The following program is an anticipated requirement for AFRL/RX. A BAA for the listed program may be released in December 2018.

The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur at the discretion of the Government.

PROGRAM DESCRIPTION: The purpose of this notice is to provide information about a Broad Agency Announcement (BAA) for Proactive Research Enabling Supportable Systems (PRESS).

This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.

TECHNICAL DESCRIPTION: This effort develops and demonstrates materials and processes for improved maintainability and manufacturing. Materials, test methods, inspection tools and techniques, and manufacturing/maintenance processes will be developed, demonstrated, and transitioned.

THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program may be released in December 2018. The BAA will be made available at www.FedBizOps.gov.

BUDGET: A potential Indefinite Delivery, Indefinite Quantity contract is anticipated with an estimated ceiling amount of $46,794,000. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.

SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract.

These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor(s) will ensure that all subcontractors, if required, conform to these requirements as required by the prime contractor.

Guidance can be provided by AFRL/RX Security as needed.

General Operations Security (OPSEC) procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the life cycle of the contract. The Critical Information List (CIL) will be provided upon request by RXR Information Protection Office.

A Program Protection Plan (PPP) applies to this program.

Only US Citizens may work on this program.

Anticipated Contract Type: A Cost-Plus-Fixed-Fee (CPFF) contract is anticipated.

Anticipated Funding: $46,794,000
