The following program is an anticipated requirement for AFRL/RX. A BAA for the listed program may be released in February/March 2018.
The anticipated funding listed below reflects estimated funding only. This estimate is not a promise of funding. Funding is uncertain and is subject to change. Changes in availability may occur at the discretion of the Government.
PROGRAM DESCRIPTION: The purpose of this notice is to provide information about a Broad Agency Announcement (BAA) for Quick Reaction Evaluation (QRE) of Materials and Processes III
This notice is not a solicitation for research. The Government will not reimburse costs associated with any communication submitted in response to this notice. No documentation is requested at this time.
TECHNICAL DESCRIPTION: The objective of this is to provide quick reaction evaluation of materials, corrosion control, protective coatings, materials testing and evaluation, chemical analysis, and existing/emerging manufacturing and processing technologies in the fields of electronics, materials, and structures essential for supporting mishap investigations, root cause, and failure analysis for the United States Air Force. Quick reaction support related to a wide variety of weapon systems and defense-related applications and issues associated with all phases of a system's life cycle from concept refinement through operations and support includes component failure analyses; material identification and characterization;
mechanical property evaluations; characterizations of corrosion/erosion behavior; facilitate the transition of emerging materials and processing technologies;
investigate materials and processing.
Task Order 0001: Materials Protection & Containment
THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program may be released in February/March 2018. The BAA will be made available at www.FedBizOps.gov. Direct any questions to the contracting points of contact identified in the announcement or technical point of contact Mr. Edward White, Project Manager, AFRL/RXSA, Edward.White.9@us.af.mil.

BUDGET: A potential Indefinite Delivery, Indefinite Quantity contract is anticipated with an estimated ceiling amount of $49,968,000.00. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
SECURITY: All contractors shall participate in all activities associated with the disciplines of the organization’s Industrial Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism, following appropriate measures in each program as required for this particular contract.
These are required in an effort to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor(s) will ensure that all subcontractors, if required, conform to these requirements as required by the prime contractor.
Guidance can be provided by AFRL/RX Security as needed.
General Operations Security (OPSEC) procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the life cycle of the contract. The Critical Information List (CIL) will be provided upon request by RXR Information Protection Office. While working on the government installation, OPSEC guidance will be provided by the RXR Information Protection Office.
Program Protection Plan (PPP) - Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP.
Information Regarding Non-US Citizens Assigned to this Project:
(a) Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S.
Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments.
Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC).
(b) For purposes of paragraph (a) above, if an IT network/system does not require AFRL to endorse a contractor’s application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires an U.S. Government sponsor to endorse the application in order for access to the IT network/system; AFRL will only endorse the following types of applications; consistent with the requirements above:
(1) Contractor employees who are U.S. citizens performing work under this contract.
(2) Contractor employees who are non-U.S. citizens and who have been granted a waiver.
Any additional access restrictions established by the IT network/system owner apply.
Anticipated Contract Type: A Cost-Plus-Fixed-Fee (CPFF) contract is anticipated.
