# Comments/Questions from Industry Responses from Government
Is there a limit to the number of segments/sections of a company that can respond to this IDIQ RFP? Or is there a limit of one response per overall company?
The Government is limiting the number of proposals per corporate entity to one; however offerors should identify all armament relevant CAGE codes and locations which could also compete for work under the IDIQ.
The numbering after L-3.2.1 is inconsistent. To avoid confusion can the Government review the numbering from L-3.2.1 to L-3.2.2?
The Government is aware and is correcting the numbering in an RFP amendment.
The numbering after M-3.2.1 is inconsistent. To avoid confusion can the Government review the numbering from M-3.2.1 to M-3.2.2?
The Government does not find any discrepancy in numbering in paragraphs M-3.2.1 to M-3.2.2.
Section M numbering appears to be correct.

The Government is aware and is correcting the numbering in an RFP amendment.
Can the Government confirm that they want both, the Small Business subcontracting goals must be expressed in terms of percent of contract value in addition to percent of subcontracted amount? FAR 52.219-9 (d) (1) states goals are expressed in terms of total dollars subcontracted and as a percentage of total planned subcontracting dollars. The responses in the Draft Q&A stated "The Government prefers a percentage of total subcontract dollars. Section L will be amended.” It does not appear that this language was updated.
The Government will correct the language in Section L for consistency. The correct language should be "total subcontracted value".
The goals identified in table L5.1 are a function of the DoD Contract Value, should they be identified as a function of subcontracted value? How will goals at the contract value be monitored by the government since goals entered in eSRS are typically monitored against the subcontracted value?

Will the government allow for contractors to use a DCMA approved Master Subcontracting Plan to meet the subcontracting plan requirement?
The Government will accept a DCMA approved Master Subcontracting Plan to meet this requirement if the submittal is up to date and accurate.
Regarding the Offeror's Point of Contact - is this information to be included in proposal submissions or as a separate communication to the CO and CS?
The Government provides space on the Proposal Response Guide for this information, however offerors can include the same information in their submittal email.
The requested glossary is to be included within page limits. However, this would take up a substantial portion of the Proposal Response Guide and offerors are not able to add tables into the Response Guide (which is standard format for a glossary). Would the Government consider allowing offerors to include a glossary in our own format, not subject to page limits?
The Government provides an extra page at the end of each section within the Proposal Response Guide to use at the offeror's discretion. The Government believes there is ample space for glossary terms to meet the requirements of this initial IDIQ award.
The provided RFP file, which includes the SF-33 and Section K that need to be completed, is a locked PDF and cannot be edited. Can the Government please provide an unlocked file that will allow offerors to add text?
An offeror can complete their compliance with Section K Representations and Certifications electronically IAW 52.204-7 or specifically for this action by filling out the Section K associated with this solicitation. However, due to software limitations the Government is unable to “unlock” the Section K PDF for this solicitation.”
The PDF software that our organization uses defaults to Helvetica in the form fields. Can the Government please confirm that this is the intended default font?
(Our concern is that different PDF software may default to different fonts.)
The Government will not alter the Proposal Response Guide at this time. Font style or size, and space limitations within the Proposal Reponses Guide are ample and equal for all offerors. Helvetica is the correct font.
The fields in the file are limited to a point where our full legal company name cannot be entered under Company Information. Can the Government consider releasing a revised PDF with fields that allow more space for text?
The Government will not alter the Proposal Response Guide at this time. Full company name can be spelled out in the "Other Information" field if too long for the intended field.
Proposal Response Guide If we do not use all the space provided to discuss shortfalls/roadmap under Subfactor A (as our company does not need to supplement our current capabilities) may we use these boxes to include additional information about our Digital Trinity Capabilities?
Offerors are encouraged to use all available space on the Proposal Response Guide at the offeror's discretion. The Government encourages offerors to self identify ANY shortfalls, weaknesses, immature processes, and risks in their Digital Trinity capabilities, and submit a plan and schedule at addressing those. The Government will evaluate offeror's submissions in the context of which section the data is submitted.
Please indicate the NAICS code for the solicitation at the IDIQ level, which is required per FAR 19.102 (b).
The Government has identified the correct NAICS code within the Request for Proposal.
As a part of the section L criteria, the following statement is made in Section L-1.3 (d) Each volume shall contain a glossary of all abbreviations and acronyms used, and be contained within the page limits set forth in Table L-1.3. Does this requirement apply to Volume II? I do not see a place in the PDF for abbreviations and acronyms. Does it need to be included within the page limitations within the PDF itself?

Attachment 4 EWAAC Proposal Response Guide does not contain a response block for Abbreviations & Acronyms?. Will the Government please add one?

What format should present our roadmap schedule?
The template does not allow graphics to be included in the text box.
Offerors are encouraged to use all available space on the Proposal Response Guide at the offeror's discretion. However, the Government does not wish to receive graphics, pictures, flowcharts, etc. in the proposal submission. The Proposal Response Guide fields are formatted for a uniform submission between offerors and will not allow images or graphics.
Attachment 3 Section M: M-3.1 Digital Trinity Capabilities: Offeror has met the requirements by demonstrating proficiency in ALL the Digital Trinity categories below; or submitting a roadmap for meeting them within two years from the award of the initial delivery order.
a. What is the government's definition of "proficient" for each of the categories?
b. What are the essential attributes of being proficient in each of the categories?
c. Are the bullets under each category now simply some suggested topics to address and we are no longer required to address any of them?
The Government provided examples of activities under each Digital Trinity element which offerors could use to expound upon, or provide their own examples demonstrating proficiency in those elements. Proficiency in these elements may be demonstrated by describing offeror's understanding and knowledge of Government's pursuit of digital acquisition, provide evidence of an offeror's collaboration within a Government digital ecosystem, and/or experience with digital models, tools, and architecture. The Government would like to see understanding, knowledge, and/or experience in processes, tools, techniques applicable to open. agile, and digital acquisition. The Government is seeking some degree of proficiency in all three Digital Trinity elements. The Government provided reference documents in paragraph 2 of the EWAAC SOO which may educate offerors further on the Digital Trinity elements.
Attachment 3 Section M: M-3.1.1-A Development of program DE Ecosystem that integrates the authoritative technical data, analytical models and analysis, and associated digital artifacts which define the Authoritative Source of Truth (ASoT) to be utilized throughout the system's life cycle segregated into Digital System Models (DSMs)
a. What is meant by segregated into Digital System Models (DSMs)? What are the government's expectations?
The Government is referring to DSMs which include several digital models, which within context remain unique and segregated, but collectively support the overall system architecture and represent the Authoritative Source of Truth (ASoT). The Government provided reference documents in paragraph 2 of the EWAAC SOO which may educate offerors further on the Digital Trinity elements.
Concerning the subject RFP, the SF33 including section K are password protected. Can you provide an editable version so we can fill out the SF33 and section K for the proposal submittal?
