Draft Request for Proposals
DRAFT RFP posted to FBO on 12 July 2019 Intention to seek industry input on:
DRFP document
Section L & M
Self-Scoring Worksheet
Changes/Corrections Made
Upon review of industry input as well as program evaluation, the following changes were made:
DRFP RFP
• Clarity on discrepancy of Section L Attach 3, Paragraph 1.3, Table 1.2 refers to “Volume I” as the contract documentation and “Volume II” as the Technical Experience but throughout the
RFP Technical Experience is referred to as “Volume I”
Table 1.2 is correct, the volumes were corrected throughout the rest of the RFP document to reflect the Table.
• Technical Narrative text appears to be redundant with the Self-
Scoring Worksheet
“Technical Narrative” requirement has been removed
• The Draft RFP max value of $50M; industry day briefings indicate ceiling of $400M
Shared ceiling $$ amount has been corrected to reflect $400M
• Clarity on whether subcontractors can claim up to 49% of points or cannot claim points at all
Subcontractors can claim up to but not more than 49%, this is clarified correctly
• Clarification on whether Offerors are allowed to use one of the single award IDIQ task orders as a reference for the “Single
Award IDIQ” or only the single award IDIQ itself
Removed all of the specific contract reference types – “supporting documentation submitted shall specifically identify the requirement being claimed in the Self-Scoring Worksheet. A PWS for a MAC
IDIQ shall not be considered as supporting documentation
• Self-Scoring Sheet formulas did not calculate the correct total # of points
The Government has updated the formulas to reflect correct point values
DRFP RFP
• Clarification on offerors using either the IDIQ itself or a specific individual task order as a contract reference for the MAC IDIQ
Removed all of the specific contract reference types – “supporting documentation submitted shall specifically identify the requirement being claimed in the Self-Scoring Worksheet. A PWS for a MAC IDIQ shall not be considered as supporting documentation
• Clarification on offerors using either the BPA contract/agreement itself as a reference or one of the individual BPA call orders as a reference
Removed all of the specific contract reference types – “supporting documentation submitted shall specifically identify the requirement being claimed in the Self-Scoring Worksheet. A PWS for a MAC IDIQ shall not be considered as supporting documentation
• Do the offerors place an excerpt from their corresponding contract in the technical narrative, if so, will the Column H be lightened as opposed to dark blue to allow content to show
Column H has been lightened. Technical narratives have been removed as a requirement.
• Clarity on page limitation instructions on whether the paragraphs do not apply to “contract references” and “supporting documents” such as
PWS’s etc.
Count has been removed, however Government will only evaluate until validation is determined – Supporting documentation submitted shall specifically identity the requirement being claimed in the self-scoring worksheet. A PWS for a MAC IDIQ shall not be considered as supporting documentation
• Clarity on page limit for technical narrative based on requirements of the current scoring sheet
Removed. “The Government will only evaluate until validation is determined.”
DRFP RFP
• In reference to proposing as a prime/subcontractor teaming arrangement, prime must substantiate at least 51% of points, subs cannot substantiate more than 49% of points – Clarity on whether CTA subcontractor experience will be accepted per Sec. M or will CTAs be eliminated from scoring per Sec. L
When proposing as a prime/subcontractor teaming arrangement, the
Government will evaluate technical experience for prime offerors and subcontractor offerors the prime must substantiate at least 51% of the points, subcontractors cannot substantiate more than 49% of the points. If the prime offeror is a joint venture (JV), the Government will evaluate technical experience for that JV’s members, in accordance with 13 C.F.R. §125.8(e).
• Section M, 3.1 Technical Experience Assessment, pp.2-3: the third bullet states, “offerors will not lose points if they submit less than the max allowed number of technical narratives.” clarity limitation of the number of supporting contracts to reference
This sentence has been removed
• Clarity on contradiction of whether contract reference data is considered “supporting documentation” to validate the self-scoring sheet - Section M, Page 2 indicated subcontractors in a Prime/Sub offer can contribute up to 49% of points. However, Section L 4(d) indicated the contract references must be Prime Contractor alone
The Prime must substantiate at least 51% of the points, subcontractors cannot substantiate more than 49% of the points –
“Prime contractor alone” sentence removed.
• Clarification on where to place technical narrative information Technical narratives have been removed as a requirement.
Complete the Self-Scoring Worksheet using the following directions:
Final Minimum Score will be identified in the RFP
1. Enter the Offeror’s name in Row 6 of the Self-Scoring Worksheet
2. The Offeror shall check the box in Column D for ID 1 if the offeror currently possesses an active Facility
Clearance Level (FCL)
3. In Column D for ID 2 - 5, the Offeror shall check the box if points are being claimed for that technical experience. The worksheet will auto populate the Offeror’s score and running total at the bottom of the worksheet Offerors shall follow the technical experience instructions in par. 3.2 below in order to meet the corresponding technical experience criteria in Section M
4. In Column H, the Offeror shall list all substantiated documentation submitted. The Offeror shall use commas to separate the listing of multiple supporting documentation
5. The Offeror shall not alter columns A, B, C, and E. Column G will auto-populate points and Column I is for
Government use only
