GUARDIAN ANGEL (GA)

Pre-Fabricated Barrel (PB)

Source Sought Synopsis/Request for Information

FA8629-19-R-5011

1. NOTICE

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.

2. BACKGROUND AND SCOPE

The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare Branch (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a pre-fabricated barrel (PB) solution for USAF Guardian Angel (GA) tandem parachute operations.

3. CAPABILITY GAP

The current Military Tandem Tethered Bundle (MTTB) capability is built around Military Tandem

Masters (MTM) employing mission equipment in a barrel system currently built in-house with a varying selection of barrels. Currently, it requires special training and qualification in order to build a barrel and requires hanging and spinning of the barrel to ensure it will fall appropriately and safely during deployment. This method is both time consuming and can introduce malfunctions during freefall operations. As a result of these deficiencies, GA is seeking to replace current legacy barrel systems.

4. INSTRUCTION TO POTENTIAL RESPONDENTS

Interested parties who desire to participate in this SSS/RFI are encouraged to submit responses that demonstrate they presently have the technology and qualifications to provide the system described above. Responses shall include the following information and address the topics below:

a. Respondent Data:

Company/Institute Name

State whether the company is domestically or foreign-owned (if foreign, indicate the country of ownership).

State whether the respondent is interested in being a prime or subcontractor for this requirement.

b. Describe your ability to design and build a product to meet the desired capabilities listed below.

If you are proposing a development to integrate existing of new subsystems, clearly describe your approach. Thresholds (T) are minimum performance required; Objectives (O) are desired performance if affordable and technically feasible.

1. Desired Performance Parameters

The PB shall be available with subdued colors and have no reflective surfaces (T=O).

The PB shall also be available in overt colors, per KSA 6.3.9 below, for non-combat search and rescue missions (T=O).

The PB shall be air deployable from C-130 and C-17. (T=O).

The PB shall be able to be packed and deployable from the AC without required spin testing

(T=O).

The PB System shall be capable of delivering a min of 600lb payload (T) 700lb payload (O).

The PB barrel will be compatible with current Butler Reserve parachute system in the GA inventory (T=O).

The PB barrel will be cylindrical or symmetric in shape in order to be stable during flight operations (T=O).

The PB will have an internally integrated strapping system which prevents strap displacement and/or damage (T=O).

The PB will be rated for 20 live drops (T) 40 live drops (O).

The PB System will include a removable inner barrel with integrated barrel removal straps in order to facilitate several different inner barrels (T=O).

Rationale: Different inner barrels are required to allow pre-packing for different alert mission requirements

The PB will have a quick access lid allowing access without derigging integrated straps

(T=O).

The PB shall be Modular (replaceable parts-lid, strapping system, main barrel, base cap, inner barrel, impact dissipating material, wheels) (T=O).

The PB System shall provide impact dissipating materials capable of protecting payloads (T=O).

The PB System shall include a replaceable/repairable wheel system, or equivalent, to roll on and off aircraft on pavement or approved surfaces (T=O).

The PB Components Materials will be resistant to the deteriorating effects of sea water (T=O)

The PB Components Materials will be chemical (gasoline) resistant (T=O)

The PB Components Materials will be flame resistant (T=O).

The PB Components Materials will be impact and puncture resistant (T=O).

The PB will be positively buoyant with full load (T=O).

The PB main barrel and components will be color configurable (T=O).

The PB strapping system shall be rated at 10-1 safety factor for load rating (T=O).

2. Training and Sustainment Requirements:

Training: Fielding of this new system will drive a minor requirement for initial training via

Mobile Training Teams (MTT) on the PB system for GA. HC-130 aircrews will only require training in line with other currently fielded MTTB systems. It will not require any additional certification or qualification requirements for HC-130J aircrew members.

Validated checklists or manufacturer operators/tech maintenance manuals, and New Equipment Training (NET) to be provided to operators and Aircrew Flight Equipment (AFE) riggers within 60 days of PB deliveries to fielded GA units.

Original Equipment Manufacturer (OEM) tech manual, specification sheet, and/or operations manual will be required for selected PB.

c. Based on your most-likely design, describe how the proposed system would be maintained

(assume 2-level maintenance, with the units providing basic O-level maintenance, and either the contractor or depot providing all higher–level maintenance). Initial spare parts/kits to support 12 months of unit level maintenance (if required). A National Stock Number (NSN) will be requested to allow units to fund follow-on devices via Operational and Maintenance (O&M) funds in later years.

d. PB requirement for maintenance beyond RQS/AFE capability should be identified.

e. Unit level maintenance should primarily consist of minor maintenance such as servicing, data collection, spares replenishment, inventory, and transportation.

f. Sustainment needs should include periodic required spare parts, required calibration, and servicing the system at home base and/or deployed operations.

g. Rough cost estimate (i.e. rough order of magnitude (ROM)) based on an optimum or varied pricing quantities. This is for Government budget planning purposes, and will not be considered a bid or binding in any manner. If development and/or integration is required to meet the system requirements in 4.b above, the Government also needs an estimate of the development cost based on complexity (for planning purposes only). Indicate whether the company is currently performing this type of work/whether the capability can be obtained under an existing

Government contract. Provide the contract number(s) and Government points of contact accordingly. If preferred, respondents may make this response verbally instead of in a formal written response. For planning purposes, the Government plans to procure approximately 108 units to reach full operational capability (FOC) for the Air Combat Command GA users.

Additional systems may be purchased by other MAJCOM GA users.

h. Describe any possible product improvements that could be made or are planned in the future.

i. Please provide specific details and rationale as to how compliance with FAR 52.219-14, Limitations on Subcontracting, would be achieved in the event the Government sets this requirement aside for small business. Include specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide the anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. If this effort is not set-aside for small business, small business utilization will be considered. Large and small businesses should provide a reasonable expectation for small business utilization as a percent of total contract value as well as supporting rationale for the recommended percentage.

5. RESPONSES, COMMUNICATIONS, AND ADDITIONAL CONSIDERATIONS:

a. The Government may contact respondents to obtain additional information or clarification in order to fully understand a company's response. This may include discussions, site visits, demonstrations, etc. to further the Government's understanding of a proposed solution, as well as a company's understanding of the Government's requirements.

b. Responses shall not exceed 15 pages (including cover page). Include technical and descriptive text and photographs/illustrations to provide sufficient detail. The submitted documentation becomes the property of the United States Government and will not be returned.
