(C) Critical - Would NOT be able to propose to requirement as written, completely missing scope, contradictory requirements between RFP documents, or other "show-stopping" issues with RFP.
(S) Substantive - important issue to address that might cause significant challenges to propose and/or to execute contract. Also, vague or missing requirements and misalignment of CLINs with SOW, CDRL, clauses.

Comment/Question Rationale Disposition of Comment (Government Only)
Sec. L 5 3.2.3 Would the Government clarify if the DDTC documentation is included in the page count for Entry Gate, or if it is to be included as an attachment to the Technical volume and not included in the page count?
Clarity of proposal requirements The DDTC documentation is to be included as an attachment. As an attachment, it will not be included in the 5 page limitation.
Sec. L 7 3.3.3 Would the Government clarify if the Contract Administration Office, DCAA and paying office requested are for the largest contracts held by the offeror where these offices have a role?
Currently some, but not all, of our company's contracts are reviewed by DCAA and we have multiple Contract Administration and paying offices.
Contact the main DCMA headquarters to find the cognizant Administration Office/ACO. Visit the DCMA website for department staff contact information.
Sec. L 6 3.3 Would the Government identify Sections F, G and I within the model contract or, if not provided, provide these sections?
Although Section K is clearly identified in the model contract, sections F, G and I are not clearly identified, or provided, which does not allow the offeror to address all contract requirements.

Section K –Representations, Certifications, begins on Pg. K-1 through K-37 Section L – Instructions to Offerors (separate file) Section M – Evaluation Factors for Award (separate file)
Sec. L 6 3.3 Would the Government clarify if the original copy of the SF 1449 (Section A) is separate from, or included within, Volume II?
It is unclear if the Government requires an original SF1449 be provided separately from Volume II or included within Volume II but without any hole punches.
The SF1449 is to be provided in Volume II. The original SF 1449 Section A is to be provided without hole punches.
