Contractor Questions to the RFP Answers 1.) In the Cover Letter 4. "This Highest Technically Rated Offeror Source Selection will result in multiple awards competitively to 8(a) companies or SBA approved Joint Ventures." If the prime is an 8(a) firm will the Government allow non-8(a) firms as partners/subs?

The JVA rules apply as far as "partners" are concerned and the 8(a) can sub with whomever they want as long as the prime is doing at least 51% of the work.

2.) In the Self-Evaluation form, "Completing all travel arrangements for employees utilizing the JTR" if a firm performs travel on a contract and uses the Defense Travel Management Office website, will that be acceptable?

Yes.

3.) "Developing and performing business management strategy for educational service requirements" will training be acceptable as education?

Yes, "training" will be considered acceptable and will meet the "education" requirement.

4.) In Column I, the offeror shall list all substantiation documentation submitted. The Offeror shall use commas to separate the listing of multiple supporting documentation. Will the Government consider expanding Column I to allow ample room for multiple document names that will be viewable when printed

Yes, Column I in the Self Scoring Work Sheet has been adjusted to allow for column I (horitzontal) expansion.

5.) Recruiting and placing Qualified personnel (Max 1650 Points) The sum of the point values for section 4. is 1390. Can the Government please clarify if 1650 is the max or if 1390 is actually the Max score?

Since the maximum point value allowed is higher than 1390, can offerors earn additional points by placing multiple resources towards a single labor category? If so can the Government edit the spreadsheet so it is possible to claim more than 1 reference?

The SSW will be corrected to reflect the Max Point value of 1390

6.) 5. Management (Max 1650 Points) In the Self Scoring Technical Capability Worksheet, in the Section 5 title, it reads, "Management (Max 1650)." The sum of the point values for section 5 is 1525. Is the Max of 1650 Points correct for this section?

The SSW will be corrected to reflect the Max Point value of 1450

7.) Since this is an IDIQ and no labor categories are identified and there are no instructions for pricing, is Section B required to be completed and submitted with the Offeror's Proposal?

Pricing will be evaluated at the task order level.

9.) Past Performance. Can the Government clarify what it means that past performance will remain "neutral" during the first 12 months of the contract?

Meaning that contractor's Past Performance on Task Order(s) will not negatively affect their ability to win subsequent Task Orders in the first 12 months of the contract.

10.) Organizational Conflict of Interest for Task Order. Is the offeror required to complete, sign, and return the OCI certification identified on this page as part of the offeror's response?

Only if there is a possible OCI

11.) Representations, Certifications. If the offeror is a JV, are both members of the JV required to complete the Reps & Certs as well as the JV itself?

Yes

12.) Supporting Documentation. It states that MAC IDIQs cannot be used as evidence. Can individual task orders under a MAC IDIQ be used?

Yes.

13.) Government Facility Clearance. If both members of the JV have a facility clearance or above, is the JV required to have its own facility clearance or will the member's facility clearances be acceptable?

Both members of the JV are required to have their facility clearance

14.) Completed all travel requirements IAW JTR. Will completed travel/trip reports and/or approved travel expense reports be sufficient evidence for demonstrating experience for this requirement?

Yes.

15.) Table 1 - Proposal Organization. Table 1 does not specify format or naming convention for files, can the Government please advise file type and file naming conventions?

Section L Page 3 Para. 1.3. Do not need naming convention. Para. 1.3 (b) will be revised in amendment 1 to the RFP.

16.) Multiple Locations. Do the multiple locations have to be specific to one contract with multiple locations? Or can the offeror provide multiple contracts to meet this requirement?

If multiple contracts illustrate the different locations, that will be acceptable.

18.) Representations and Certifications. (3) and (8) require Representations and Certifications - was it the Government's intent for offeror to provide in both sections?

SAM and Section K are both required. These will be combined into one section in Amendment 1 of the RFP.

19.) Are Representations and Certifications required for offeror and each proposed subcontractor?

