Question Set 1 Osan AB – Conveyor System
Solicitation FA8604-19-R-8014 2 July 2019
1. Appendix A for Inbound Baggage Conveyor #3.2.3. CONVEYOR DIMENSIONS states, “The conveying height of the conveyor shall be 18 + 1 inches. The conveying width of the conveyor shall be 38 + 2 inches and the overall width shall be 42 + 2 inches.” Since our standard flat plate device does not comply with the specified conveying width can we submit a request for deviation?
Answer: The oversized conveyor is required for the mission of the unit at Osan AB due to the sizes of loads they handle. The bidder can take an exemption to the specification but it is not guaranteed to be found acceptable.
2. Inbound baggage conveyor system: per spec the existing security doors shall remain and be re-controlled from the new motor control panel. Are the existing security doors powered from motor control panels or from a building electrical panels? What are the power ratings of the existing door motor (volts, amps, phases)? To determine interface requirements between the existing security doors and new motor control panel please provide a copy of door controller spec with wiring diagrams.
Answer: The existing security doors on the Inbound Conveyor system are manually operation and will remain manually operated. The addition of door position and jam sensors are required under this contract. Appendix A has been revised to correct this requirement.
3. Appendix B for Outbound Baggage Conveyor # 3.2.5. SHROUDING states, “Shrouding shall be provided for all conveyor sections. The shrouding shall be a minimum 14-gauge stainless steel. All shrouding shall be designed so maintenance is easily accomplished without special tools. All shrouding connections shall be smooth and flush without openings or projections on which baggage, straps or tags may become entangled.” Is stainless steel shrouding required on takeaway conveyors located not in public view? If shrouding needed for these conveyors, can the painted steel shrouding provided to match a specified side guards finish?
Answer: Yes – shrouding is required on all takeaway conveyors, including sections not in public view. All shrouding shall be stainless steel as specified.
4. Per spec, the security door and draft curtain for new Outbound baggage conveyor system shall be mounted on the outside of the building wall. Since the door curtain and draft curtain cannot be installed at the same location please confirm the draft curtain shall be mounted on the inside of the building wall.
Answer: Appendix B has been revised to clarify. The security door shall be located on the baggage screening side of the building wall and the draft curtains shall be located on the passenger check-in side of the building wall.
5. Appendix B for Outbound Baggage Conveyor # 3.2.15.1. POWER SOURCE states, “The Contractor shall run electrical power from the electrical supplies located on AF Drawing BOS3A9-03. The Contractor shall furnish and install all necessary wiring and equipment for power distribution to the system and for control of the system. Distribution panels with circuit breakers shall be furnished and installed by the Contractor.” The electrical supplies show the Inbound baggage system only and without any power ratings. Please provide details of the electrical supplies (circuit breaker sizes, type, etc.) that shall be used as power feeds for new motor control panels.
Answer: Information regarding available utilities can be found on Page 2 of Attachment 6 of the RFP. See photos below for additional information regarding the existing electrical supplies for the conveyor systems.
6. With regards to the Outbound baggage system, since new motor control panel shall be located where the existing MCP is located, can the existing power feed be reused? Please identify the location/distance from Outbound MCP and specify the size of electrical power supplies for Outbound baggage system.
Answer: Existing power feed can be reused. The Outbound Conveyor MCP is located as shown on AF Drawing BOS3A9-02 (in D4 noting the drawing border) and the electrical supplies are ran from the same transformer in the photo from question 5 above.
