This announcement does not request any white papers and/or proposals at this time. The following announcement for Call 02 is an anticipated requirement for AFRL/RYWE for FY23.

A solicitation for Call 02 requesting white papers is anticipated to be published 2nd Quarter 2023.

The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion.

Program Description: The overall objective of Call 02 is to develop capabilities that will directly feed future AFRL advanced 6.3 programs. COLOSSUS will develop and utilize the following Kaiju technical objectives: Electronic Warfare (EW) Adaptive Management, Electronic Attack (EA) Demonstrative and EW Advanced Threat Defeat. Due to the nature of the

Technical Requirement, further program description details will be provided in the Call

Solicitation when and if it is issued.

**PLEASE NOTE:

Due to the Controlled Unclassified Information (CUI) nature of AFRL/RY Research and

Development (R&D) Technical Requirements, vendors MUST have an active entity registration (cage) and active DD2345 in order to receive any detailed technical information on the resulting Call 02 Solicitation, when and if it is issued.

Security: General Operations Security (OPSEC) procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. Critical Information List (CIL) and the RY OPSEC Plan will be provided upon request by

AFRL/RYOY Information Protection Office. While working on the government installation, OPSEC guidance and OPSEC training will be provided by AFRL/RYOY Information Protection

Office. This training will ensure contractors are familiar with RY’s CIL and RY’s OPSEC Plan as it pertains to their contract. The contractor shall apply OPSEC in the management of their current program IAW AFI 10-701 Operations Security and WPAFB Supplement to AFI-10-701.

Science and Technology (S&T) Protection: Initial/Annual/New SF 424, Research and Related

Senior/Key Person Profile (Expanded) Form, Requirement: The Contractor shall provide an SF

424 with the following information: 1) an initial report of all Senior/Key Personnel at the time of award; 2) an annual report of all Senior/Key Personnel providing support; and 3) a report for any new Senior/Key Personnel who join the contract, agreement, grant, or OT. Any updated SF

424s for new Senior/Key Personnel supporting the award require coordination from the

Government prior to the contractor employee receiving access to S&T information.

Funding: Anticipated Call 02 Funding: $15,000,000, with the following cost breakdown for the following tasks:

• $5,000,000 – Advanced Electronic Warfare (EW)

• $8,000,000 – Modeling, Simulation & Analysis (MS&A)

• $2,000,000 – Model Based Systems Engineering (MBSE)

Anticipated Contract Type: Call 02 is anticipated to award three CPFF, C-Type contract.

Period of Performance: Call 02 anticipates a Period of Performance of 48 months (45 months for technical effort and 3 months for final reporting).

Classification Level: Call 02 will be classified at Top Secret / Sensitive Compartmentalized

Information (TS/SCI) / Special Access Programs (SAP)

Set Aside: None.

Special Notice: AFRL/RYWE is planning to conduct an in-person demonstration of the

Mission-Level/Multi-Spectral AFSIM Test & Evaluation Rack with Joint Exata DYSE

Integration (MASTER JDI) Tool, after the resulting Call 02 Solicitation is released. Registration instructions will be provided in the Call 02 Solicitation when and if it is issued.