The Representations and Certifications are only required for the Prime contractor not the subcontractor. In a Joint Venture, the Representations and Certifications are required for all members of the Joint Venture.

20.) Section B036 states "(a) The Contractor shall furnish hourly rates in their proposal for the Basic Contract for all necessary and qualified personnel in support of CLIN 005, 006, & 007 for the base year and all ordering period outyears." On page 90, in Section M, paragraph 2.1.1 states "2.1.1 notwithstanding the above, in accordance with 10 U.S.C.

§ 2305(a)(3)(C), as amended by Section 825 of the National Defense Authorization Act (NDAA) for Fiscal Year 2017, the Government will not evaluate cost or price for the IDIQ contract." Does Section M supersede Section B036? If not, in what format, what labor categories should be used, and where in the proposal should we address Section B036?

Section B clause B036 has been updated and will apply only to the Task Orders issued. Section M applies to the proposal

21.) For the delivery of the hard copy of our proposal, since we are a Dayton local company, we intend to hand deliver our proposal. What is Ms. Jessica Briggs phone number, so we can call ahead to coordinate a delivery time?

Please refer to Section L Page 2 Para 1.1 for specific address in which to deliver hard copy proposal(s), Address to Ms. Jessica Briggs in accordance with Section L instructions and deliver to specified address no later than 1400 EST, 15 November 2019.

22.) Section L.1.1.(b) states"One copy of the proposal shall be submitted electronically to jessica.briggs@us.af.mil no later than 01 November 2019 10:00 a.m. Eastern Standard Time (EST). The content, format and page size of electronic copies must be identical to the hard copies. The electronic copy of the proposal shall be submitted in a format readable by Microsoft (MS) Office suite of programs dated no higher than 2016." First, the required supporting documentation (i.e. CO signed contract award document) will mostly be in PDF format. Is PDF format for supporting documentation acceptable?

Second, there will be a considerable number of documents required to support self-scoring. Will the contracting office issue a file naming convention? Third, is there a file size limit that can be received by the government email system? Lastly, in view of an expected government limitation on email size, will it be acceptable to submit the electronic proposal submission in a series of emails?

Yes, PDF is acceptable. No file naming conventions. The RFP will be updated to remove the email submittal and will be changed to DVD - R submittal.

23.) As it relates to support for a particular Contract as evidence, will the Form 1449 page 1 suffice, or are there other pages, i.e. CLIN structure, or Deliverable Tables that need to be considered together as the “Contract Award Document”?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

24.) Section L.3.2.5m states" The Offeror shall submit a legally compliant Human Resource Policy Handbook signed by the Offeror’s Human Resource Manager; or the Offeror shall submit a link to the website with a screenshot of the website." How are we supposed to show that our handbook is “legally compliant”? What is the governing documentation for "legally compliant"?

Please see Section L paragraph 3.2.5m: "Legally Compliant" has been removed from Section L - “The Offeror shall submit a Human Resource Policy Handbook signed by the Offeror’s Human Resource Manager; or the Offeror shall submit a link to the website with a screenshot of the website.”

25.) If the five Technical Section (Max Points) (rows 8, 10, 12, 20 &

44) are added up, total maximum points is 3500. However, if every row is claimed, the point total is only 3040. How do we get the missing 460 points?

The Self Scoring Sheet will be corrected to accurately reflect the Max total of 3040

26.) Can the government please clarify what should be submitted for an unpopulated JV? Should the documentation be in the name of the JV or is documentation from all individual JV members sufficient?

The documentation shall be in the name of the JV

27.) Can the government confirm that, for a new JV, it is acceptable for all JV members to have an FCL if the JV itself does not hold one?

Both parties of the JV partnership must have their FCL clearance.

28.) “The Offeror shall substantiate its experience recruiting and placing personnel at more than one geographical location.

“Geographical location” is defined as different states, different countries, or cities of the same state which are more than 3 hours driving distance apart.”

