About this file
This document contains a request for information regarding the NOVASTAR acquisition for NASIC's S&TI services. The government seeks feedback on potential acquisition strategies, including a full small business set-aside where prime contractors would need to organically provide 50% of capabilities in research, operations and maintenance, and sustainment across air, space, missiles, and intelligence forces. Additional questions inquire about utilizing a traditional prime contractor role with minimal teaming; preferred contract types; the optimal number of contractors; important evaluation criteria; situations requiring technical expertise; concerns for small businesses managing the contract at scale; and any other important topics. The government encourages responses via the attached spreadsheet and notes this is a request for information, not a solicitation, though responses may inform future market research. The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base issued the request.

NOVASTAR RFI #2
Attachment
The Government is seeking feedback from industry on the following potential acquisition strategy decisions. If your company has already provided feedback in these areas, please focus your time on additional information on insights not yet provided to the Government.
1. Generally, the Government is seeking any feedback on a potential full small business set-aside with prime contractors needing to organically provide 50% of the scope areas provided in the
Government's attached capabilities matrix (INTs in R&D, O&M, and Sustainment across Air, Space/Counter-Space, Missiles, and Forces).
2. What feedback do you have on a traditional Prime role being utilized for NOVASTAR (i.e. minimal teaming)?
3. Additionally, what contract types do you feel would be best suited for the posted PWS?
4. What number of contractors do you feel should be selected to handle the magnitude of this contract?
5. Do you have any recommendations for critical discriminators to help the Government select the best value?
6. Moreover, do you have suggestions for a particular situation that you think only technically capable contractors would have insight into?
7. If you are a small business, do you have concern about managing this contract without becoming a large business?
8. Please, also include any other topics of importance or concern to your company.
