Contractor Questions and Government Answers

16 May 2018 Fairchild AFB, Washington

1. How many copies of the pricing page and technical proposal do you require?

Government Answer: Under the Technical Volume Requirements of the proposal checklist (which is attached to the FBO synopsis), it states “Is technical proposal submitted in an original plus one copy?” Under the Price Volume Requirements of the proposal checklists, it states “Has the price volume been prepared separately from the technical volume, secured in a ring or tab binder (hard or soft cover) and submitted in one original copy?

2. There is a single pricing page available with the checklist. Do you want that submitted in the same binder as the technical proposal or as a completely separate page in the same package?

Government Answer: As a separate page in the pricing volume. Under the Price Volume Requirements of the proposal checklists, Tab 1 states “Is the price volume organized and tabbed (or some other form of separation) and contain the following information: --Summary Pricing sheet delineating each CLIN Price with a total proposed price?”

3. Do you also want the pricing pages 2-6 of the solicitation filled out?

Government Answer: Yes. Under the Price Volume Requirements of the proposal checklists, Tab 3 states “Are the proposed unit and total extended CLIN prices completed for all CLINs on each of the pages of Section B of the RFP (Note: Pages 2 through 6) Are the prices typed or printed legibly and fully and clearly stated? (NOTE: The only CLIN that will not contain a separate price is that of “Data” which is Not Separately Priced (NSP) The Data CLIN shall be marked “Not Separately Priced (NSP)”

4. Do you want the reps and certs in the solicitation filled out or are those filled out in our SAM listing sufficient?

Government Answer: Page 12 of 35 in the RFP, FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—COMMERCIAL ITEMS (Jan 2017), Alternate I states, “An offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.”

5. Cover PD-page 9-paragraph 3.1.9-Are the forklift guard posts to be installed in front of the vertical carousel and the cantilever rack only? It appears on the drawing there are rack protectors, but I am assuming those are the ones listed in paragraph 3.1.6.1.

Government Answer: Correct. Forklift guard posts (Cover PD, paragraph 3.1.9.) are to be installed at the vertical carousel and the cantilever rack and rack protectors (Cover PD, paragraph 3.1.6.1.) are to be installed at the pallet rack as shown on the drawing.

6. Cover PD-page 13-paragraph 3.3.1.8-Who will be responsible for the structural requirements of the existing Ban-Air pallet rack? The rack is at least 10 years old according to local sources and has been moved from another area on the base. Structural codes typically change every 3-4 years due to updated engineering requirements and better seismic information. Ban-Air has completely ignored my attempts to get hold of them. We have no issues with the cantilever rack, mezzanine, shelving, mobile aisle, and vertical carousel.

Government Answer: Since the Ban-Air pallet rack is existing and is not being designed under this contract, the requirements of cover PD paragraph 3.3.1.8 will not apply. Paragraph 3.1.6. in the Cover PD has been amended to omit the requirement of paragraph 3.3.1.8 for the Ban Air Pallet Racks.

7. Appendix A-Page 3-paragraph 3.2.5. You have requested a capacity label for each arm. Since some of these will be more than 10’ above the floor, wouldn’t it be better to install one larger sign on the side of the end column of each of the two rows?

Government Answer: Please provide a capacity label for each arm as specified.

8. Appendix B-page 2-paragraphs 3.2.4.2/3.2.4.3-You have requested a capacity of 400# and an 18 gauge shelf. Our 18 gauge shelf has a capacity of 1200# each. Our standard 22 gauge shelf has a capacity of 600#. Which takes priority, capacity or gauge?

Government Answer: Please comply with both gauge and capacity as specified.

9. Appendix D-page 4-paragraph 3.2.1.6-You are asking for no more than nine (9) columns for the mezzanine. This would be eight (8) columns on the perimeter and one in the center. The capacity is 150 PSF in a high seismic area with concentrated load because of the upper level mobile aisle system. Would a total of twelve columns with two (2) interior columns be acceptable?

Government Answer: There should only be 3 major column lines in each direction per the specification. Additional columns for the stairways are acceptable.

10. There is a potential huge issue with the fire protection system for both the pallet rack and the mezzanine areas. There is concern among the local people as to whether or not the existing system has enough water supply and can generate enough flow to meet the requirements in your solicitation. The plan is to store some plastic containers and tires within the rack system. That should be reviewed by a fire protection professional engineer. They do perform that service, but not for free. It would take them longer than can be done before the proposals are due to you. It also has been more than two years since the existing system has been tested. The best way to determine that would be to have the local people contact Western States Fire Protection. They installed the original system. I would recommend you remove this portion from the specifications.

Government Answer: It is stated in paragraph 3.1.7. of the Cover PD that, “the Contractor shall perform a test on the existing system in accordance with NFPA 13 to determine flow and pressure characteristics and design a system compatible with the existing system. If it is not possible to design an acceptable system compatible with the existing fire suppression, calculations that prove so shall be provided.” A test on the existing system is a part of this contract and does not need to be performed before proposals are due for this RFP.

The Fire Suppression System Installation paragraphs in the Cover PD and in Appendix D (3.1.6.2.

and 3.2.1.11, respectively) state that, “if it has been determined that the existing system will support this addition, it shall be tied in. If it has been determined that the existing system will not support this addition, the new fire suppression system shall be installed and left open within 1 foot of the tie in point.”

Please comply with the specification.

11. The drawing I found on FBO only has the empty building layout on it. 2447A dwg. Just wanting to make sure it’s not something on my end.

Government Answer: Air Force Drawing BFR104-01 is provided as Attachment 7 (page 180 of 220) of the RFP. No AutoCAD (.dwg) version of this file will be provided. Therefore, there is no change to the solicitation and there is no change to the due date.
