KC-46 Initial Spares (KIS) Common Questions and Answers
Should an RFP be issued, any information contained within the final RFP supersedes this document.
Please carefully review the final RFP which will include all conclusive decisions made by the Government.
1) Will technical data be available to support the requirement?
The USAF is only looking to acquire parts, not repair or service parts, so there will be no technical data included in any particular solicitation. After award of the ID/IQ and when the USAF has a requirement, only the parts list to include part numbers, delivery timeframe and location will be provided with the Fair Opportunity Proposal Request (FOPR) at this time.
2) Can you clarify the level of pricing that is to be submitted as part of the base ID/IQ award?
For the base ID/IQ award, the USAF is requesting the price for the vendor to attend a Post Award Conference to be submitted as outlined in Section L and M. Additionally the Government may require the Offeror to provide pricing for all the parts it can provide on the eligible parts list. If this request is made, the Government does not intend on evaluating the actual prices at that time but rather use them to further validate that the Offeror can in fact provide a minimum of 90 parts. Please carefully review the final RFP that will include all conclusive decisions made by the Government.
3) How do you plan to evaluate a Post-Award Conference (PAC) as fair and reasonable price?
Section M, paragraph 2.6, addresses how the USAF plans to evaluate price. It states “The Price Volume will be evaluated for (1) completeness, (2) reasonableness and (3) Total Evaluated Price (TEP).”
4) The KC-46 is a commercial aircraft, why are you asking for a FAR 15 proposal instead of a FAR 12 proposal?
KC-46 is a commercial derivative aircraft and we are requiring a FAR Part 15 proposal to be submitted to compete and be placed on the MAC IDIQ. The subsequent delivery orders will then be competed using FAR Part 16.5 procedures.
Based on market research at this time, all of the spare parts we intend on procuring may not be commercial. Therefore, we are not able to fully utilize FAR part 12 procedures.
Furthermore, per DFARS 215.300, “Contracting officers shall follow the principles and procedures in Director, Defense Procurement and Acquisition Policy memorandum dated April 1, 2016, entitled “Department of Defense Source Selection Procedures,” when conducting negotiated, competitive acquisitions utilizing FAR part 15 procedures.”
DoD Source Selection Guide, paragraph 1.2.1 then states, “These procedures are applicable to all competitively negotiated procurements meeting the requirements in paragraph 1.2, except those using:
• FAR part 12, Acquisition of Commercial Items, only if FAR part 12 is used solely in conjunction with part 13, Simplified Acquisition Procedures, or part 14, Sealed Bidding; and not used with FAR subpart 15.3, Source Selection (see paragraph 1.2.2)”
FAR Parts 13 and 14 are not being utilized since the scope of this MAC IDIQ does not meet the requirements to use these methods. After the MAC IDIQ is awarded, each awardee with provide a proposal in response to each Fair Opportunity Proposal Request and will be evaluated based on FAR Part
16.5 procedures.
5) What is the intent of Entry Gate 1 (FAA Capability)?
The intent of Entry Gate 1 is to quickly evaluate and determine that a potential vendor can provide an 8130-3 Authorized Release Certificate, Airworthiness Approval Tag with every single spare item that is delivered. As a result of industry day, the USAF learned that there may be additional certifications a vendor can provide that may also meet the intention of the Entry Gate 1. The USAF is looking into these, and any changes/specifications in requirements will be reflected in the final Request for Proposals (RFP).
6) Could you please elaborate more on the Fair Opportunity piece?
After the MAC IDIQ is established a Request for Proposal/Quote (aka. Fair Opportunity Proposal Request (FOPR)) will be sent to each vendor that was awarded, through competition to be on the MAC IDIQ. The FOPR will request that the vendors on the MAC IDIQ provide pricing for all the parts based on the required quantities and delivery location. Once all the offers are received, the Government will evaluate each spare part using the criteria outlined in the ordering procedures that will be attached to the final RFP.
7) Will ISO:9001 certified parts providers be allowed to be part of the program?
At this time, the USAF has not stated whether an ISO: 9001 certification will be required to meet any of the criteria as an evaluation factor. Any certifications required, will be specifically stated in Section L and Section M.
8) Do contractors need to be AS9120 REGISTERED or is CERTIFIED okay?
See response to Question 7.
10) Will we need to better understand pricing associated with rotable LRU, structures, components, panels, interior, military parts? What happens to LRUs that come off?
This requirement is for initial spares only and does not include supply chain management or repair of parts. The USAF is looking just for the delivery of initial spare parts listed in each Fair Opportunity Proposal Request (FOPR).
11) What is the estimated quantity for the delivery orders? And how does it correlate with the Eligible Parts List?
The Eligible Parts List is a list of parts that may or may not be required throughout the life of the ID/IQ.
After the base ID/IQ is awarded and when the USG has a requirement for spare parts, a Fair Opportunity Proposal Request (FOPR) will be issued. It is at this time that Contractors who were selected to be on the ID/IQ can propose to the spare parts requested. The FOPRs will specify the parts needed, the quantity of these parts and the shipping destinations required so the Contractors can propose accordingly. All parts requested in a FOPR will have come from the Eligible Parts List. Thus, the estimated quantity for the delivery orders is undetermined at this time.
12) How will price adjustments work?
If you're selected for the MAC ID/IQ and the USAF gets a requirement for parts (quantity, delivery location) then the USAF will put out a FOPR for those items. A Contractor’s proposal will include just-in-time pricing for these parts, along with delivery schedule to a specific location, so there is no need for any price adjustments.
14) Can Contractors bid on some or all of the parts on the parts list?
The total number of parts that an Offeror can supply should be contained in their proposal.
15) Can you further explain Draft Section M, 2.5.3.1, "Documented Lead Times"? Is it after order or lead times?
The Government is requesting that the Offeror provides average lead times for all the parts it is capable of providing with an 8130-3 tag from the eligible parts list. This information will only be used to verify that the Offeror is in fact able to provide the minimum requirement of 90 individual parts.
If an Offeror is selected to be included on the MAC IDIQ, a FOPR will be sent to each awardee with a select number of parts from the eligible parts list to provide just-in-time pricing and delivery times. At this time, both of these criteria will be evaluated based on the ordering procedures that will be attached to the MAC IDIQ.
16) Will we be paid upon delivery of each spare part or after all the parts on the entire order have been delivered?
At this time, the awardee of the order will be paid for all spare parts after they have been delivered, inspected and accepted IAW with the applicable regulation.
17) Are Commercial Item Determinations going to be required?
At this time, if a spare part has not been pre-determined commercial by the KIS team and the Offeror believes it is, then the Offeror shall comply with the requirements outlined in the FAR and its supplements as it pertains to supporting its position on a commercial item for each FOPR.
18) Will this be open to Small Business? Will there be a Small Business set aside?
At this time, this procurement will include two separate pools: Unrestricted and Small Business. More details will be provided with the final RFP.
19) When is the final RFP going to be released?
At this time, we are projecting that the final RFP will be released no later than 1 Oct 2021.
20) Can you share a list of all the companies that attended the Industry Day?
