Q&A for SOPGM Containers RFP FA8656-20-R-0001 Due to this being a formal Request for Proposals (NOT as Sources Sought) all questions received will be posted bi-weekly or at an interval selected by the Contracting Officer to the Contracting Opportunities website for all parties to see. The format for this document is as follow;

Q: How do I access the associated build to print drawings and Technical Date Package?
A: Through Submission of a DD Form 2345 to the Contracting Office. Upon successful review we will distribute a copy via SAFE email application.
Q: Is qualification testing IAW 61280-020 required? If so, can you supply guidance on how to obtain the document?
A: I don’t know what that reference is. Qual testing is required IAW the Spec and DOT.
Q: Is this item based on the 18876-13056849 container? If so, will the Government supply the 18876-13056849 TDP or advize on how that TDP may be procured?
A: This container was originally based upon Stinger Missile containers. It has variances therefore you must view specification. You may obtain specification through successful submission of a DD Form 2345 to the contracting office.
Q: From the RFP: M-3.1 SUBFACTOR A: PRODUCT MEETS TECHNICAL AND PERFORMANCE REQUIREMENTS The Government will evaluate the offeror’s acceptability of meeting the specification, the build to print data, and 49 CFR - Transportation, requirements.
What is the title of this specification? Where can the “specification” be obtained?
A: From the Contracting Office.
Q: Where can the “build to print” data be obtained?
A: From the Contracting Office after successful submission of DD Form 2345.
Q: 49 CFR - Transportation is a very broad set of regulations. What specific requirements apply to this procurement?
A: You should be able to go through the document and determine which requirements apply to new production of an existing container based on the parameters of the solicitation. The parameters of the solicitation as captured in the solicitation documentation includes shipping and storage of the Griffin missile and Small Glide munition world wide via the full range of commercial and military transportation options, per requirements of the specification. There may be unique aspects of each offeror’s production facility and product that drives differences in the specific tests they have to do. The offeror is ultimately responsible and accountable for getting DOT certification.
Q: First Delivery is 90 Days after contract Award? — They have to get the container certified?
A: Yes, IAW with the solicitation.
Q: The Government will not pay for certification?
A: Correct, the company is responsible for certifying their container.
Q: Firm Fixed Price poses high Risk, the Government intends to utilize this?
FFP was the contract type selected and has been used in the past.
Q: Is the government looking for a secondary source?
A: The Government is looking for one (1) primary source.
