Statement of Objectives (BASIC)

Nondestructive Evaluation (NDE) Exploratory Development and Inspection Support for Air Force Systems

BASIC Contract

29 October 2018

1. Program Goal

The goal of this contract effort is to provide and maintain a strong Nondestructive Exploratory Development and Inspection Support capability for the United States Air Force.

This includes rapid reaction support for critical Air Force NDE requirements and characterization of materials.

2. Program Objectives

2.1. Provide quick reaction support for failure analyses and Materials and Process (M&P) issues relating to nondestructive inspection (NDI). Efforts shall address nondestructive inspection and characterization issues and requirements, which affect existing weapon system operations and maintenance (O&M) capabilities as identified by Air Logistics Centers (ALCs) or System Development and Demonstration (SDD) and/or production issues as identified by Air Force System Program Offices (SPOs). Systems include, but are not limited to, aircraft, remotely piloted vehicles (RPV), space and space related systems, launch vehicles, missile systems, and static/mobile support equipment.

Systems may also include non-USAF assets.

2.2. Perform nondestructive testing and characterization of composite, metallic and hybrid materials and/ or components associated with structural, electronic, and propulsion systems and subsystems. These materials and/ or components can be from systems in-service, under test, and/or development.

2.3. Perform rapid response analysis and provide technical data to support technical investigations, development of engineering data and procedures, and creation of specialized technical publications related to work being accomplished under this contract.

2.4. Conduct testing and provide assessments of penetrant inspection materials and processes.

2.5. Explore, assess, develop, and transition NDE techniques, technologies, and procedures to address Air Force and DOD near term Nondestructive Inspection (NDI) requirements.

2.6. Keep abreast of changing system requirements and their impact on NDI M&P and supportability issues.

2.7. Keep abreast of current NDI state-of-the-art equipment and techniques as well as emerging NDI technologies for potential application to Air Force NDI requirements.

2.8. Comply with the organization’s Operations Security (OPSEC) program and follow appropriate OPSEC measures during the performance of this contract.

4. Specific Program Objectives

4.1. Quick Reaction Response to Critical Air Force NDE Requirements. Provide rapid response support to urgent nondestructive inspection and characterization challenges for Air Force weapon systems. Develop, evaluate, assemble, and apply necessary technologies (equipment, standards, and procedures) to conduct capability assessments, compile the results and training documentation, and participate in transition activities.

4.2. NDE Development for Operations, Maintenance, and Sustainment. Provide for the exploration, evaluation, development, and transition of NDI techniques and technologies to solutions of high priority Air Force NDI Operation and Maintenance (O&M) and Sustainment requirements as identified by the Air Force Air Logistics Centers, System Program Offices and Air Force maintenance functions. Develop, evaluate, and assemble the necessary technologies (equipment, standards, and procedures) to conduct capability assessments, compile the results and training documentation, and participate in transition activities.

4.3. NDE Development for System Acquisition and Production. Provide for the exploration, evaluation, development, and transition of NDI techniques and technologies for solution of high priority Air Force System Program Office (SPO) NDI requirements related to system engineering manufacturing development (EMD) and/or system production.

Develop, evaluate, and assemble the necessary technologies (equipment, standards, and procedures) to conduct capability assessments, compile the results and training documentation, and participate in transition activities.

4.4. Nondestructive Characterization of Emerging Materials and Structures. Provide for the nondestructive characterization of materials and/or components in support of in-service Air Force systems and/or AFRL developmental programs. Develop and apply all necessary techniques, procedures, and technologies to accomplish characterization and document the results.

4.5. Advanced NDE Technology Review. Investigate, evaluate, and document emerging or prototype NDE equipment and technologies for potential application to projected Air Force inspection requirements. This effort shall plan, evaluate, and document the results.

4.6. NDE Off-the-Shelf Equipment Technical Reviews. Investigate, evaluate, and document commercially available, off-the-shelf (COTS) NDE technologies and equipment for application to current or emerging Air Force inspection requirements. This program shall plan and conduct the analysis, provide cost estimates for equipment purchase, and document the results, recommendations, and data.

4.7. Penetrant Materials Performance Characterization. Conduct testing, assessments, and evaluations of penetrant material performance in accordance with AMS 2644. Testing will investigate for product deficiencies, and assessment of factors influencing penetrant inspection effectiveness. This program will plan and conduct the analysis, document the findings and deliver the results.

4.8. Maintenance of Base Support Equipment. Ensure all base support equipment is in satisfactory operating condition. In the event that major equipment repair is required, the contractor shall estimate the cost, through research or a manufacturer quotation, and provide a plan for repairs.

5. Management Requirements

Exercise administrative management functions during the course of the effort such as scheduling activities and milestones, describing status, outlining activities and progress toward accomplishment of objectives, program planning, describing the overall conduct and results of the effort.

Exercise financial management functions during the course of the effort such as planning, forecasting, and making recommendations on funding and funding changes.

6. Special Considerations

Work to be performed will be tasked periodically and sometimes on a sporadic and short notice basis during this contract effort. Task orders will be defined and issued as the need arises as set forth in section 4 of this SOO. The Air Force Contracting Officer will issue task orders and no effort shall be conducted until such orders have been issued. Associated data requirements will be identified under each task order.

7. EMS Training Requirements

7.1. Complete any necessary training requirements as required by the AF an any of its installations

7.2. Complete initial Environmental Management System (EMS) Awareness-level training mandatory for all personnel working on base at Wright-Patterson AFB as provided by 88 ABW/CEVY. The training requires less than thirty minutes.

7.2.1. EMS Awareness-level training shall be accomplished within 30 days of contract

(or modification) award. New contract employees shall be trained within 30 days of starting work on the installation.

7.2.2. The EMS Awareness-level training is available via the following website:

7.3. Upon completion of the training, provide the AF program manager (PM) a list of employee names and completion date(s) for the training. The list shall be updated as required.

8. Reporting Requirements

Refer to EXHIBIT A.

9. Security Requirements

Operations Security (OPSEC) Requirements: All contractors shall follow appropriate OPSEC measures required for this particular contract. This is required in an effort to reduce program vulnerability from successful adversary collection of possible sensitive unclassified and/or proprietary information, and violations of export control requirements. The prime contractor will ensure that all subcontractors, if applicable, conform to these requirements as required by the prime contractor. Guidance can be provided by AFRL/RX Security as needed.

Program Protection Plan (PPP) – Any potential critical program information (CPI) generated, as part of this effort will be reviewed to determine the need for a PPP.

10. Contract Holidays

The prices/costs in Section B of the contract include holiday observances; accordingly, the Government will not be billed for such holidays, except when services are required by the Government, and are actually performed on a holiday.

The following days are contract holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day.
