Proposal Due Date and Time has been AMENDED:

From: Friday, 03 MAY 2019, at 3:00p.m. local time.

To: Friday, 17 MAY 2019, at 3:00p.m. local time.

NOTE: Proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered “late”. Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations.

Be advised, if the U.S. Postal Service is used, this building only receives U.S. Postal Mail twice a week and delivery by that means may not meet the proposal due date and time established herein. Early proposal submission is encouraged.

Questions from the posting of the BAA package:

1. Will the A-GMLRD technical data package (TDP) be available, and how is that obtained?

A: The technical data package (TDP) will not be available until contract award, and only to the awardee(s).

2. What performance specifications should the 1.5 um wavelength detectors achieve?

A: Information of MIT LL Geiger mode LADAR arrays is given in the following documents:

3. Will Lawful Permanent Residents be restricted from participating in this project?

Will restrictions of Foreign Participation and ITAR restrict use of components within this project?

A: A Lawful Permanent Resident is not considered a foreign participant. To address questions of foreign participation, the answer is “no”, however, you need to ensure compliance with the clauses in the model contract that deal with the purchase of materials. (For example, FAR 52.225-13 – Restrictions on Certain

Foreign Purchases). Also, please see BAA Attachment 8, Paragraph 10 for information.

4. Within the A-GMLRD SOO Appendix, reference to GFE items is presented as: “GFE includes 1 set of APD array and readout integrated circuit (ROIC) items.” What GFE items will be available to proposers?

A: It is expected that each group proposing to the A-GMLRD project may require different hardware items. These groups should contact MIT Lincoln Laboratory to ensure availability of those items, and propose accordingly. Question #9 from Industry Day Questions posted on FedBizOpps on 29 January 2019 has the MIT LL contact information.