Can the government confirm that awarded contract documentation, such as a Performance Work Statement that lists the claimed places of performance, suffice as documentation?

Please see Section L paragraph 3.1.3: “Supporting documentation can include any of the following: contract award document, Statement of Work, Performance Work Statement, invoice, CDRLs, or redacted payroll rosters or CPARS. A Multiple Award (MA) IDIQ contract or MA IDIQ PWS is not an acceptable form of substantiation. A sole award IDIQ PWS is an acceptable form of substantiation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score

29.) Can the government clarify if a performance work statement that specifically requires an assigned cybersecurity certification will be sufficient as supporting documentation, or if a resume or other documentation is needed?

The Offeror shall provide verifiable supporting documentation for each item claimed on the Self-Scoring Worksheet. Supporting documentation must demonstrate the specific experience being provided and claimed on the Self-Scoring Worksheet. Supporting documentation can be applied to more than one row on the Self-Scoring Worksheet. Supporting documentation can include any of the following: contract award document, Statement of Work, Performance Work Statement, invoice, CDRLs, or redacted payroll rosters or

CPARS.

30.) Can the government clarify what documentation would suffice, for example would a dated contract award and human resource or payroll records showing the start date for personnel assigned to the contract be sufficient?

Section L Page 7 para 3.1.3

31.) Can the government clarify the distinction between items 4.4b Filled vacancies with qualified employees within 10 business days for the Federal Government and 4.4c Filled positions with qualified personnel within two weeks of contract award for the Federal Government?

One is filling at the beginning of the contract/task order period of performance (4c); the other is filling a vacancy when an employee leaves during the Period of Performance (4b).

32.) “The Offeror shall substantiate its experience managing ten (10) or more employees during the same period of performance for the Federal government.”

Can the government please clarify if the ten (10) or more employees should be on the same contract or across multiple contracts?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

33.) “The Offeror shall substantiate its experience managing ten (10) or more employees during the same period of performance for the Federal government.”

Is the intent to show that these ten (10) or more employees have the same direct manager?

The intent is to show that ten (10) or more employees were managed by the same offeror during the same period of performance.

34.) “Completing all travel arrangements for employees utilizing the JTR” will an awarded contract requiring compliance with JTR and invoices to the government that include travel for the same project suffice? If not, how does the government intend to verify that the contractor’s travel was compliant?

An awarded contract requiring compliance with JTR can be utilized as substantiation

35.) Can the government clarify what types of documentation would demonstrate that the offeror did not need government assistance to managed employee certifications, training, licensure, credential, background checks? Would resumes or HR records for current employees suffice?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

36.) “The Offeror shall demonstrate how it maintains a current, legally compliant company Human Resource Policy Handbook or website for their employees to follow.”

Can the government clarify if a copy of the official HR Policy Handbook is sufficient documentation or is the government requesting documentation of the policies and process in place to maintain the handbook?

37.) What documentation is required to demonstrate that the current HR Policy Handbook is legally compliant?

38.) SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

Table 1 - Proposal Organization The RFP includes a Section B- Supplies or Services and Prices/Costs but in Table 1 – Proposal Organization of Section 1.3 Organization/Number of Copiers/Page Limits, there is no requirement for a Pricing Volume to be submitted with the proposal. However, Section B036 (a) (page 8) states “Contractor shall furnish hourly rates in their proposal for the Basic Contract for all necessary and qualified personal in support of CLIN 0005,0006,0007 for the base year and all ordering period out years.”

and Section M Attachment 4, page 1, 2.3.1 states “If a competitive range is established, discussions will be conducted with those offerors in the competitive range.”

a) Is pricing as noted above in B036 to be included with the submitted proposal, i.e. to provide competitive range support.

b) If yes, please provide guidance for submission format.

B036 is a contract clause that will apply to the Task Orders issued. Section M applies to the proposal

39.) The requirement states “Recruited and placed 5 or more qualified personnel at more than one geographical location“ . Is this 5 or more spread at various locations or is it at least 5 per location?

