Broad Agency Announcement Title: Sensing, Learning, Autonomy, and Knowledge Engineering (SLAKE)
Broad Agency Announcement Type: This is Amendment 2 to BAA FA8650-18-S-1692, to 1) provide Questions & Answers and 2) add an “Interested Vendors List”

1. As a result of the Questions and Answers, the following paragraph to the BAA are revised:
a. Proposal and Submission Information: Paragraph 2.b.i.g) is changed to read: The proposal page limit does not include the offeror’s proposed Statement of Work (SOW); however, the same formatting rules apply to the SOW, which is limited to 15 pages.
2. Questions and Answers: Q&As are provided in the following paragraphs for clarification purposes.
Question 1:
Question: SOO paragraph 4.1.6, is this lab environment support activity to be performed at the contractor location, at AFRL (WPAFB), both, or elsewhere?
Response: The majority of the work will be conducted at AFRL (WPAFB), but mission objectives and proposed SLAKE capabilities will ultimately determine the scope of laboratory environments required.
Question 2:
Question: SOO paragraph 4.1.6, is the lab environment referenced the Advanced Recognition Capabilities (ARC) at WPAFB?
Response: Laboratory environments include the ARC Lab, but the particular lab environments under SLAKE are dependent on the project objectives, mission objectives, and the proposed work.
Question 3:
Question: Can you provide a description of the ARC lab, including size, and equipment that needs to be maintained?
Response: The ARC Lab is approximately 600 square feet and contains COMSEC equipment, servers, and workstations for standalone networks, multiple unclassified For Official Use Only networks, and multiple classified networks.
Question 4:
Question: How many upgrades and what scope of upgrades to ARC lab are anticipated?
Response: All current ARC Lab components are subject to change. The number and scope of upgrades depend on the nature, quality, and feasibility of capabilities and ideas proposed under
SLAKE.
Question 5:
Question: Are the new components GFE/CFE or must the contractor fund the new components as part of this contract activity?
Response: All current ARC Lab components will be provided via Base Support. Any additional equipment for the lab will be purchased and delivered under SLAKE. AFRL does not anticipate any GFP/GFE for this contract.
Question 6:
Question: Is there an incumbent contractor?
Response: No. SLAKE is a new contract designed to meet the new mission sets for AFRL/RY. Some tasks (such as ARC Lab management) were conducted under the AFRL ATISS contract; however, there are substantial differences between the technical scope of ATISS and the technical scope of SLAKE that undermine the notion of incumbency.
Question 7:
Question: If so, who? Or can you please send relevant information from the ATISS effort?
Response: Contract FA8650-14-D-1742, “Analysis, Test, and Integration of Sensor Systems (ATISS)” was awarded 12 September 2014 to the KeyW Corporation.
Question 8:
Question: Current contract FTEs (full time employees) assigned to these tasks?
Response: The significant scope difference between SLAKE and ATISS renders the answer not relevant to a technically satisfactory SLAKE proposal.
Question 9:
Question: How many AFRL users do you anticipate (Lab capacity)?
Response: The ARC Lab is expected to hold full-time workstations for approximately 10 individuals.
Question 10:
Question: Language says " All text, including text in tables and charts, must adhere to all font size and line spacing requirements listed herein. Font and line spacing requirements do not have to be followed for illustrations, flowcharts, drawings, and diagrams.' Can the line spacing exceptions for double spacing also be applied to tables, requiring double spacing to be applied to tables will significantly increase the length of tables. (BAA pg 12, Proposal Page Limitations)
Response: Illustrations can contain tables. A table can be created and saved as an image, making it an illustration.
Question 11:
Question: As part of the Laboratory integration objective area, can the government provide a list of the current hardware in the ARC? (SOO Section 4.1.4 Laboratory integration (PG 61 of Model Contract)
Response: The significant scope difference between SLAKE and ATISS renders the answer not relevant to a technically satisfactory SLAKE proposal.
Question 12:
Question: As part of the Laboratory integration objective area, can the government provide a list of the current software in the ARC? (SOO Section 4.1.4 Laboratory integration (PG 61 of Model Contract)
Response: The significant scope difference between SLAKE and ATISS renders the answer not relevant to a technically satisfactory SLAKE proposal.
Question 13:
Question: As part of the procurement objective, can the government provide a plug number for the material purchase value provided by the contractor each fiscal year? (SOO Section 5.3 Procurement (PG 63 of Model Contract))
Response: ARC Lab equipment purchased each year via SLAKE is expected to average less than $100,000.
Question 14:
Question: As part of the management objective, can the government provide a plug number for travel or a list of trips and locations to support technical interchange meetings and demonstrations?

