I. This amendment provides answers to the following questions received regarding the RFI:
Question 1: “I am aware that AFRL/RQH conducted a technology planning activity that could be directly relevant, which resulted in the development of a Goal-Objective-Technical Challenge-Approach (GOTChA) product.
a. The work was performed in support of the Division’s “Agile Hypersonic” planning effort.
b. By my recollection, the sensitive-but-unclassified portions of the product would be valuable to guide
RFI responses.
c. I request release of that product to [reference removed], as well as any other qualified members of the industry who request it.”
Answer: AFRL had conducted a technology planning activity, resulting in a GOTCHa product. A summary of results is available to industry with an appropriate Defense Document (DD) form 2345 in place with the
Government that request the information. It should be noted that this information was from prior year efforts and is out-dated and is not intended, nor should it be interpreted, that this should be used for industry investments. Future development planning should align with the OSD Hypersonics S&T Roadmaps and future released Mayhem System information.
Question 2: “If potential responses will be submitted via DOD SAFE, AFRL will need to invite companies to upload information via a request code.
a. The maximum window for file retention in SAFE is seven days. Does AFRL expect to be able to issue request codes on 21-23 September 2020?
b. Alternatively, does AFRL consider 256-bit password-encrypted files from Adobe Acrobat and
Microsoft Office to be sufficiently secure for transmission and retention?”

Answer: Any information delivered and protected via Federal Information Processing Standard (FIPS)
140-2 (to include AES-256 bit encryption) is sufficient.
The proposal due date is unchanged and remains NLT 2:00 PM local time 25 September 2020.
