Single Source Justification (Simplified Acquisition)
CUI // Controlled Unclassified Information (CUI)

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFMC AFLCMC/WLMK (C17 GLOBEMASTER III)
Project/Program Name: C-17A Headset Receptacle Panel Test Equipment
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $63,000.00
Section B: Description of the Supplies/Services Required
Headset Receptacle Panel (HRP) test equipment, representative of the C-17 Intercommunication System (ICS) and flight deck headset interface, is required in order to conduct electromagnetic interference (EMI) testing to ensure Active Noise Reduction (ANR) headsets will not interfere with the C-17 Aircraft or Equipment when plugged in. Will need functional verification, operating documentation, and delivery of the HRP test equipment, and additional EMI test support from the supplying agency.
Section C: Justification for Soliciting from a Single Source or Brand Name
In order to conduct the EMI tests of the candidate ANR Headsets, the test will require the use of interfacing equipment to properly assess any EMI associated with the headsets. In order to support any receiving audio from the headsets, the Government requires an integrated management system to route the audio. Current Boeing capabilities are in use at Boeing's Long Beach lab to support high priority demand developments; due to the current COVID environment and higher priorities, waiting for use would cause major schedule impact to qualifying ANR headsets. Telephonics developed HRP test equipment 20 years ago in support of the requirement for a new C-17 ICS system that could be used to conduct the EMI test and represent the C-17 ICS system. This HRP test equipment is owned by the Government, but the Government does not have current documentation or insight into the HRP test equipment. In order to move forward with the ANR Headset EMI test using the HRP equipment, operational functionality of the HRP test equipment needs to be verified and operating procedures need to be documented. Telephonics is the only source who knows the HRP design, including the electrical and control audio characteristics of this LRU. They have the test tool that can be connected to the HRP to simulate audio routing to the headset during EMI/EMC testing. The HRP testing equipment is available and Telephonics will provide a detailed operational manual to support the EMI/EMC testing. If another contractor were to perform this requirement, it will cause major schedule and cost impact to support the EMI/EMC test since the HRP is a smart box with complex digital to analog control audio conversion circuitry. It would take time to have the knowledge to design a tool and support the EMI/EMC testing.
Section D: Efforts to Obtain Competition
Market research did not identify another company able to provide the HRP test equipment. Contracting issued a Sources Sought synopsis and no responses were received.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
To preclude future single source/brand name awards, documentation requirements as part of this effort will limit our reliance on Telephonics, if Government use of the equipment is needed again. Additional market research will be conducted to determine if other sources are capable of future activities, and sources sought synopsis will be issued.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
