About this file
This document is a Commercial Solutions Opening (CSO) for the AFLCMC Armament Directorate Rapid Response (ADRR) program. The purpose is to rapidly develop and deliver innovative weapon system capabilities to the warfighter through the use of commercial items, prototypes, and other innovative solutions. The CSO is open for 12 months and will utilize a spiral approach, with multiple 30-day proposal submission periods. It is open to non-traditional government contractors and seeks to exploit commercial or minimally modified commercial items to provide rapid response capabilities across all weapon system lifecycle phases.
The CSO covers a wide range of relevant technical areas including research and development, testing, integration, production, operations, and sustainment. Key objectives include increasing speed and agility, supporting distributed manufacturing, and incorporating digital acquisition practices. The government will consider both Other Transaction Agreements (OTAs) and FAR Part 12 awards. Proposals will be evaluated on technical merit, with successful offerors invited to participate in a Step 2 request for proposal. Awarded OTAs will have tailored terms and conditions, with articles covering areas such as data rights, termination, and disposition of prototype assets.

• Considered and acquisition arrangement
• No statutes or regulations specifically cover it other than basic authority
What is an Other Transaction?
•Competition in Contracting Act (CICA) •Truth in Negotiations Act (Truthful Cost and Pricing) •Cost Accounting Standards •Contract Disputes Act •Procurement Protest Process •Cost plus a percentage of cost prohibition •Buy American Act (in part) •Bayh-Dole Act (patents) •FAR/DFARs/Agency specific acquisition regulations
•Termination for convenience or default •Changes clause •Mandatory flowdowns to subcontractors
What doesn’t Apply to Ots?
FY23 NDAA “prototype project” •Proof of concept, model or process, including a business process
•Reverse engineering to address obsolescence •A pilot or novel application of commercial technologies for defense purposes
•Agile development activity •Creation, design, development, or demonstration of technical or operational utility
•Combinations of the above •Can be virtual or physical
