ATTACHMENT 05

PRICING MATRIX INSTRUCTIONS

General Instructions:

As identified within Section L, Volume III Price; the following are specific instructions being provided to Offerors for completing Section J, Attachment 05 - Pricing Matrix.

Offerors shall enter the firm fixed price for all CLINs, Option CLINs, BANDs, Table Rates and Commercial Training Courses, as stated in Section L, Volume III Price, for each fiscal year.

Cells shaded black shall not be priced. Refer to Section J, Attachment 16 – Cross Reference Matrix, for the respective PWS paragraphs associated with each CLIN.

The Bidder’s Library contains relevant historical data for FY11 through FY14. Offerors shall utilize this information as deemed applicable and appropriate by each respective offeror.

CLIN prices shall include all costs associated to fully execute the requirements listed within the contract documents for the related period of performance. See the Model Contract for payment information.

CLIN Pricing Specific Instructions:

CLIN Matrix:

a. Option CLIN 0001 – 30-Day Transition: This CLIN price shall include all costs associated with transition requirements. Only one Ramp-Up Transition CLIN will be exercised.

b. Option CLIN 0002 – 60-Day Transition: This CLIN price shall include all costs associated with transition requirements. Only one Ramp-Up Transition CLIN will be exercised.

c. Option CLIN 0003 – 90-Day Transition: This CLIN price shall include all costs associated with transition requirements. Only one Ramp-Up Transition CLIN will be exercised.

d. Option CLIN Series X004 – Transition to Successor in FY19, FY20, FY21, FY22, or

FY23: The CLIN price shall include all costs associated with the transition requirements.

This 90-day transition shall be priced for each of the FYs identified. Only one Ramp-Down Transition CLIN will be exercised.

e. Option CLIN Series X005 – UH-1N Weapon System Trainer (WST) / Operational Flight Trainer (OFT) Helicopter Terrain Awareness Warning System (HTAWS) and Traffic Collision Avoidance Device (TCAD) Concurrency Modification: This option CLIN shall be priced to allow for option exercise by 30-Sep-16 and 30-Sep-17. This CLIN will only be exercised up to one time.

f. Option CLIN Series X007 – Technology Insertion: This option CLIN shall not be priced.

The Government has established a value of $200,000 for evaluation purposes only based upon historical averages. The Government will utilize this same dollar amount within each Offeror’s TEP.

g. Option CLIN Series X008 – Courseware: The CLIN price shall be developed by utilizing relevant historical data. Offerors shall include, within their price, ample projected future growth based upon contractor assumed risk levels.

h. Option CLIN 1009 – Authority to Operate (ATO) HC-130P: This CLIN price shall include all costs associated with development/support of initial ATO for HC-130P.

i. Option CLIN Series X010 – Training System Support Center (TSSC): The CLIN price shall be developed by utilizing relevant historical data. Offerors shall include, within their price, ample projected future growth based upon contractor assumed risk levels.

j. Option CLIN Series X011 – Cybersecurity: This CLIN price shall include all costs associated with Cybersecurity requirements.

k. Option CLIN Series X015, X130, X138, and X146 – CLS by Site: The CLIN price shall be developed by site utilizing relevant historical data and anticipating HC/MC/C-130J student growth. Offerors shall include within their price fluctuations in the asset utilization based upon contractor assumed risk levels.

l. Option CLIN Series X016, X131, X139, X147 – Student Services: The CLIN price shall be developed by site utilizing relevant historical data and anticipating HC/MC/C-130J student growth. Offerors shall include within their price fluctuations in the number of students based upon contractor assumed risk levels.

m. Option CLIN Series X017, X132, X140 – Government Facility and Physical Security:

This CLIN price shall include all costs associated with Government Facility and Physical Security requirements.

n. Option CLIN Series X018 – Simulator Database Repository: This CLIN price shall include all costs associated with Simulator Database Repository requirements.

o. Option CLIN Series X019 – Console Operation for CV-22 Government Use Time and Scheduled Training Time: This CLIN price shall include all costs associated with Console Operation for CV-22 Government Use Time and Scheduled Training Time requirements.

p. Option CLIN Series X020, X136, X144, X150 – Instrument Refresher Course (IRC):

This CLIN price shall include all costs associated with IRC requirements per class offering.

q. Option CLIN Series X128 – Training Device Relocation - Kirtland AFB: This CLIN price shall include all costs associated with relocation of a full motion high fidelity training device at a distance not to exceed one (1) mile on Kirtland AFB and assisting the government with new facility assessment.

r. Option CLIN Series X129, X137, X145, X151 - Crew Resource Management (CRM):

This CLIN price shall include all costs associated with CRM requirements.

