About this file

This single source justification document outlines the requirement for a solid state media disintegrator to satisfy the National Security Agency's approved introduction into classified processing areas. The Air Force Life Cycle Management Center requires a single-piece device with a footprint of under 50" x 50" that can destroy SIM cards, flash drives, circuit boards, solid state drives, cell phones, tablets, CDs, DVDs, and Blu-ray discs up to the TS/SCI classification level. Through market research, the Data Security Inc. SSMD-2mm device was identified as the only disintegrator that meets all mandatory requirements, including its integrated form factor, evaluated destruction capability, and manufacturing in the United States. While other products were identified on GSA schedules, they did not satisfy one or more requirements around location of manufacturing, size, or being a single integrated unit. The contracting officer determined on September 8, 2023 that only a single source was reasonably available to fulfill agency's needs based on the unique requirements outlined.

Section C: Justification for Soliciting from a Single Source or Brand Name

Per NSA Policy Manual 9-12, we must utilize the most effective way to destroy the Solid State Media drives that come with new computers throughout the directorate. There is a limited list of items that meet the NSA/CSS requirements for Solid State Disintegrators cleared for TS/SCI and below. AFLCMC requirements for media disintegrators are:

(l)lntegrated form-factor, single unit, under 50" x 50" footprint.

The Data Security Inc, SSMD-2mm device is a single-piece device, with a 27" x 42.5" footprint. It is NSA evaluated for TS/SCI destruction of SIM Card, Flash Drive, Circuit Board, Solid State Drive, Cell Phone, Tablet, CD, DVD, and BluRay media. This device is manufactured in the United States. Through market research, Data Security's SSMD-2mm was the only disintegrator that could satisfy the requirements.

Section D: Efforts to Obtain Competition

During market research of capable, evaluated destruction devices on GSA, the following products were identified as missing one or more of AFLCMC/IN's requirements:

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Organization will continue to evaluate future NSA/CSS Evaluated Products Listings as they are updated and released and validated against unique requ irements of each effort.
