype a new supersonic ground-launched counter air Enterprise Test Vehicle (ETV) through a 10 U.S.C. 4022 Prototype Other Transaction (OT) agreement under the Armament Directorate Rapid Response Commercial Solutions Opening (CSO). The Government intends to develop an affordable, digital, open/modular, and highly producible missile system that leverages commercial or minimally modified sub-systems and components to support rapid integration and demonstration. The effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program if prototyping is successful and funding is available. The solicitation will request proposals from both prime missile vendors and missile launcher system vendors.
The formal solicitation is scheduled for release in early July 2026 with contract awards anticipated no later than the end of September 2026. An Industry Day is scheduled for May 27-28, 2026, at the Doolittle Institute in Niceville, Florida, featuring secret discussions in an open session on the morning of May 27 with open Q&A, followed by optional 30-minute one-on-one sessions. Vendors must submit registration requests by May 15, 2026, including company name, CAGE code, attendee information, and desired access level (SECRET). All questions and feedback on the draft solicitation package must be received no later than close of business June 2, 2026. Vendors may request the draft CUI solicitation package through the primary points of contact: Brent Barnhill (Contracting Officer) or R. Garet Simmons (Agreements/Contracting Officer), with Norma F. Taylor serving as the secondary point of contact for the GLCA CAMP Program Manager.

MEMORANDUM TO POTENTIAL OFFERORS
FROM: UNITED STATES AIR FORCE AFLCMC/EBZ
SUBJECT: Counter Air Missile Program (CAMP)-Ground Launched Counter Air (GLCA)
Enterprise Test Vehicle (ETV) Draft Solicitation Release and Industry Day
1. NEED: The Counter Air Missile Program (CAMP) Ground Launched Counter Air (GLCA)
Enterprise Test Vehicle (ETV) Acquisition team plans to enter a 10 U.S.C. 4022 Prototype
Other Transaction (OT) agreement on the Armament Directorate Rapid Response
Commercial Solutions Opening (CSO), Area of Interest, prototyping. The Government is requesting feedback from industry on the draft solicitation package and will hold an Industry
Day and One-on-One discussions with vendors on 27-28 May 2026. Intention is to release the formal solicitation in early July for contract awards NLT end of September 2026.
NOTE: This notice is not an official request for proposals. Proposals submitted in response to this notice will not be considered for award. If a formal request for proposal for this effort is pursued, it will be posted as a separate notice.
2. BACKGROUND: The Government seeks to prototype a new supersonic counter air ETV weapon class. Focus of the effort is development of an affordable, digital, open/modular, and highly producible ground launched counter air ETV to support rapid integration and demonstration of commercial or minimally modified sub-systems and components into a new missile prototype. In response to challenges posed by escalating system complexity and prolonged time-to-field cycles, the ETV effort aims to revolutionize defense development paradigms. The imperative to address these challenges swiftly is underscored by the need for agility, efficiency, and innovation to meet evolving warfighter needs. Given completion of successful prototyping and funding, the effort could lead to a follow-on Family of Affordable Mass Missiles (FAMM)-GLCA development and production program.
The Government seeks innovative solutions, strong industry partnerships, and to leverage industry expertise to manage the development and execution of solutions. The solicitation will request proposals from both prime missile vendors, as well as missile launcher system vendors.
