STATEMENT OF WORK (SOW)
Small Glide Munition (SGM) Production 9 Nov 15
1.0 INTRODUCTION AND SCOPE
The Government has a requirement to add the Small Glide Munition (SGM) to the United States Special Operations Command (USSOCOM) Standoff Precision Guided Munition (SOPGM) capability to meet operational requirements of the U.S. Special Operations Forces. This Statement of Work (SOW) establishes the work to be performed by the Contractor to produce SGMs and associated equipment and to support test, training, fielding, and employment. The specific product, quantities and part numbers will be defined within individual Delivery Orders (DOs).
2.0 SOPGM HARDWARE PRODUCTION
2.1 SGM Production
The Contractor shall fabricate, assemble, test, and deliver SGMs in Common Launch Tubes (CLTs) and shipping/storage containers.
2.2 Hazardous Material Management
All Contractor and subcontractor activities shall be in compliance with applicable federal, state, and local environmental laws and regulations. The contractor shall ensure that design, maintenance, operation, manufacturing, programmatic decisions, and trade-off studies strive to eliminate or reduce hazardous materials and waste. The Contractor shall request Government approval to use any of the substances identified in the EPA 17 List (http://www.epa.gov/opptintr/3350/33finb1.htm). The Contractor shall not use any Class I Ozone Depleting Chemical/Ozone Depleting Substance (ODC/ODS) (identified at http://www.epa.gov/ozone/ods.html) in the manufacture or support of items required by this SOW unless a waiver is obtained by the appropriate agency. The Contractor shall provide immediate notification of any proposed hazardous material mitigation/elimination efforts that may adversely impact schedules and/or cost, or performance.
2.3 Global Positioning System (GPS) Support
The Contractor shall provide support for GPS/SAASM certification as required by the Global Positioning Systems Wing (GPSW) of the U.S. Air Force.
2.4. GOVERNMENT FURNISHED PROPERTY (GFP)
The Government will provide Government Furnished Property (GFP) specified in the contract.
2.5 SHARED DATA
The Contractor shall share data generated in the execution of this contract with the Government upon request. The data will be in Contractor format. Electronic generation of the data is preferred and sharing via e-mail will be used to the maximum reasonable extent.
3.0 SGM SUPPORT
The Contractor shall provide engineering support to the Government as required in individual Task Orders.
3.1 Platform Support
The Contractor shall provide integration, test, and operations support for employing munitions from platforms designated by the Government. Support shall include platform-specific munition modifications, Tactics, Techniques, and Procedures (TTPs), Concept of Operations (CONOPS), mission data analysis, flight test support, failure reviews, and in-theater support.
3.2 Munition Fielding Support
The Contractor shall provide support for customer safety boards, explosive ordnance disposal, air worthiness, hazard classification, logistics, CONUS and OCONUS transportation, munition handling, and environmental requirements and associated documentation.
3.3 Training
The Contractor shall provide training and training aides in support of fielding, deploying, and employing munitions.
3.4 Failure Investigation
The Contractor shall perform failure/anomaly investigations, and identify corrective actions. The contractor shall provide an initial response identifying potential safety or operational implications based on the information available within 48 hours of being notified of a failure/ anomaly. The contractor shall initiate a failure review board where appropriate and will provide updates as directed by the Government throughout the investigation process.
3.5 Hardware/Software in the Loop Simulations Integration Labs and Mission Software The Contractor shall operate and maintain Small Glide Munition simulations and associated Hardware/ Software Integration Labs. The Contractor shall maintain and update operational software, Battle Management System (BMS) Dynamic Link Libraries, and Test Equipment software.
3.6 Technical Data
The Contractor shall generate, maintain, and update drawings, documents, specifications, interface control and description documents (ICDs and IDDs), transportation and handling, operations and Explosive Ordnance technical order data and other technical information needed to safe and effective munition employment. This technical data shall be maintained in contractor format IAW DI-MISC-80508. The Contractor shall provide the customer online access to the SGM document repository where appropriate to maintain efficient data access.
3.7 Logistics
The Contractor shall track deliveries from the Contractor to the Government and manage inventories at the Contractor’s plant.
3.8 Repairs
The Contractor shall conduct repair and upgrade of assets returned from the Government to the Contractor. The contractor shall provide the Government an estimate of repair costs and receive approval prior to executing repairs or upgrades on any returned asset.
3.9 Shared Data
The Contractor shall share data generated in executing this contract with the Government upon request. The data will be in Contractor format. Electronic generation of the data is preferred and sharing via e-mail will be used to maximum reasonable extent.
Services Summary (SS)
The following table provides the performance threshold for support. Contractor success in performance of these tasks shall be reviewed quarterly.
The Government Contracting Officer, Contracting Officer Representative (COR), or program manager will coordinate and document agreements with the contractor for timelines and product or level of effort details for actions within the scope of the SOW that are situational dependent or driven by events outside the control of the contractor. The Program Manager (PM) for SGM has identified the following critical services to be performed for SGM support based on the Statement of Work tasks included in the Base Contract.
