About this file
This is an appendix document (Appendix A) that provides detailed technical specifications for two electric dock levelers to be installed at Building 2190 at Joint Base Charleston, South Carolina. The document is dated November 7, 2024 and was prepared by AFLCMC/EZPAE.
The specifications require the dock levelers to support a 10k forklift with a minimum capacity of 32,000 pounds, featuring an electrically adjustable ramp that can reach 12 inches above and below level position. Each unit must measure 8 feet wide by 7 feet long with a 15-inch extending lip, constructed of steel tread plate (1/4 inch thick ramp, 5/8 inch thick lip). The systems must include safety features like toe guards, maintenance struts, and NEMA Type 4X enclosed controls with push buttons for raising/lowering the ramp, extending the lip, and emergency stop. Installation requirements specify secure anchoring with minimum eight anchor bolts per side, welded support shims, and protective bumpers measuring at least 6 inches wide by 12 inches high. Power distribution must comply with NFPA 70 standards, with building power available within 150 feet of the dock levelers.

1. SCOPE
This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for electrically controlled dock levelers for the 437th Aerial Port
Squadron (APS), Building 2190, at Joint Base Charleston, South
Carolina. The work shall be completed in accordance with this appendix. This appendix covers all equipment, materials, and labor necessary to complete the installation of the dock levelers.
2. REQUIREMENTS
2.1. SYSTEM DESCRIPTION
A total of two (2) exterior type dock levelers shall be installed. Each dock leveler shall provide an electrically adjustable ramp that shall support a 10k forklift as it moves between the building dock and the transport vehicle’s bed. The dock leveler shall interface with transport vehicles of various heights and shall provide a smooth, safe transition between the dock and the transport vehicle’s bed.
2.2. PERFORMANCE AND PHYSICAL CHARACTERISTICS
2.2.1. OPERATION
Each dock leveler shall be an electrically powered. The operational characteristics of the dock leveler shall be such that when the operator pushes a control button, the platform shall raise to the desired height and the hinged lip shall extend. When the button is released, the platform shall slowly settle onto the truck bed. Operation shall also permit lowering the ramp below dock level without extending the end lip. The dock leveler shall be capable of reaching a minimum of 12 inches above and 12 inches below the level position.
2.2.2. LOAD CAPACITY
The dock leveler shall have a minimum capacity of 32,000 pounds and shall be designed with a minimum two-to-one safety factor based on yield strength.
2.2.3. DEFLECTION UNDER LOAD
When fully loaded and in operating position, no portion of each dock leveler shall exhibit plastic (permanent) or elastic deformations greater than 0.28 percent of the unsupported span.
JB Charleston – Appendix A - Page 2
2.2.4. LEVEL POSITION
When in the level position, the top of each dock leveler ramp shall be no more than 1/4 inch out of level with the surrounding support structure. When in the level position, each dock leveler shall provide a stable surface that moves no more than
1/4 inch whenever driven over by a 10k forklift truck with a maximum gross weight of 32,000 pounds.
2.2.5. TILTING CAPABILITY
The ramp and lip shall be capable of tilting a minimum of four inches over the width of each dock leveler, measured vertically, to accommodate truck beds that are not level.
2.2.6. FLOAT
The dock leveler shall be constructed to provide automatic compensation (automatic float) during the loading and unloading of transport vehicles. When the ramp is extended so as to rest on the bed of a transport vehicle, the ramp shall automatically adjust up or down with the movement of the bed resulting from the compression or expansion of the vehicle springs due to the load factor.
2.2.7. DIMENSIONS
Nominal dimensions for the working surface shall be 8 feet wide and 7 feet long with the lip extended. The dock leveler height shall be nominal 43.5 inches, level with the adjacent surface.
2.2.8. RAMP AND LIP CONSTRUCTION
The ramp of the dock leveler shall be constructed of steel tread plate with a minimum thickness of 1/4 inch. The lip of the dock leveler shall be constructed of steel tread plate with a minimum thickness of 5/8 inch and shall have a chamfered leading edge.
The lip of the dock leveler shall extend a minimum of 15 inches beyond the edge of the dock.
2.2.9. LIP KEEPERS
While the dock leveler is in the storage position with the ramp level, the edge of the lip shall rest on lip keepers.
JB Charleston – Appendix A - Page 3
2.2.10. TOE GUARDS
The dock leveler shall have toe guards to protect personnel from getting any part of a foot caught between the dock leveler ramp and the surrounding surface. This safety feature shall be effective over the entire operating range of each dock leveler.
The toe guards shall be rigid enough to prohibit placement of a foot under the ramp.
2.2.11. MAINTENANCE STRUT
The dock leveler shall have a maintenance strut which shall support the ramp and lip in the inclined position, for use during periods of service.
2.2.12. ANCHORING
The top rear of the dock leveler shall be securely anchored to the interfacing concrete building dock. An anchoring beam or plate shall be provided on each side of the dock levler to adequately distribute the load. The dock levler shall be anchored with a minimum of eight (8) anchor bolts on each side.
2.2.13. SUPPORT SHIMS
Support areas of the dock leveler shall be shimmed such that there is firm contact between the ground and the leveler. Shims shall be a minimum of 3 inches by 4 inches. Shims packs shall be welded together and welded to the leveler.
2.2.14. BUMPERS
Bumpers shall be provided to prevent damage from truck impacts.
Two bumpers shall be provided, one on each side of the leveler.
Bumpers shall measure a minimum of 6 inches wide by 12 inches in height. The bumper attachment/anchoring method shall be approved by the Contracting Officer’s Technical Representative
(COTR).
2.3. ELECTRICAL CHARACTERISTICS
2.3.1. POWER SOURCE
The Contractor shall furnish and install all necessary wiring and equipment for power distribution to the system in accordance with NFPA 70. The building supply power panel is located a maximum of 150 feet from the dock levelers.
JB Charleston – Appendix A - Page 4
2.3.2. CONTROLS
Dock leveler control boxes shall be mounted to nearby building columns adjacent to the corresponding dock leveler or floor mounted on a petal next to the column adjacent to the corresponding dock lever. The operator shall be able to visually observe dock leveler operations while operating the controls. Push buttons shall be provided to control the raising and lowering of the ramp, the extension of the hinged lip, and an emergency stop. Unless otherwise specified, labels for each operator control shall be etched aluminum with the etched area painted black or engraved laminated plastic with contrasting colors. Paper labels, painted plastic labels, stickers, tape, and similar types of labels shall not be acceptable. Labels shall be securely attached to the station in a method that prevents accidental removal, will last at least 15 years in the installation location, and resists attempts at removal with common tools. Push button station shall be of rugged design and positive in operation; no less than NEMA Type 4X enclosures shall be furnished. Buttons shall be the constant contact type so that operation will cease immediately on release of button.
2.3.3. MOTORS
The dock leveler shall be equipped with a totally enclosed motor. Each motor shall not exceed its rated capacity under full load conditions of each dock leveler. The motor shall be equipped with a thermal overload device on each phase as specified in NFPA 70, Article 430, Part C. The motor shall not restart automatically when the overload device is reset.
