About this file
This amendment modifies the proposal submission period for Call 001 of the Defense Experimentation Using Commercial Space Internet advanced research announcement. Proposals are now due between December 15, 2017 and January 31, 2018 by 4:00pm local time in Dayton, Ohio. The Air Force Strategic Development Planning & Experimentation office will evaluate proposals individually according to the criteria in Call 001. Notifications of recommendation for award will occur approximately 30 days after submission. Selections will be based on technical and cost/price evaluations, importance to Air Force programs, and available funding. The sample funding profile is unchanged, but later proposals may have less access to the diminishing pool of funds as earlier proposals are selected for award. No other changes are included in this amendment.

Amendment 2 to Call 001 - Initial Connectivity Experiments
Advanced Research Announcement (ARA) with Calls - FA8650-17-S-9300 Defense Experimentation Using Commercial Space Internet (DEUCSI)
Federal Agency Name: Air Force Research Laboratory (AFRL) - Air Force Strategic Development Planning & Experimentation (SDPE)
This is a revision to Call 001 in order to modify the proposal due date and process.
Contracting Points of Contact:
Mr. Michael Wafzig, Contracting Officer, AFRL/RQKDA, (937) 713-9979, michael.wafzig@us.af.mil; or
Mr. Joel Watson, Contracting Officer, AFRL/RQKD, (937) 713-9813, joel.watson@us.af.mil
MODIFICATION:
Purpose: The following changes are in response to industry concerns associated with proposal submission dates and the development/launch of commercial spacecraft.
Background: Call 001, Section 4, “Schedule/Period of Performance” captures the Government’s desire to maximize the probability of experimentation success for each individual effort via flexibility regarding start dates and duration of awards. To this end, the Government wishes to extend that flexibility to proposal submittals thereby encouraging responsive proposals and minimizing Government interference with industry’s commercial endeavors.
Revision:
1. The proposal submittal date is now revised to reflect an open period for proposal delivery from 15 December 2017 to 31 January 2018 (no later than 4:00pm Dayton, OH local time).
2. Call 001, Section 9 (Proposal Submission), Section 10 (Proposal Review Information), and Section 11 (Award Administration) remain unchanged. Each proposal submitted will be evaluated individually against the Call 001 criteria.
Individual evaluations will commence on, or around, the time of proposal receipt and notifications concerning recommendation for award will occur approximately 30 days from proposal submission.
**It is reminded that the selection of one or more sources for award will be based on technical and cost/price evaluation, importance to agency programs and funding mailto:michael.wafzig@us.af.mil mailto:joel.watson@us.af.mil availability. The sample funding profile in Call 001, Section 6, is not affected by this amendment, but the open proposal submission process may affect funding availability for any proposals submitted towards the latter part of the Call 001 open period as the pool of funds will diminish in relation to proposals selected for award.
NO OTHER CHANGES ARE BEING ACCOMPLISHED BY THIS AMENDMENT.
