BAA-FA8650-18-S-5002
AMENDMENT 01
Spatial Registration for Materials State Awareness
This is an amendment to BAA-FA8650-18-S-5002, which is being issued in accordance with FAR 15.206(b). This amendment provides (1) revised numbering to Section I “Program Description”, Paragraph 5 “Other Requirements”; (2) revised reference in Section I, Paragraph 5.g.; (3) adds a paragraph to Section IV “Proposal and Submission Information”, Paragraph 2 “Content and Form of Proposal Submission”, Subparagraph c “Technical/Management Proposal”, Subparagraph i “Page Limitations”; and 4) answers questions received through 04 May 2018.
The BAA is revised as follows:
(1) Section I.5 (pages 4-5 of 20) is hereby revised to correct the numbering of paragraphs. The paragraphs in Section I.5 should be numbered a, b, c, d, e, and f in lieu of a, b, c, d, f, and g.
(2) Section I.5.g (which is now numbered I.5.f) Data Management Plan (page 5 of
20) is hereby revised to correct the section reference from (see Section IV.2.b to see Section IV.2.c).
(3) Section IV (pages 11-12 of 20) “Proposal and Submission Information”, Paragraph 2 “Content and Form of Proposal Submission”, Subparagraph c “Technical/Management Proposal, Subparagraph I “Page Limitations” is hereby revised by adding Subparagraph (i). Section IV.2.c.i.(i) should read “The proposal page limit does not include the offeror’s proposed Data Management Plan (DMP); however, the same formatting rules apply to the DMP, which is limited to 3 pages.”
The following are questions from potential offerors and AFRL’s answers to those questions.
Q-1. Does a Data Management Plan (DMP) have to be submitted with each task order?
Answer to Q-1. It depends on if the Program/Project Engineer requires a Data Management Plan for additional task orders.
Q-2. In the Overview Information, Page 5 of 20 is missing “e” under “Other Information”.
Is there a paragraph “e” that needs to be added?
Answer to Q-2. The answer is no. The paragraphs were erroneously numbered.
Q-3. Can teammates be added at any time, if not, how often can we add teammates and what is required to do so?
Answer to Q-3. According to FAR Subpart 9.6 – Contractor Team Arrangements, 9.602
(a) Contractor team arrangements may be desirable from both a Government and industry standpoint in order to enable the companies involved to (1) Complement each other’s unique capabilities and (2) Offer the Government the best combination of performance, cost, and delivery for the system or product being acquired. (b) Contractor team arrangements may be particularly appropriate in complex research and development acquisitions, but may be used in other appropriate acquisitions, including production. (c) The companies involved normally form a contractor team arrangement before submitting an offer. However, they may enter into an arrangement later in the acquisition process, including after contract award.
9.603 -- Policy. The Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified and company relationships are fully disclosed in an offer or, for arrangements entered into after submission of an offer, before the arrangement becomes effective. The Government will not normally require or encourage the dissolution of contractor team arrangements.
Q-4. What is meant by “Computer Use” as implied on Page 15 in the Overview Information?
Answer to Q-4. Detail the amount and kind of computer usage, the cost, and how the costs were derived: You will need to propose the kind and amount of computer usage needed for the effort (if applicable). We will need to know the cost and how you derived the costs. Keep in mind that the primary/principle use of the computer and its related costs must be directly allocable to the purpose, goals, and activities of the effort being proposed.
Q-5. Is the pre-award clearance required at estimated IDIQ total or once the contractor is anticipated to hit $10M?
Answer to Q-5. Pre-award clearance is required PRIOR to award of the IDIQ if the effort is $10M or more unless you are already listed in the OFCCPs National Preaward Registry. Reference BAA Page 19, VII, 5.
Q-6. A "Project Funding Profile" is required on page 16 of "Overview Information", however, on Page 14 it states that a cost breakdown via government fiscal year is not required. Are we required to submit a cost proposal in both the contractor and government fiscal years?
Answer to Q-6. The answer is no. You can submit your cost breakdown by contractor fiscal year only; however, when you get to “Project Funding Profile” on page 16 of “Overview Information”, we will need to know how much money to plan for under the government fiscal year cycle. The funding profile requires overall dollars planned for each government fiscal year and not by cost element. Coming up with an overall dollar value by government fiscal year wouldn’t have to be as labor intensive as your cost element breakdown by contractor fiscal year.
Q-7. Will this be an ITAR rated IDIQ?
Answer to Q-7. The answer is no. Reference BAA, Page 5, Section I, 5d.
Q-8. Will resumes, facilities descriptions, descriptions of equipment, etc. that are proposed and included as attachments going to count towards the page count?
Answer to Q-8. The answer is yes. Reference BAA, Page 12, Section IV, 2f.
Q-9. According to the BAA: “The Data Management Plan shall be submitted as a stand-alone document. The plan shall be no more than 3 pages, and follow the page limitations established for the technical/management proposal (see section IV.2.b).” Should this actually reference section IV.2.c?
Answer to Q-9. The answer is yes. It should state “see section IV.2.c.”
Q-10. Does the 3 page (max) Data Management Plan count towards the 25 page limit for technical/management proposal even though it will be a stand-alone document?
Answer to Q-10. The answer is no. The Data Management Plan DOES NOT count toward the 25 page limit for the technical/management proposal.
The following paragraph (i) has been added to Section IV.2.c.i. Section IV.2.c.i.(i) should read “The proposal page limit does not include the offeror’s proposed Data Management Plan (DMP); however, the same formatting rules apply to the DMP, which is limited to 3 pages.”
