About this file
This Notice of Contract Action (NOCA) announces a forthcoming Broad Agency Announcement (BAA) soliciting proposals for the Algorithm-Derived Decision Support (ADDS) program. The Air Force Research Laboratory intends to award up to six cost-plus-fixed-fee contracts totaling $40 million to conduct research developing and demonstrating machine-generated intelligence analysis capabilities. The objective is to produce finished intelligence reports and evaluate analytical products for the Intelligence Community and Department of Defense in response to crisis scenarios, with the goal of ultimately generating algorithm-produced President's Daily Briefs. Interested offerors should monitor FedBizOpps in April 2019 for the open one-step BAA soliciting proposals for two technical areas: 1) developing software to generate intelligence reports compliant with Intelligence Community Directive 203 standards, and 2) evaluating short written products and talking points using software comparing submissions to ICD 203 compliance. The NOCA provides points of contact for program and contracting information. No submissions should be sent at this time.

BACKGROUND:
This is a NOCA informing potential offerors of the “Algorithm-Derived Decision Support” acquisition. An open, one step, BAA will be posted on FedBizOpps in April 2019. Air Force Research Laboratory, Airman Systems Directorate (AFRL/RH) has requirements to conduct research to develop and demonstrate sensemaking approaches to established Intelligence Community (IC) crisis scenarios to establish the potential for machine-generated analytic products capable of providing timely and relevant assistance to decision makers.
OBJECTIVE:
The objective is to conduct research to develop and demonstrate sensemaking technology-based finished intelligence production capability for use by the Intelligence Community (IC) and the Department of Defense (DoD). This capability will allow the IC and DoD to use algorithm-generated analytical products to accelerate and improve decision making by reducing the time to deliver intelligence at machine-speed and –scale, and advance research that will ultimately lead to the first algorithm-generated President’s Daily Briefs (PDBs). The desired capabilities are described by two separate Technical Areas (TAs):
a. TA1 (Analytical Production): Develop a software-based solution for generating Intelligence Community Directive (ICD) 203-compliant written products in response to provided taskings.
b. TA2 (Evaluation): Develop a software-based solution for evaluating short written products and talking points. This software solution will be used to evaluate ADDS performers’ analytical products based in compliance with ICD 203 standards.