Add Device Option Matrix:

s. Offerors shall enter the CLS and TSSC price for each add option device, by site. These option prices shall be developed IAW the same CLS and TSSC requirements, as defined within paragraphs k and i above. CLS price will be added to Option CLIN Series X015, X130, X138, and X146 – CLS by Site. TSSC price will be added to Option CLIN Series

X010-TSSC.

Distributed Mission Operation (DMO) Preparation, Event Support, and Debrief:

t. Option CLIN Series X012 – DMO: Offerors shall enter the price for each “BAND”, defined by hours of DMO event support.

Database Generation System (DBGS):

u. Option CLIN Series X014 – DBGS: Offerors shall enter the price for each “BAND”, defined by quantity, for Geocells, Target Areas, Objective Areas, Airfields, Models, and

Routes using Section J, Attachment 01 - Performance Work Statement (PWS) and Attachment 02 – Database Design Requirements.

Aircrew Instruction:

v. Option CLIN Series X021 through X126 – Kirtland Instruction Bands, X133 through

X135 – Moody Instruction Bands, X141 through X143 – Davis-Monthan Instruction Bands, and X148 through X149 – Andrews Instruction Bands: Offerors shall enter the price for each “BAND”, defined by the quantity of students for each MDS-specific course syllabus, for each site. Each BAND price shall include all syllabus requirements.

Opposing Forces Operations (OPFOR) Training:

w. Option CLIN Series X127 – OPFOR Training: Offerors shall enter the price for each

“BAND”, defined by number of events per year, using Section J, Attachment 21 – OPFOR Requirements and relevant historical data.

Commercial Training:

x. Option CLIN Series X013 – Commercial Training: Offerors shall enter the provider, location, and price for each Commercial Training course for each student and crew for FY17 only, to include all administrative, ancillary, consumption, etc., fees and costs.

Table Rate Specific Instructions:

Offerors shall provide fully burdened labor rates, by FY, for Offeror-defined labor categories to accomplish the requirements of this contract. Fully burdened rates shall include profit, direct costs, indirect costs, and any other ancillary costs. Labor categories subject to the Service Contract Act and/or Department of Labor Wage Determinations shall also be included. Offerors shall include within the Table Rate Matrix the skill set requirements for each proposed rate.

Table Rates submitted shall be utilized for all Engineering Change Proposals (ECPs) without exception.

Offerors shall submit to the Government every 36 months a cost element breakdown of all Table Rates to allow DCMA, DCAA and or the PCO to perform a cost analysis between the most current FPRR or FPRA and the competitively priced Table Rates. The results of the cost analysis will be utilized to determine if the competitively priced Table Rates are still in the Government's best interest or not. If they are determined to be in the Government's best interest, the competitively priced Table Rates will continue to be utilized for all future ECPs. However, if the competitively priced Table Rates are determined to not be in the best interest of the Government, they will not be utilized for any future ECP(s), until such time that they are re-determined to be in the best interest of the Government.

Table Rates shall be valid for the entire period of performance of the contract without any economic price adjustments except for Service Contract Act and Wage Determination adjustments.

The Government will utilize the aggregated average of all individual Table Rates provided and then will apply 15,000 man-hours to establish a reasonable means to evaluate the proposed Table Rates. The total extended value will be included within the Total Evaluated Price. See Table Rates example provided in pricing matrix.

Table Rates shall apply to all current places of performance and, if applicable, the Offeror shall delineate Table Rates by place of performance.

Table Rates will only apply to the Prime Contractor. All other direct hourly rates for subcontractors will be as reviewed and evaluated on each ECP.
