About this file

This document is a Sources Sought synopsis for a future federal contract opportunity related to providing security oversight and support services for the F-16 and related weapon systems located on two Pakistan Air Force bases and at the U.S. Embassy in Pakistan.

The synopsis outlines the key requirements, which include conducting security checks, surveillance, and monitoring of facilities, vehicles, and supplies; providing a 24/7 physical security presence; and managing logistics, administration, and quality control. The contractor will not be directly responsible for end-use monitoring but will support the government's monitoring team. The anticipated period of performance is a base year plus three option years starting March 2026. The government is seeking responses from companies that can demonstrate relevant experience, capability, and capacity to perform this work. Companies should indicate their business size, socioeconomic status, and plans for any subcontracting or teaming arrangements. Responses are due by 5:00 PM EDT on August 17, 2024.

Question Government Response

Given the above context, I want to inquire if the personnel to be employed as security specialists can only be US Citizens? Or can we employ the above-identified Local Country Nationals (LCNs) (retired PAF Officers) as security specialists for the purpose of this contract.

Furthermore, is a security clearance required for these personnel? If yes, will a Limited Access Authorization (LAA) be entertained for these foreign-nationals as per the National Industrial Security Program Operating Manual (NISPOM) and Industrial Security Letter (ISL)?

Only US Citizens are required for this mission. Only US Citizens may be employed as security specialists. Secret security clearance is required for all in-country personnel.

Is there an incumbent contract? Would it be possible to get the contract/task order number?

There is an incumbent contract that currently fulfills our requirement.

The Contract No. is FA8630-22-C-5001

There is no mention of the number of personnel needed to conduct this mission. Do you have any guidance on this? Up to sixty (60) personnel is required to execute the mission.

Can you please tell me why there is a negative $5.89M reported in GovWin for 2024 spending against this Opportunity. The contractor desires to respond, but requests a little background please on why it appears to be not a contract actually performing

Contract data was being reported incorrectly from one of our internal Government systems. Changes have been made and the data is now reported correctly.

Please confirm that we should provide responses to the 22 Sources Sought questions, and that separately we should provide our responses to the Capabilities Package questions (so, essentially, two different packages). Question #3 in the Sources Sought asks about a “National Objection Letter (NOC).” Can you confirm that this title and acronym are correct?

The responses to the 22 Sources Sought questions may be submitted separately and will not count toward the page limitation (25 pages) of the Capabilities Package. National Objection Letter (NOC) is correct.

The NOC, particularly applicable if you occupy a government position, serve in the armed forces, or are employed by semi-government entities, autonomous bodies, or corporations (The TST Contract falls into this category).
