Bioeffects Research of Directed Energy Effects (BRDEE)

FA8650-19-S-6055

BAA Questions and Answers 03 May 2019

1. The Model DO incorporates FAR 52.222-41, Service Contract Labor Standards however no wage determination is provided. Please clarify, is the Service Contract Labor Standard required in support of this effort? If so, will the Government provide an associated Wage Determination in support?

Answer: FAR 52.222-41 is not required in support of this effort. The clause FAR 52.222-41 was incorrectly included in the model contract, consider it to be removed from the model contract for proposal purposes. It will be physically removed from any award(s).

2. The SOO states “the contractor shall operate and maintain numerous RF/HPM systems and support equipment that cover … DC thru THz”. The DE community has, for the most part, identified HPM and active denial as the two primary frequency bands for DE weapons. Does the Government have any guidance on what studies are desired for “off band” frequencies that have not already been studied in the past?

Answer: We study the full RF Spectrum, full spectrum of bioeffects.

3. Would the Government like to receive documentation of certifications and training associated with animal and human studies? If so, would the Government allow appendices to be outside of the page count?

Answer: No value added for submitting certifications and will not be considered. The government has specific training requirements that must be complete prior to working with associated studies.

4. Will the Government allow monthly invoicing in support of this contract?

Answer: In accordance with FAR 52.216-7(a)(1) The Government will make payments to the Contractor when requested as work progresses, but (except for small business concerns) not more often than once every 2 weeks, in amounts determined to be allowable by the Contracting Officer in accordance with Federal Acquisition Regulation (FAR) Subpart 31.2 in effect on the date of this contract and the terms of this contract. The Contractor may submit to an authorized representative of the Contracting Officer, in such form and reasonable detail as the representative may require, an invoice or voucher supported by a statement of the claimed allowable cost for performing this contract.

5. When making physical RF measurements, does the Government have a desired accuracy threshold? For example, when making RF measurements on biofidelic materials, measurement accuracies may be greater than +/- 3dB (depending on frequency) due to difficulty of sensor calibration. Will the Government tolerate a less accuracy if there is an associated cost savings?

Answer: Best accuracy within budget constraints. We don't always rely on commercial products to achieve the level of accuracy required.

6. Please clarify, what constitutes final acceptance of this opportunity?

Answer: Final acceptance of the final work product will be accomplished in accordance with CDRL A001, Block 16 "Block 12: 30 days from Block 11. Approval/Disapproval by letter from the Air Force Program Manager within 30 days after receipt."

Answer: Mission is all frequencies, all powers.

8. Do the formatting requirements for the cost volume follow the same requirements as the Technical Proposal (i.e. double-spaced, double-sided, etc.)?

Answer: Yes, same as technical

9. Under Section vi Research Communications of the SOO, does the Government intend to use Contractor resources for scientific technical editing?
