QUESTIONS AND ANSWERS

Q: Regarding Statement of Need 2a: "Meet door bundle requirements (48" x 30" x 66")," is there a need to provide some sort of handlebar lock that will prevent the handlebars from freely moving while conducting airborne operations? The motorcycle itself fits well within the dimensions listed, but where can I find the AFI/spec that details any additional requirements?

A: There are no requirements in addition to the dimensions to satisfy door bundle requirements.

The final modified product must be within those listed dimensions. Please see the Government’s Statement of Need attached to the solicitation for specific modification requirements.

Q: We have a question regarding the brand name. We would be able to provide these exact same bikes, but from Honda not Kawasaki. The only difference between the two bikes is that the Honda is fuel injected, and the Kawasaki is carbureted. The Fuel injection system helps it start easier and run better in cold weather and high altitudes. Would the government be willing to accept a Honda CRF110F as an alternative?

A: This acquisition is a Brand Name acquisition. The Government is looking specifically for Kawasaki. The Kawasaki KLX110Ls will maintain standardization and training requirements necessary for current missions in and around the airfield environment. Please see the redacted Justification and Approval document attached to the solicitation.

Q: One additional question: is the expectation that the Option will be ordered at the same time as the base order, meaning all 40 bikes will need to be delivered 90 DARO? A little more fidelity on delivery expectation for the option would greatly assist in accurately bidding.

A: We will notify the awarded contractor 15 days before we plan to exercise the option.

Q: The KLX110L comes with a standard clutch and does not have an auto clutch option.

The KLX110 does have the auto clutch. I realize base off of the solicitation guidelines that you guys might know this.

You want the 110L for ground clearance.

Do you know if there are some in the field that meet these qualifications? If so, can I get info on how it was done?

A: Market research has indicated that the KLX110L can be modified with an OEM auto clutch used on the KLX110.

Q: I can purchase an auto clutch from an aftermarket company called Rekluse. They specialize in this field. Would this be adequate?

A: No, the modification must utilize the OEM auto clutch.

Q: We are ending the 2020 year for these bikes and the new ones (2021) will be coming out the middle of June. I might be able to scramble up 40 pcs of the 2020, but it will be difficult.

Am I allowed to quote the 2021 models? There are no changes to the bikes A: This is acceptable as long as all specified requirements are met.

Q: Are you requiring CARC paint or any 'durable finish'? if so can you provide the paint code? Also: if you allow powder coat "OR" paint then bidders will paint and it will scratch/flake off.

A: CARC paint is not required. The requirement for all visible metallic components (ie. frame, engine, suspension) is that they be powder coated or spray painted with durable, heat, water, corrosion and UV light resistant flat black finish – with no specified paint code for the flat black finish.

Q: Are you requiring Kawasaki auto-clutch or Rekluse brand? My understanding from Kawasaki is there is no OEM clutch made for KLX110L other than the one we developed with Rekluse.

A: Kawasaki OEM auto clutch

Q: The factory warranty is only 6 months and is limited, will you require vendor vehicle issues to be covered for full year under item (4)?

A: Yes

Q: Are you going to require bidders be bonded to cover any repairs needed under the warranty?

A: We are not sure if or why bidders would need to be bonded to perform a repair. We are requesting one (1) year warranty on modifications.

Q: will shipping for these models be CONUS to DLA Consolidation point, or require shipment directly to Japan?

A: Shipping for the unit in question will be directly to Japan.