Response: Annual Temporary Duty (TDY) costs associated with work under SLAKE are expected to average less than $50,000.
Question 15:
Question: As part of the Special Security Objective, does the government anticipate appointing a CSSR during the first year or out years of the program. (SOO Section 5.5 Special Security (pg 63 of Model Contract))
Response: SOO Section 5.5 fully represents AFRL’s understanding at this time.
Question 16:
Question: Will the Government confirm that hand-carried proposal deliveries to the Contracting POC in the BAA at Wright Patterson AFB are acceptable? (Overview)
Response: It is the offeror’s responsibility to select and coordinate proposal delivery, including base access, building access, and receipt by the POC. Hand-carried proposals are acceptable.
Question 17:
Question: Will the Government please clarify whether resumes are subject to the requirement for double-spacing? (2.b.ii)
Response: Resumes are not included within the proposal page count and therefore proposal formatting requirements do not apply.
Question 18:
Question: Given that the Government’s Statement of Objectives (SOO) in the Model Contract is six
(6) pages long and single-spaced, it does not seem feasible to expand the SOO requirements into a more detailed Statement of Work within 10 double-spaced pages. Would the Government please consider allowing the offeror’s SOW to be single spaced, or otherwise increase the page limit of the SOW to 20 pages? (2.b.i.g)
Response: The BAA will be amended to permit the SOW to be double-spaced, with a limit of 15 pages.
Question 19:
Question: Block 10 of the CDRL Software Design Description (SDD) indicates a frequency of annually (ANNLY). Is this correct or should it be ASREQ? (SDD CDRL)
Response: ANNLY is correct as it supports periodic review of a software baseline.
Question 20:
Question: Block 10 of the CDRL Software Product Specification (SPS) indicates a frequency of annually (ANNLY). Is this correct or should it be ASREQ? (SPS CDRL)
Response: ANNLY is correct as it supports periodic review of a software baseline.
Question 21:
Question: Can the Government elaborate on the separation of the Cost/Business Volume into a business section and a cost section? The business section requirements seem to indicate a narrative response describing the business aspects, but there are seemingly no cost section requirements. Is it accurate to assume that Section i, paragraphs (a-h) are the Business Section requirements, while Section ii – Cost Element Breakdown, paragraphs (a-m) are the Cost Section requirements? (BAA C.

Response: The above statement is accurate. At a minimum, potential offerors are required to address all requirements stated in Section IV. Paragraph c. If all requirements of the solicitation are not met on the proposal due date, the potential offeror may be ineligible for award.
Question 22:
Question: Can the Government confirm whether an Attachment—a Government provided template—is applicable for this effort? Or are offerors to use a format of their choosing, ensuring all of the necessary and appropriate data (Direct Costs, Labor and Overhead Rates, etc.) are contained with the submission file? If an attachment is provided, would that Attachment also be applicable to the offeror’s subcontractors? (FA8650-18-S-1692-BAA-ModelK.pdf; L035 Instructions For Recommended Summary Format; (a))
Response: Potential offerors will use a format of their choosing. The Government will not provide a template. If all requirements of the solicitation are not met on the proposal due date, the potential offeror may be ineligible for award.
Question 23:
Question: Can the Government elaborate on the requirements for subcontractors to submit proposals to the Government? While we realize the need for the Prime to conduct analysis of our subcontracted partners in accordance with the guidance and FAR 15.404-3(c), we would like to provide the appropriate level of detail for our subcontractors in accordance with the Government’s expectations. Response: Full cost accounting includes proprietary overhead rates and salary categories that are required by the Government but that subcontractors may not make available to the prime. Per Section (e) of L035: “If the subcontractor will not submit cost and pricing data to the offeror, this information must be submitted directly to the Government for analysis”
3. “Interested Vendors List” created as a separate Attachment.
NO OTHER CHANGES ARE BEING ACCOMPLISHED BY THIS AMENDMENT. THIS DOES NOT CHANGE THE
PROPOSAL DUE DATE, TIME OR PLACE.
