COMMAND AND CONTROL CAPSULES FOR THE C-17A

GLOBEMASTER III

This document defines the operational capabilities needed for new U.S. Air Force (USAF) command and control CAPSULES that will be loaded into the cargo compartment of the C-17A

Globemaster III for the transport of and use by personnel during flight operations. The

CAPSULES shall be certified to permit occupancy and use of all functioning equipment during all phases of flight. The CAPSULES shall provide a private enclosed work and rest environment, physically separated from the flight crew and passengers. The private area is referred to as the Senior Leader Suite CAPSULE compartment (SLS) in this document. The remainder of the CAPSULES configuration is termed the Conference Room/Staff Area

CAPSULE compartment (CR/SA). The new CAPSULES shall be designed to connect to existing USAF Communications Assets/ communications support pallets (e.g., Steel Eagle).

Two separate CAPSULE compartments (one for the SLS and the other for the CR/SA), shall each be permanently mounted to their respective supporting platform. The SLS and CA/SA shall be loadable onto the C-17 using existing Air Force material handling equipment (MHE).

The loading/ restraint /unloading of the CAPSULES in the C-17 Aerial Delivery System (ADS) shall be certified prior to operational employment of the CAPSULE.

The first CAPSULE (loaded closer to the nose of the C-17) shall house the SLS and the second

CAPSULE (loaded behind the SLS) shall house the CR/SA. When loaded on the aircraft, both

CAPSULES shall be joined together such that their mating surfaces are flush to each other with no gaps present, in order to minimize noise intrusion from the cargo compartment. The USAF

Communications Assets/ communications support pallets will be loaded behind the CR/SA

CAPSULE.

The total length of the CAPSULES (SLS and CR/SA together) shall occupy no more than five

(5) standard 463L pallet positions, on the 108 inch bias. Additional sizing requirements are:

The SLS and CR/SA shall individually not exceed the length of a three 463L pallet train

(264" plus 3” for spacers).

The maximum height of each CAPSULE compartment and its mounted platform is 123” from the top of the aircraft ADS rollers.

The maximum width for loading and unloading of each compartment is 120" W (+/- 60” from centerline), which is required to avoid impact with the C-17’s aft fuselage strakes.

Note: The SLS and/or CR/SA may be designed to expand its width after loaded inside the aircraft, at the discretion of the contractor.

The CAPSULES shall remain fully functional in all environments in which the C-17 is approved for operation to include unpressurized flight. The operational threat environment for the

CAPSULES shall be the same as the C-17. The CAPSULES are not intended to provide any additional protection to its occupants over that already provided by the C-17 with respect to anti-personnel weapons; anti-aircraft weapons; laser based weapons; electronic attack; conventional air-to-air, surface-to-air, and surface-to-surface weapons; and nuclear, biological, and chemical contaminants.

Three sets of CAPSULES are requested. The first CAPSULE set will be an engineering prototype for the contractor to conduct all testing needed for airworthiness certification and NDI integration testing. Required testing will include static and dynamic load testing to prove structural strength of the seats and attachment structure inside the SLS and CR/SA, per MIL-

HDBK-516C. The CAPSULES must be able to withstand loads during all phases of flight to ensure safety of occupants, to include possible crash and emergency water landings while maintaining the integrity of personnel egress paths out of the CAPSULES. Additional airworthiness test requirements will include electrical, environmental /human factors, acoustic, cybersecurity, EMI/EMC, personnel egress and integration testing of all components in the

CAPSULES functioning together. The Government desires that components and materials for

CAPSULES hardware be Non-Development Items (NDI) currently available from industry. For cost avoidance, the prototype CAPSULE set may have some scaled-down components (e.g., mock-up seats, flat screen monitor, etc.) that replicate full production equipment, if not required for airworthiness testing.

NOTE

The MIL-HDBK-516C requirements referenced above are not all-inclusive. MIL-HDBK-

516C will be tailored and definitized as part of the technical Certification Basis for the

CAPSULES before a formal Request for Proposal (RFP) is posted to FedBizOps

The contractor shall ensure that Electromagnetic Interference / Compatibility (EMI/EMC) certification of all electronically-powered equipment in the CAPSULES is accomplished as part of the Certification Basis for the CAPSULES. EMI/EMC laboratory testing may be performed by the Air Force Research Laboratory (AFRL/RY) and approved by Air Force

Life Cycle Management Center’s Avionics Engineering Branch (AFLCMC/EZAC), in accordance with AFI 11-202 (V3) and MIL-STD-461F. If EMI/EMC testing is performed by a non-governmental organization, the contractor shall provide test artifacts to the Air Force for review and approval.

After successful completion of required testing, the Government intends to procure and field two sets of production CAPSULES based on the final airworthy configuration. After the dynamic impact load test is conducted, the contractor will provide a written technical assessment and recommendation on the feasibility of repairing and upgrading the prototype CAPSULE set to the airworthy, production configuration.

The graphic below indicates Notional Layout of Passenger Accommodations (NLOPA). The Air

Force acknowledges that layout/placement of specific amenities are contingent on specific sizes of items and space availability inside the CAPSULES.

Requirements Table. The detailed capabilities (requirements) sought for the new CAPSULES are defined below and separated into two categories:

- Required - describes the minimum acceptable capability or level of performance

- Desired - denotes a desired level of performance, beyond the minimum required.

For the rows where separate columns are not shown for required vs. desired capabilities, the Air

Force is expecting the new CAPSULES to meet the single criterion listed.
