EWAAC - Why and What?

11/4/2021

UNCLASSIFIED//CUI

Traditional FAR 15 based acquisition cumbersome and slow EWAAC is designed to leverage FAR 16.5 based flexibility and speed Decentralized and streamlined vehicle for applicable tasks

Emphasis on strategic Lines of Efforts (LOEs) PEO’s default contracting vehicle for all lifecycles of weapons PEO’s intent to bake-in agility into current and future programs Utilized by Eglin Armament Enterprise (AFRL, SOCOM, AFNWC, AFTC, others) if requirements support Armament missions

Strengths of EWAAC Stresses importance of Open, Agile, and Digital (O/A/D) enabling PEO portfolio transformation to Digital Acquisition standards High ceiling ($46B), enduring (10-year PoP), flexible (all funding) Broad scope and large contractor base Decentralized ordering offers program autonomy in execution Significantly shortens acquisition time for programs (-50%) Eglin Wide Agile Acquisition Contract (EWAAC)

Innovative contracting vehicle to support PEO priorities and Armament related activities Emphasizes competition and reduction of contracting lead times Supports Urgent Operational Needs and Quick Reaction Capabilities Funding flexible All colors of money Expiring funds EWAAC scope in intentionally broad Armament related activities should be within scope Full lifecycle of new or existing systems (i.e. production and sustainment may occur) New technology demonstrations, prototyping, and development Engineering and manufacturing, testing, hardware/software mods, sustainment Trade space and capability studies Data collection and/or analysis

A specific or traditional program with defined scope – think umbrella for many efforts A pick-and choose list of contractors For Advisory and Assistance (A&AS) usage (example: Engineer or administrative program support)

Fair Opportunity Proposal Request (FOPR) endeavors maximum solution trade space Emphasizes maximum choice from a large contractor pool on each Task Order/ Delivery Order Contractors are representative of Eglin’s Armament Enterprise and uniquely vetted to innovate in a digital environment PEO’s intent is to amplify funding by using maximum competition when applicable

FOE (aka Sole Source) is possible but as a last resort Requires additional documentation and reviews (authority) which leads to longer lead times Established contractor relationship (follow-on work) not a valid reason for FOE usage Competition:

FOPRs and Decentralized Ordering 11/4/2021

UNCLASSIFIED//CUI

Execution of DO/TOs imminent - Programs are preparing requirements for solicitation One purpose of the IDIQ is rapid acquisition – responsiveness to proposal requests and short timelines should be expected FOPRs open period could be from 10-30 days (notional) depending on the program req’t Streamlined ordering procedures allow for short timelines – FOPR release to contract award = 65-105 days Program autonomy FAR 16.5 gives programs leeway to structure solicitation in various ways Likely to be many FOPRs open simultaneously – different programs with differing structured requirements and timelines Pre-FOPR industry engagement will be program specific Decentralized ordering also means that programs can structure their evaluation as needed

Digital Trinity and Roadmap 11/4/2021

UNCLASSIFIED//CUI

USAF heavily invested in transitioning to digital acquisition and breaking vendor lock relationships EWAAC is an Eglin based initiative to encourage industry to shift to digital standards The Government understands that Eglin’s industrial base is broad in capability and varied in digital proficiency – therefore the Digital Trinity Roadmap is exercised

In addition to Digital Trinity, offerors must also demonstrate proficiency in Armament/Weapons capabilities or Enterprise Analytics Provide examples in proficiency in:

Digital Engineering and Management; and Agile Processes; and Open Systems Architecture Complete a plan:

Identify shortfalls in digital elements Describe capability maturity level(s) Describe firm’s plan to develop competence in ALL THREE elements Identify potential barriers to achieving proficiency and explain mitigation strategy Explain firm’s schedule/timeline Current Capabilities Digital Roadmap

Phase 2 On-Ramp Solicitation 11/4/2021

UNCLASSIFIED//CUI

Eglin’s Armament Enterprise appreciates the initial response to EWAAC, but we ARE NOT DONE – building an innovative, complex, and broad base of industry partners necessitates an immediate on-ramp of additional vendors Fair Opportunity Proposal Requests (FOPR) intent is to emphasize maximum competition, streamline acquisition processes, and reduce award timelines Currently EWAAC consists of 55 industry partners of various specialties, competencies, and size Targeted partners – Eglin intends to reach additional traditional and non-traditional weapons-centric companies who add unique capabilities and skillsets for delivering fast, agile, and lethal capabilities for the warfighter Needs: Fabrication and Manufacturing, High Performance Computing, Energetics, Modeling and Simulation, and others