This is recruiting and placing 5 or more qualified personnel spread across more than one location.

40.) Please confirm definition of OCONUS as outside the contiguous 48 states.

41.) For Supporting Documentation, it states that a “Performance Work Statement” is acceptable documentation.

Does the Government require a full PWS or only those section applicable to the technical capability being validated?

Will the Government consider the submission of an electronic copy of the proposal on CD?

Is there a maximum file size that the Government’s email submission will accommodate?

Can offerors break the submission in different files to submit?

The RFP will be updated to remove the email submittal and will be changed to DVD - R submittal.

44.) Do the responses from questions on the draft RFP still apply to the final RFP?

The RFP FA8650-20-R-4120 is the final document.

45.) 1.3 Organization/Number of Copies/Page Limits

(d) Contract References Please confirm the experience and technical past performance of parent or subsidiary companies to the Prime Offeror be evaluated/scored if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

Past performance will not be evaluated; the company itself must have the experience and substantiate that experience

Local Company Management Representation it states that “The Offeror shall submit the name and address of local company management representation as well as a print-out from MapQuest, or similar application, showing the driving distance between the local company management office and the address Building 840, 2510 Fifth Street WPAFB, OH 45433.”

Is a signed contingent offer letter sufficient to show “name and address of local company management”?

Yes.

48.) Are PDFs acceptable for Supporting Documentation? Yes.

49.) If the Past Performance being cited is subcontract past performance, will the government accept Supporting Documentation from the Prime validating the performance?

Past performance is not being evaluated. When proposing as a prime/subcontractor teaming arrangement, the prime must substantiate at least 51% of the total evaluated points, subcontractors cannot substantiate more than 49% of the total evaluated points.

50.) May you please advise if there is a deadline associated with questions submitted in regards to Solicitation: FA865020R4120?

The proposal(s) are due 15 November 2019, there will be a weekly posting of questions and provided answers up until 01 November 2019.

51.) Would the Government accept project documents delivered in the performance of the contract to the government as the supporting documents for technical score validation, such as project deployment schedule?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

52.) Would the Government accept highlights and comments in the support documentation to help the evaluator find the information?

53.) Would experience or past performance of a teaming partner providing commercial services directly to its patients or customers be acceptable for technical score validation. If yes, what additional document may be acceptable in addition to supporting documents specified in 2.2.2.3

Past performance will not be evaluated. Supporting documentation must demonstrate the specific experience being provided and claimed on the Self-Scoring Work Sheet, the Prime must account for 51% of the substantiation being submitted.

54.) Is commercial experience acceptable? All experience must be for the Federal Government as stated in Sections L/M.

55.) Just to confirm, there is no pricing information that has to be included in PART I - THE SCHEDULE, SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS, all pricing will be at the task order level only, correct?

Correct.

56.) L029 determination of Competitive Range (c) talks about both technical and cost/price standpoint, however, there does not appear to be a cost/price component of the proposal. Should we be including pricing or will this only be at the Task Order Level?

Pricing will be evaluated at the task order level.

57.) Do you want the offeror to copy the self-scoring worksheet into the Volume II section as well as provide as a separate excel file?

Yes

58.) Do we need to send back a signed Form 33? Yes 59.) Based on the reduced scoring available in 4 and 5 will the minimum acceptable score be reduced as the max score appears to be 3040 and not 3500?

No, Section 4 & 5 will be corrected to reflect 1390 & 1450 respectively

60.) Section 5 on the self-scoring sheet say Max score is 1650. Can you get credit for a, b, and c? If so, does it have to be 3 different contracts? With a, b, and c it appears the max score is 1525. With only one of them assuming c the max is 1450. Please explain how you can get to the Max of 1650?

The Self Scoring Sheet will be corrected to accurately reflect the 1390 for Section 4 and 1450 for Section 5 respectively

61.) I have a question concerning the newly released FA8650-19-R- 4120 for 711th Human Performance Wing Mission Support Services.

