About this file

This document is a Request for Information (RFI) issued by the Department of the Air Force Materiel Command Life Cycle Management Center (AFLCMC) at Wright Patterson Air Force Base. The RFI is seeking market research to identify potential sources capable of providing 40 Horsepower (HP) Outboard Motors and Ancillary Equipment for the Combat Rubber Raiding Craft (CRRC) boats used by USAF Special Warfare personnel.

The key capability requirements include the motor being able to propel the craft with a 1,500-pound payload at a minimum speed of 15 knots in Beaufort wind force 3, being submersible to 10 feet for 10 minutes, and surviving air deployment from 1,200 feet. Ancillary equipment required includes an engine service cart, maintenance kit, lower unit service tool, safety jet, and transom plate. Respondents are asked to provide a capabilities package addressing these requirements, as well as cost estimates, information on existing contract vehicles, and details on small business utilization. Responses are due by October 16, 2024 via email to the provided contracting points of contact.

SUBJECT: Request for Information (RFI) – 40 HP Outboard Motor and Ancillary Equipment

1. NOTICE

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing 40 Horsepower (HP) Motors and Ancillary Equipment for the Combat Rubber Raiding Craft (CRRC) boats for USAF operators.

Special Warfare (SW) personnel are required to conduct inflatable boat operations and training in accordance with Air Force Instruction (AFI) 10-3504, V2 and AFI 16-1202, CL-1. The Inflatable boat is further recognized in its own Unit Type Code (UTC) 81ERC0, STT CBT Rubber Raiding Craft as well as the 81ESC0, STT SCUBA Operations as a support boat for dive operations.

The flexibility of the inflatable boat allows it to fulfill multiple mission roles during peacetime, military operations other than war, or combat missions, and can be utilized in any water environment. Mission roles include rescue and recovery operations during peacetime, as an infiltration/exfiltration platform during war, and as an administrative support platform or safety boat during training.

Inflatable boats will be deployed as the mission dictates but can be deployed by fixed and rotary-wing, and other larger maritime assets such as a submarine or from the shoreline. The flexibility of the inflatable boat allows it to be deployed by C-130/C-17 in an air-droppable configuration as either a

RAM-B package for inflation once in the water, or as a hard-duck in a fully operational boat strapped to a plywood platform and parachute. When deployed via rotary wing, The boat can be inserted and recovered by CH-47 as an internal load during low and slow operations or dropped by a UH-60 as a soft-duck (partially inflated) or K-Duck strapped to the bottom of the helicopter. The boat may also be inserted over-the-horizon by a commercial ship taking advantage of normal shipping routes, or by submarine from 60 feet in water depth.

The 40HP motor must support these mission roles.
