Broad Agency Announcement (BAA) FA8650-20-S-5005 Amendment 02
Rapid Research and Development for Researcher and Warfighter Needs
BAA FA8650-20-S-5005 is being amended to answer the following questions that were proposed as follows:
QUESTION 1. Will this opportunity be competed for each call, or must a potential bidder compete for the overarching IDIQ in order to get ANY future work on this requirement and any pursuant task orders?
ANSWER 1. No opportunity will be competed for future calls. We will award the Contract to a contractor that will manage the overarching IDIQ and perform the research for the task that is mentioned in the Request for Proposal (this can be a subcontractor to the contractor that is selected for the overall IDIQ). All future tasks that is submitted against this contract will be managed by the select contractor.
QUESTION 2. Given the current impact of COVID-19, and the inconsistent guidelines across states regarding who is working vs working from home, and the relative uncertainty regarding what resources are available to those bidders, would the government consider extending the deadline for submission until 01 MAY 2020?
ANSWER 2. The deadline for submission has been extended to 8 May 2020
QUESTION 3. Given that this opportunity is being released as a BAA, but awarded as a
Single IDIQ type vehicle with multiple task orders, does the government have any estimates as to how many task orders may be released per program year?
ANSWER 3. The Government does not have any estimates on how many task orders may be released
QUESTION 4. Is this effort considered to be, on any level or in any perspective, a follow-on to a pre-existing contract?
ANSWER 4. No, it is a new stand-alone effort
QUESTION 5. If yes to the previous, what was the contract number and who was the incumbent?
ANSWER 5. N/A
