Night Fighter Tactical works closely with Harris Night Vision (formerly
ITT/Exelis). We would be very interested in supplying night vision goggles and devices to the U.S. Air Force.
If vendors are interested in providing items to the Air
Force vendors are able to propose to the Try Decide Buy
Solicitation as a prime or establish a teaming arrangement.
Section M, paragraph 3.5
Limiting the mandatory requirement to one (1) of the four (4) core NAICS codes (314999, 315990, 333314, and 339113) is VERY restrictive. If it is the intent of the Government to focus mainly on procurement of Textile
Mills, Apparel, Machine Manufacturing, and Surgical Appliances, why include the other NAICS codes in Table 3.3.1 of the SOW? We are a small business that is capable of providing products/services representing
"latest commercial technology", under three other NAICS Codes (334220, 334290, and 336413) listed in Table 3.1.1 and in fact we have several
U.S. Government MAJCOMs and other agencies that are very interested in acquiring our products/services and are needing a contract conveyance, like TDB, to help them get capabilities to the warfighters.Remove the Section M, paragraph 3.5 hard requirement to demonstrate contract performance in one (1) of the four (4) core NAICS
Codes. If the other (non-core) NAICS Codes are going to continue to be included in Table 3.1.1, give them all equal weight in your evaluation criteria.
The offereror's shall be registered and capable of delivering supplies under at least one of the four core
NAICS codes IAW section M paragraph 3.5.
Section L, para. 4.2.5.1
Section L, para. 4.2.5.1 states, "The government will review the offeror's initial proposal for documentation which demonstrate that the offeror has the capability to ship products CONUS/OCONUS." QUESTION: What kind of documentation will the government accept as a demonstration of that capability to ship products CONUS/OCONUS?

Yes, offerors shall provide documentation of contract performance by providing the appropriate copies of contracts. reference Section L, paragragh 4.2.7.2

Section M, para. 2.1
This paragraph heading references "Statement of Work (SOW) paragraph
3.7" However, there is no paragraph 3.7 in the SOW. Would the
Government please provide the SOW paragraph that discusses the
"gates?" Corrected to read paragragh 3.5
Does the Government have a expectation or target for lead time for material supply on products provided under the TDB contract DO’s or will each DO have requested lead time based on the individual and specific product being solicited for?
Each Delivery Order will have its own specified requirements/ lead time/delivery date.
What is the Government’s estimate of the number of DO’s to issued annually under the MAC IDIQ?
No estimation of the number of Delivery Orders, however the contract ceiling is $950m
Does the Government have an expectation, a minimum number or minimum % of DO’s that each contractor who is awarded under the
MAC IDIQ contract would be required to respond to?
The Government is set a minimum order for each vendor under the IDIQ. Once the minumum order has been met for each vendor each DO will be competed.
Section L Paragraph
4.2.7.2 and Section M paragraph 3.5 cover documentation of contract performance.
If an offeror has a single Government Multi-NSN ID/IQ contract that is a core NAICS code contract and the contract has well over 20 relevant
NSN’s or part numbers, would that single contract with several NSN’s be acceptable and satisfy both requirements for one (1) contract out of the core NAICS Code in SOW paragraph 3.1.1 and two (2) contracts out of the entire scope of NAICS Code in SOW paragraph 3.1.1 particularly since the Government has bundled 10, 20, 30 or more relevant Try-
Decide-Buy NSN’s/part numbers/products under one contract. It would seem a single contract of this nature would satisfy the intent spirit of
Subfactor 2: NAICS Code.
The offeror shall provide a total of 3 contracts to meet the requirement in section L para. 4.2.7.2
Will each DO solicited under the MAC ID/IQ contract have a single line item for a single product or service or multiple line items for a variety of products or services. If multiple lines for varying products or services, will the Prime be required to bid on all line items being solicited within each individual DO?

How will a company be notified they can participate in the TBD IDIQ?
Once the Government releases the final RFP then offerors submit proposals and the Government will evaluate proposals based off Sec L&M. Government will make contract award to offerors who meet the requirements and will be notified.

Evaluation Factors
We suggest the government utilize past perfomrance on other Multiple
Award IDIQs as part of the evaulation factors. This will ensure respondents have appreciable supplier networks that can facilitate the large breadth of equipment types and suppliers the government may require.
The government will not be evaluating past performance.
Section M, Paragraph 3.0
Evaluation Factors
We suggest the government utilize a pricing evaluation list of 25-50 products that have historically been purchased by the government to be included as an initial evaluation factor. This will ensure respondents have actual distributor or supplier agreements in place for the types of items the government intends to procure.
The government will not be utilizing a price evaluation list. Price will be evaluated at each Delivery Order.
Section M, Paragraph 1.2
Number of awardees
We suggest the government limit the number of awardees to less than 8.
In our experience with other Multiple Award IDIQs, the greater the number of awardees, the slower the acquisition process will be.
In accordance with Section M paragraph 1.2 "The
Government anticipates awarding the TDB MAC IDIQ to approximately 10-12 qualified small businesses. The government reserves the right to award more or fewer contracts, if it is determined to be in the best interest of the government."
