About this file
This Notice of Contract Action (NOCA) provides advance information about an anticipated Broad Agency Announcement (BAA) seeking proposals for the Mission Analytics Technology & Research for Innovative eXploitation (MATRIX) program. The MATRIX program objectives include conducting basic, applied, and advanced research and development in multi-source analytics, joint all-domain systems analytics, and machine learning analytics to advance human-machine teaming and enhance Airman analytic effectiveness. The anticipated BAA may be released in May 2021 seeking proposals in these technical areas to support the Air Force Research Laboratory's 711th Human Performance Wing, Human Effectiveness Directorate, Warfighter Interactions & Readiness Division, Mission Analytics Branch. An estimated $97.5 million Indefinite-Delivery, Indefinite-Quantity contract with a Cost-Plus-Fixed-Fee structure is anticipated to be awarded through a one-step, closed BAA process. The NOCA provides points of contact for any questions but does not itself request proposals.

The following program is an anticipated requirement for the Air Force Research Laboratory, 711th Human Performance Wing, Human Effectiveness Directorate, Warfighter Interactions & Readiness Division, Mission Analytics Branch, AFRL 711HPW/RHWA, located at Wright-Patterson Air Force Base, OH. A BAA for this program may be released in May 2021.
The anticipated funding listed below reflects estimated funding only. This estimate is NOT a promise of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at the discretion of the Government.
The purpose of this notice is to provide information about a BAA for the Mission Analytics Technology & Research for Innovative eXploitation (MATRIX) program.
This notice is not a solicitation. The Government will not reimburse costs associated with any communication submitted in response to this notice.
BACKGROUND: This effort advances the overall mission of the Mission Analytics Branch (711HPW/RHWA) which is focused on conducting basic, applied, and advanced scientific and technical research to inform fundamental design principles and theories in human-machine teaming, human performance, psychological processes, and physiological indicators to enhance Airman analytic efficiency and effectiveness across a variety of mission environments. Progress must be achieved through solutions that team human analysts with automated decision support analytics to amplify their joint ability to monitor and make sense of the world beyond what either human or automation can achieve independently. By combining perspectives and principles from human factors and cognitive systems engineering with methods and technologies from data and computer science, this results in the creation and transition of innovative technology solutions that can revolutionize analytics for the warfighter in a variety of domains.

TECHNICAL DESCRIPTION: The objectives of this effort are to conduct basic, applied and advanced research and development in three main technical areas: Multi-Source Analytics, Joint All-Domain Systems Analytics and Machine Learning Analytics.
1) Multi-Source Analytics: This technical area covers the application of cognitive systems engineering concepts through airman-centered knowledge elicitation to design and envision cognitively enhanced workflows, develop rapid prototypes, and conduct scientific research and experimentation with the goal of enabling transition of innovative capabilities that improve analytic insight and reasoning of Air Force analysts.
2) Joint All-Domain Systems Analytics: This technical area leverages human factors principles to research foundational knowledge and constructs that enable the development and assessment of airman-centric human-machine teaming capabilities to support enhanced global situation awareness and decision-making for integrated joint all-domain planning and execution in distributed, dynamic, contested and degraded operational environments.
3) Machine Learning Analytics: This technical area applies machine learning, data science, signal processing, and computer science techniques to process and exploit multi-dimensional data across a variety of modalities and media types, focusing on multimodal human language technologies and topological data analysis.
THIS IS A PRE-SOLICITATION NOTICE ONLY: It is anticipated that a BAA providing more details for this program may be released in May 2021. The BAA will be made available at beta.SAM.gov.
Direct any questions to the contracting and program points of contact identified in this announcement.
BUDGET: A potential Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is anticipated with an estimated ceiling amount of $97,500,000. This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
ANTICPIATED CONTRACT TYPE: A Cost-Plus-Fixed-Fee (CPFF) (Completion)
BAA TYPE: 1-Step, Closed BAA with Full & Open Competition