Under Section L Attachment 3, Page 2, it says that offerors should reach out to you with any questions. However, I do not see or are able to locate a due date for questions. Would be able to clarify when all questions are due for FA8650-19-R-4120?

An amendment to RFP FA8650-20-R-4120 will revised the due date for proposal submission to no later than 15 November 2019. Due date for questions will be 01 November 2019.

62.) What kind of documentation do you expect to support question 3f, “managing 5 or more qualified personnel at more than one geographic location?” PWS and SOWs will list the multiple locations but they do not show how many people since they are FFP contracts. Is self-certifying these points sufficient?

63.) What kind of documentation do you expect to support questions 4b and 4c? No government documentation addresses filling positions unless it became an issue and was documented in a CPAR. None of our CPARS address this since we have not had a problem in providing qualified employees within the government’s expectations. Is self-certifying these points sufficient?

64.) In order to comply with Section L.2.2 (8) and Section L.2.2.2 which states: “…Any provisions listed in Section K, Representations and Certifications, of the solicitation which require information to be “filled-in” or submitted as a separate document must be included in the Contracts Volume I, we need a copy of Section K that is not password protected, so we can electronically fill out Section K.

The contractor can scan section K or handwrite in section K, the document cannot be unlocked.

65.) Section L, Para 1.3(b): Does this paragraph (fonts, margins, etc.)

apply to .pdf documents from contracts that are used as supporting documentation of technical experience? Do these pdf pages have to be sequentially numbered within the proposal volume?

Section L has been changed: No, this does not apply to PDF or supporting documentation as this is out of the contractor's control, however must be in sequential order and legible.

66.) Section L, Para 3.1.2: On the Self-Scoring Sheet, can contractors use more than 1 task order/contract to address a specific item?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

The Government will stop evaluating once substantiation is validated.

67.) Section L, Para 3.1.2: Can contractors use work performed as a subcontractor to satisfy technical experience?

Yes, as long as the work was performed on a Government contract.

68.) Section L, Para 3.2.3: Contractor is required to substantiate experience recruiting and placing/managing qualified personnel at more than one geographical location. Can this be satisfied using multiple contracts or must it be on a single contract/ task order?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

The Government will stop evaluating once substantiation is validated. Additionally, can use multiple or single contracts/task orders.

69.) Section L, para 1.3(d), 2d bullet: Can multiple task orders from a Single or Multiple Award IDIQ be combined to support a Self-Scoring Worksheet item?

See Section L, 3.1.3 Supporting Documentation. The burden of proof rests with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. Additionally, the Government will require the signed front page of the contract award for validation.

The Government will stop evaluating once substantiation is validated.

70.) Section L, Para 3.2.4a: The Government uses the word "Specialized" associated with several positions. Can a Health Care Provider/Administrative Assistant have multiple specializations (e.g., could a credentialed Flight Medicine Physician (for Patient Care) whose contract also includes Human Research and Educational duties be used to get points in all three specialization areas)? If not, what methodology and measurable criteria will the Government use to determine what substantiates a specialization (e.g. duty listed in a PWS, majority of work effort, minimum amount of work effort)?

Contractors need to know what qualifies as a justification for a specialization if there are restrictions on this area.

Can use one (1) person as long as it can be substantiated

71.) Section L, Para 3.2.5e: How do contractors provide proof of completing ALL travel requirements IAW JTR given the number of applicable JTR paragraphs/subparagraphs? Is it sufficient for contractors to prove they have experience processing travel and associated claims according to the JTR? Is there a minimum set of documents that should be provided?

Both statements are correct. No concession for image files will impede the ability of respondents to provide actual copies of supporting documentation.

No, the initiation will take place prior to award as this MAC IDIQ is valued at an amount greater than $10 million. In accordance with FAR 22.805(a)(i): If the estimated amount of the contract or subcontract is $10 million or more, the contracting officer shall request clearance from the appropriate OFCCP regional office before (i) Award of any contract, "including any indefinite delivery contract.."
