Q&A FOR FA8604-25-Q-B005 MQ-IC RR Trailer Paint Contract /Gray Eagle Trailers

1. What is the approximate total surface area or detailed breakdown of part quantities, dimensions, and materials (e.g., steel, aluminum) for each lot to assist with accurate pricing and capacity planning?

1A. The drawings provided are to scale and should have enough dimensioning detail to estimate the required surface areas. The parts list of the RFQ packet has quantities of each part per lot, which all have the same material (aluminum) with mostly stainless fasteners, some grade 5 / zinc plated ones, and some primed steel plates around the tie downs.

2. Does the government supply the paint, primers, or any materials, or is the contractor responsible for procuring them? If contractor-supplied, are there approved vendors or specific formulations required?

2A. The gov doesn’t provide any supplies except for masking. The paint specs are called out on the parts list, and in the drawings.

3. Are there any environmental or safety certifications (e.g., EPA compliance, VOC limits) required for the painting process, given the aerospace application

3A. A listing of applicable federal and state environmental and safety regulations should be available online.

4. The government handles masking/unmasking and disassembly/reassembly. Will parts arrive pre-prepped (e.g., cleaned, sandblasted), or does the contractor need to include any preparation steps?

4A. Contractor is responsible for cleaning, bead blasting, and pretreating parts at their facility. Gov personnel will travel to contractor facility after this is complete to do the masking.

5. How will parts be packaged and transported to minimize damage, and what liability does the contractor assume during possession?

5A. Parts will be transported to/from the contractor facility by gov vehicle. Contractor is responsible for packaging the finished parts. Contractor assumes full liability for parts during possession.

6. Since it's Lowest Price Technically Acceptable (LPTA), how will "fair and reasonable price" be determined—e.g., comparison to independent government estimate, historical pricing, or market research?

6A. See FAR 13.106-3(a) for how price will be determined fair and reasonable.
